People Management Strategies in Organisations |

📚 People Management Strategies in Organisations |

People management is one of the most critical functions in any organisation. It involves planning, attracting, developing, motivating and retaining employees so that business objectives are achieved efficiently and effectively. In the Cambridge International A-Level Business syllabus, this area is often examined through case studies that ask candidates to analyse how different strategies improve employee performance and organisational success.

1. The Role and Objectives of Human Resource Management |

Human resource management (HRM) is the process of managing people within an organisation to achieve competitive advantage. Its main objectives include ensuring the right number of people with the right skills are in the right roles, maintaining high levels of motivation, and aligning staff objectives with corporate goals. Effective HRM also helps to reduce labour turnover, improve productivity and create a positive working culture.

  • Workforce planning – forecasting future staffing needs. |
  • Recruitment and selection – attracting and choosing the best candidates. |
  • Training and development – improving employee competencies. |
  • Performance management – evaluating and improving individual contributions. |
  • Reward management – designing fair pay and benefits packages. |

2. Content Theories of Motivation: Maslow and Herzberg |

Content theories focus on what motivates people. Abraham Maslow’s hierarchy of needs suggests that individuals are motivated by five levels of needs: physiological, safety, social, esteem and self-actualisation. Once one level is satisfied, the individual moves to the next. Businesses can apply this by providing fair wages (physiological), job security (safety), teamwork (social), recognition (esteem) and challenging projects (self-actualisation).

Frederick Herzberg’s two-factor theory distinguishes between hygiene factors and motivators. Hygiene factors such as salary, working conditions and company policy prevent dissatisfaction, but do not necessarily create motivation. Motivators such as achievement, responsibility, recognition and personal growth are needed to generate genuine job satisfaction and effort.

  • Hygiene factors – salary, job security, working environment, relationships. |
  • Motivators – achievement, recognition, challenge, promotion, personal growth. |

3. Process Theories of Motivation: Expectancy, Equity and Goal Setting |

Process theories explain how motivation begins and how individuals make choices. Victor Vroom’s expectancy theory states that motivation depends on the expectation that effort will lead to performance (expectancy), performance will lead to rewards (instrumentality), and rewards are valuable to the person (valence). Managers must clearly link performance and rewards to increase motivation.

John Stacey Adams’ equity theory argues that people compare their input-output ratio with others. If they feel under-rewarded, they may reduce effort or demand more. Thus, fair and transparent reward systems are essential. Edwin Locke’s goal-setting theory suggests that specific, challenging and accepted goals with feedback lead to higher performance.

Motivation = Expectancy × Instrumentality × Valence

4. Recruitment and Selection Strategies |

Recruitment is the process of attracting suitable candidates for a vacancy, while selection is the process of choosing the best candidate. Internal recruitment offers opportunities to existing employees, which can boost motivation and reduce cost. External recruitment brings fresh ideas and a wider talent pool, but is more expensive and time-consuming.

Cheaper and faster | 更便宜更快 Greater pool of talent | 人才池更大
Brings new ideas and skills | 带来新想法和技能
May create internal rivalry | 可能造成内部竞争 Higher advertisement and agency costs | 广告和中介成本更高

Selection methods include interviews, aptitude tests, personality tests, assessment centres and work trials. A well-designed selection process reduces the risk of hiring unsuitable staff and helps match the person to the job and the organisational culture.

5. Training and Development |

Training improves employees’ current skills, while development focuses on preparing them for future roles. On-the-job training includes coaching, mentoring, job rotation and shadowing. It is practical and often cheaper, but may disturb daily work. Off-the-job training includes courses, workshops and distance learning, which can provide up-to-date knowledge but require time away from the workplace.

Training leads to higher productivity, better quality and greater adaptability. It also helps employees feel valued, reducing labour turnover and supporting succession planning. However, businesses must evaluate training needs carefully to avoid wasting resources and to ensure a clear return on investment.

