Population: The Economic Effects of Population Change |

📚 Population: The Economic Effects of Population Change |

Population change is one of the most fundamental forces shaping an economy. Whether a country experiences rapid population growth, a declining population, or an ageing society, the effects ripple through labour markets, government budgets, and long-term economic growth.

1. What Is Population Change? |

Population change refers to the increase or decrease in the size of a country’s population over time. It is determined by three key factors: the birth rate, the death rate, and net migration. The natural change in population is calculated by subtracting the death rate from the birth rate, while net migration is the difference between immigration and emigration.

Population change = (Birth rate − Death rate) + (Immigration − Emigration)

In the CIE IGCSE syllabus, you need to understand not only how population changes are measured, but also the economic consequences of different population structures. Two common structures are a youthful population, where a high proportion of people are under 15, and an ageing population, where a high proportion are over 65.

2. Causes of Population Change |

Birth rates tend to be high in low-income countries due to limited access to contraception, lower female education levels, and the need for children to support family income. In contrast, high-income countries generally experience lower birth rates because of higher education levels, greater career opportunities for women, and the high cost of raising children.

Death rates have fallen dramatically over the past century owing to improvements in healthcare, sanitation, nutrition, and medical technology. Meanwhile, migration flows are driven by differences in wages, employment opportunities, political stability, and family reunification.

3. Economic Effects of Rapid Population Growth |

Rapid population growth, commonly found in developing countries, can have both positive and negative economic effects. On the positive side, a growing population expands the size of the labour force, which can increase total output. A larger population also creates a bigger domestic market, stimulating demand for goods and services, and may attract foreign direct investment.

However, rapid population growth can strain resources. It may lead to higher unemployment if job creation cannot keep pace with the number of new workers. It also increases pressure on public services such as schools, hospitals, and housing. In extreme cases, rapid population growth can cause food shortages, environmental degradation, and a fall in average living standards.

4. Malthusian Concerns and the Carrying Capacity |

The economist Thomas Malthus argued in 1798 that population grows geometrically (1, 2, 4, 8…) while food production grows arithmetically (1, 2, 3, 4…). He warned that without checks such as famine or disease, population growth would outstrip food supply, leading to a catastrophic collapse in living standards.

In the IGCSE course, you should evaluate Malthus’s theory critically. Advances in technology — such as the Green Revolution, improved fertilisers, and genetically modified crops — have allowed food production to grow much faster than Malthus predicted. However, the core idea of a carrying capacity, the maximum population an environment can support sustainably, remains relevant when discussing resource depletion and environmental limits.

5. An Ageing Population: Economic Consequences |

An ageing population arises when falling birth rates and rising life expectancy combine to increase the proportion of people aged 65 and over. This is a major challenge facing countries such as Japan, Germany, and increasingly China. The dependency ratio, the ratio of non-working dependents to working-age adults, rises as a result.

One major economic consequence is a shrinking labour force. As more workers retire and fewer young people enter the labour market, the supply of labour falls, which can reduce total output and slow economic growth. Employers may face labour shortages, and the economy may lose the skills and experience of older workers.

Another consequence is increased government spending on pensions, healthcare, and social care. With fewer workers paying income tax and National Insurance, governments face budget pressures. Some countries respond by raising the retirement age, increasing taxes, or encouraging immigration to boost the working-age population.

6. A Youthful Population: Opportunities and Challenges |

A youthful population, common in many African and South Asian countries, creates a demographic dividend if managed well. A large cohort of young people represents a future workforce with the potential to drive economic growth. If these young people are educated and find productive employment, the economy can benefit from an increased tax base and greater innovation.

However, a youthful population also presents significant challenges. Governments must spend heavily on education, healthcare, and housing for children and young people. If the economy cannot create enough jobs, youth unemployment rises, which can lead to social unrest and a waste of human capital. High dependency ratios in youth-heavy populations can also strain family incomes and government budgets.

7. Migration: Economic Costs and Benefits |

Migration affects both the sending country and the receiving country. For the receiving country, immigration increases the supply of labour, which can fill skills shortages, reduce wage pressures in certain sectors, and increase the productive capacity of the economy. Immigrants also pay taxes and contribute to the demand for goods and services, which can stimulate aggregate demand.

For the sending country, emigration can relieve pressure on the labour market and reduce unemployment. Workers who migrate often send remittances, money sent home to families, which can boost household income and domestic consumption. However, a brain drain, the loss of skilled and educated workers, can harm the sending country’s long-term development prospects by depriving it of doctors, engineers, and teachers.

8. Population Policies |

Governments may adopt policies to influence population growth. To reduce population growth, policies include promoting family planning, providing free contraception, raising the legal age of marriage, and investing in female education — since education and economic empowerment of women are strongly associated with lower birth rates.

To encourage population growth, governments can introduce pro-natalist policies such as baby bonuses, subsidised childcare, extended parental leave, and tax incentives for families with children. For example, Singapore and Russia have used such measures to try to raise their birth rates, though with mixed success. Some countries also loosen immigration policies to compensate for natural population decline.

9. Evaluating the Overall Impact |

The economic effect of population change is neither entirely good nor entirely bad; it depends on the speed of change, the age structure, and the capacity of the economy to adapt. Population growth can be a source of dynamism and innovation, but only if accompanied by investment in human capital, infrastructure, and job creation.

In examination answers, you should avoid one-sided analysis. Use the concepts of the dependency ratio, labour supply, and government expenditure to weigh up costs and benefits. Supporting your arguments with real-world examples, such as Japan’s ageing population or Nigeria’s youthful population, will demonstrate higher-level evaluation and earn you top marks.
