1. What Is Management? |
Management involves coordinating human and non-human resources to achieve specific goals. Managers make decisions, set targets, and supervise work. In the CIE syllabus, management is often described as a process of planning, organising, directing, and controlling.
Efficiency measures how well inputs are converted into outputs, while effectiveness shows whether the organisation actually achieves its intended objectives. Good management must balance both.
Henri Fayol identified five core functions of a manager:

-
Organising 组织: arrange resources and tasks.
-

-
Coordinating 协调: ensure different departments work together.

-

2. What Is Leadership? |
Leadership is the process of influencing others to understand and agree about what needs to be done and to work toward its achievement. It is not simply about holding a position; it involves vision, communication, and trust.
A leader can be formal or informal. A formal leader has authority because of position; an informal leader arises from the respect of colleagues.
Leadership is about creating followership. Without followers, there is no leader. Effective leaders set direction, motivate people, and support team development.
3. Management vs Leadership |
Managers and leaders play different roles, although a manager is often expected to be a leader. The main differences are:
-
Managers focus on control and efficiency; leaders focus on inspiration and change.
-
Managers do things right; leaders do the right things.
-
Management works within existing systems; leadership challenges and improves systems.
-
Not all managers lead effectively; not all leaders hold formal management positions.
4. Leadership Styles |
Three classic leadership styles are autocratic, democratic, and laissez-faire. The table below summarises their main features.
| Laissez-faire 放任型 | Manager gives freedom to employees 管理者给员工充分自由 | Encourages creativity and independence 鼓励创造性和独立性 | Lack of direction, especially for unskilled workers 缺乏方向,尤其对技能不足的员工 |
5. Evaluating Leadership Styles |
No single style is always the best. The most effective style depends on the manager, the employees, the task, the organisation culture, and the time available.
For example, autocratic leadership may be useful in emergencies or with unskilled workers. Democratic leadership suits creative environments. Laissez-faire can work well with highly motivated experts who need little supervision.
Examiners value judgment. A good answer will discuss the context of a case study and justify why one style is more appropriate than another.