6. Performance Appraisal and Feedback |

Performance appraisal is the systematic evaluation of an employee’s work performance against set objectives. Common methods include management by objectives (MBO), grading systems, 360-degree feedback and self-appraisal. The appraisal process provides a formal basis for rewards, promotion, training needs and career development.

Effective appraisal requires clear criteria, regular feedback and an open, two-way conversation between the manager and the employee. When done poorly, appraisal can demotivate staff, create bias and damage relationships. Therefore, managers should be trained in giving constructive feedback and setting achievable targets.

  • Setting specific and measurable performance targets. |
  • Documenting achievements and areas for improvement. |
  • Agreeing on a personal development plan for the next period. |

7. Reward Management and Compensation |

Reward systems are designed to attract, motivate and retain employees. Financial rewards include basic salary, commission, bonuses, profit-sharing and performance-related pay. Non-financial rewards include recognition, flexible working, career opportunities and a positive work environment. A suitable mix depends on the business strategy and the nature of the workforce.

Piece-rate pay rewards workers based on output, motivating high production but potentially harming quality. Salary provides stable income, but does not directly link effort to pay. Performance-related pay can align individual goals with business goals, but may encourage a short-term focus or unhealthy competition. Equity and fairness must be maintained to avoid dissatisfaction.

8. Employee Relations and Communication |

Employee relations refer to the management of the relationship between employers and employees, both individually and collectively. Good relations are built on trust, respect and effective communication. Communication can be downward (from management to workers), upward (from workers to management) and horizontal (between colleagues).

Forms of involvement include works councils, trade unions meetings, email updates, suggestion schemes and regular team briefings. Meaningful employee participation can improve decision-making, increase commitment and reduce industrial action. However, communication must be honest and timely; poor communication can lead to rumours, resistance and low morale.

9. Leadership and Management Styles |

Leadership is the ability to influence and guide others towards achieving goals. Management styles can be classified as autocratic, democratic, laissez-faire and paternalistic. Each style has different implications for motivation, communication and delegation.

Staff given freedom to act | 员工拥有行动自由 Creative but may lack direction | 有创意但可能缺乏方向
Paternalistic | 家长式 Manager acts like a parent, cares for staff | 管理者像家长,关心员工 Loyalty, but low initiative | 忠诚,但主动性低

The best style depends on the situation, including task complexity, team experience and time pressure. A flexible leader switches between styles when needed.

10. Job Design and Organisational Culture |

Job design refers to the specification of tasks, responsibilities and working methods to achieve both organisational and individual goals. Techniques include job rotation, job enlargement, job enrichment and empowerment. These methods aim to reduce monotony and increase motivation by giving workers variety, autonomy and a sense of achievement.

Organisational culture is the set of shared values, beliefs and customs that shape behaviour. A strong culture can align employees with business values, while a weak culture may lead to inconsistency. Handy’s cultural framework identifies power, role, task and person cultures. To manage people effectively, strategies must fit both the external environment and the internal culture.

11. Managing People During Change |

Organisational change, such as restructuring, new technology or mergers, often creates uncertainty and resistance. Kotter’s eight-step model provides a framework for change: increase urgency, build the guiding team, create a vision, communicate for buy-in, empower action, create short-term wins, consolidate gains and anchor change. People management during change requires clear communication, training and participation.

Managers must identify causes of resistance, such as fear of the unknown, loss of status or increased workload. By involving employees in planning, providing support and celebrating successes, businesses can reduce resistance and build a culture of adaptability.

12. Conclusion and Exam Tips |

People management strategies are central to organisational success. A-level business candidates should be able to explain theories, apply them to real-world scenarios and evaluate their strengths and weaknesses. When answering questions, clearly define key terms, link theory to the case evidence, and discuss alternatives with balanced judgement.

  • Use the PESTLE or SWOT context to analyse people issues.
  • Use specific examples, e.g. flexible working or bonus schemes. |
  • Evaluate, not just describe – use words like ‘however’ and ‘depending on’.
