This ‘revolution from above’ was designed to shield the army from blame and place the burden of defeat on civilian politicians, a manoeuvre that would later feed the ‘stab-in-the-back’ myth.

The home front was starving, angry, and increasingly receptive to radical ideas.

In most places, the takeover was almost bloodless: the existing elites crumbled rapidly, and local officials declared their support for the new councils.

On the morning of 9 November 1918, revolution arrived in Berlin. Mass demonstrations filled the city centre, with workers, soldiers, and civilians marching towards the Reichstag and the royal palace. The army garrison in Berlin refused to engage the crowds; its commander, General von Linsingen, fled, leaving the capital defenceless.

Ebert accepted the chancellorship reluctantly. He was a pragmatist who feared revolution, believing that Germany’s best hope lay in orderly transition, a democratic constitution, and a fair peace treaty. His government was a coalition of SPD and USPD, known as the Council of People’s Deputies (Rat der Volksbeauftragten), with three members from each party.

On 10 November 1918, Ebert made a fateful secret telephone agreement with General Wilhelm Groener, who had taken over from Ludendorff. The Ebert-Groener Pact committed the army to support the government against revolutionary upheaval, in exchange for the government’s promise to preserve the officer corps’ authority and to resist Soviet-style reforms of the armed forces. This alliance gave the republic military protection but made it dependent on the very forces that had led the old regime.

On 15 November 1918, the Stinnes-Legien Agreement between employers and trade unions established an eight-hour working day and recognised unions as collective bargaining partners — a major social achievement that the SPD hoped would integrate the working class into the new state. Ebert preferred order over radical change, and he repeatedly used the slogan ‘All power to the people!’ — but by the people he meant the electorate, not the councils.

The USPD, feeling marginalised, withdrew from the government, leaving the SPD in sole control — and deepening the split that would prove fatal in January 1919.

In protest, on 5 January, mass demonstrations of hundreds of thousands of Berlin workers filled the streets, and armed revolutionaries seized key buildings, including the newspaper district with the offices of the SPD paper Vorwärts.

The uprising was spontaneous and poorly coordinated. The Freikorps stormed Berlin with extreme brutality; after about two weeks of intense street fighting, the uprising was crushed on 12 January 1919. Over a hundred revolutionaries were killed — and the republican government had used the far right to liquidate the far left, creating a deeply dangerous precedent.

Both were beaten, shot, and thrown into a canal — Liebknecht into the Tiergarten, Luxemburg’s body was not recovered until 31 May 1919. The murders were carried out with the connivance of the authorities: the soldiers who killed them received minimal sentences, and one officer, Captain Waldemar Pabst, later boasted that he had reported to the Defence Minister, Gustav Noske, that ‘done’ — Noske, it is alleged, replied ‘Good.’

The use of the Freikorps proved that the government was prepared to kill its own citizens to preserve order, and it created lasting enmity between the SPD and the radical left — a division that would be exploited by the far right in the coming years.

Despite the violence, elections for the National Assembly were held on 19 January 1919 as planned. Turnout was high (over 83%), and the results gave the SPD the largest share (37.9%), followed by the Centre Party and the left-liberal German Democratic Party (DDP). The USPD received only 7.6%, and the KPD boycotted the election entirely. The electorate had clearly chosen democratic moderation over radical revolution.

This document was in many ways exemplary: universal suffrage, proportional representation, a strong bill of fundamental rights, and the famous Article 48 permitting the President to rule by emergency decree.

On 7 April 1919, anarchists and communists proclaimed the Bavarian Soviet Republic (Münchner Räterepublik), promising a revolutionary council government in the Bavarian capital.

The republic was crushed on 2 May with considerable brutality: some reports put the death toll at over 600. The brutal suppression of the Munich soviet deepened the cleavage between Bavaria and the central government and created a right-wing backlash that would feed the future Nazi movement’s Bavarian base.
