The Kingdom of Prussia in the decades before 1848 was a paradox. Administratively efficient and militarily formidable, it remained politically frozen in the absolutist structures of the late Enlightenment. The French Revolution and Napoleonic Wars had wrought profound reforms – Stein’s abolition of serfdom, Scharnhorst’s military reforms, Humboldt’s educational system – yet after the Congress of Vienna in 1815, the forces of reaction, embodied in Metternich’s Carlsbad Decrees of 1819, imposed strict censorship and surveillance. The king, Frederick William III until 1840 and then his son Frederick William IV, ruled without a national parliament. Provincial estates existed but possessed little real power.

The years 1846-47 witnessed a catastrophic harvest failure across Europe, triggering famine and a sharp rise in bread prices. Prussia was not spared. The potato blight that devastated Ireland also struck the eastern provinces of Prussia, while a commercial and industrial downturn threw tens of thousands of workers out of employment. Artisans, threatened by competition from factories, joined with urban labourers and educated liberals in a mutinous coalition against the existing order. In the countryside, peasants remained burdened by manorial dues and labour services. The social basis of revolution was therefore broad – aristocratic privilege, ministerial autocracy, and the turbulence of early capitalism all became targets of popular anger.

When news of the French Revolution of February 1848, which had toppled the July Monarchy and proclaimed a republic, reached Berlin in early March, it electrified the city. On 13 March, crowds gathered in the streets demanding constitutional government, press freedom, and a united German nation. On 18 March, after crowds refused to disperse, troops opened fire – whether accidentally or by provocation remains disputed. Within hours, barricades rose across central Berlin, and over the next two days more than 250 civilians were killed in savage street fighting. The army, though loyal, was unable to suppress the insurrection without devastating the capital.

Confronted with the prospect of a ruinous civil war, Frederick William IV capitulated. On 18-19 March he ordered the troops to withdraw, and on 21 March, in a dramatic gesture, he rode through Berlin wearing the revolutionary colours of black, red, and gold, publicly announcing his commitment to ‘Germany’s transformation into a constitutional state’. A liberal ministry was installed under Ludolf Camphausen and David Hansemann. The old United Diet, summoned for April, was to be superseded by an elected Prussian National Assembly charged with drafting a new constitution. To cautious reformers, the revolution appeared to have succeeded.
