The fundamental economic problem is that human wants are unlimited, while the resources available to satisfy them are finite. This tension between unlimited wants and limited resources is the foundation of all economic analysis. In this revision article, we explore how CIE A-Level Economics defines scarcity, how choices are made, and how different economic systems allocate scarce resources among competing uses.

1. The Economic Problem | 经济问题

Every individual, firm and government faces the economic problem. At its core, the economic problem states that while our wants — the desires of consumers, producers and governments — are unlimited, the means to satisfy these wants are limited. Consequently, not all wants can be satisfied at the same time. Society must therefore decide what to produce, how to produce, and for whom to produce.

每个个人、企业和政府都面临经济问题。经济问题的核心在于:虽然我们的欲望——即消费者、生产者和政府的愿望——是无限的,但满足这些欲望的手段却是有限的。因此,并非所有欲望都能同时得到满足。社会必须决定生产什么、如何生产以及为谁生产。

These three fundamental questions are:

These questions arise precisely because of scarcity. If resources were available in unlimited supply, there would be no need to choose, no opportunity cost, and no economic problem to solve.

这三个问题之所以出现,正是因为稀缺性。如果资源供应无限,那么无需作出选择,也不存在机会成本,更谈不上解决经济问题。


2. Scarcity and Choice | 稀缺性与选择

Scarcity refers to the situation in which available resources (land, labour, capital and enterprise) are insufficient to produce enough goods and services to satisfy everyone’s wants. Scarcity affects everyone — a billionaire still faces a scarcity of time, just as a low-income household faces a scarcity of income.

稀缺性指的是这样一种情况:可利用的资源(土地、劳动力、资本和企业家才能)不足以生产足够的商品和服务来满足所有人的需求。稀缺性影响每个人——亿万富翁同样面临时间的稀缺,就像低收入家庭面临收入的稀缺一样。
