AS and A-Level Qualification Rules After Reform: What Students Must Know | 改革后 AS 与 A-Level 资格规则有哪些要求

📚 AS and A-Level Qualification Rules After Reform: What Students Must Know | 改革后 AS 与 A-Level 资格规则有哪些要求

Between 2015 and 2018 the qualifications landscape in England changed more than at any time since the introduction of Curriculum 2000. The AS Level stopped counting towards the A-Level, assessment moved to the end of the course, and non-exam assessment was cut back sharply. For students, parents and teachers alike, the practical question is simple: what are the rules now, and how do they affect the way you plan two years of study?

This article sets out the reformed rules for AS and A-Level in plain language, covering the decoupling principle, linear assessment, grading, the A* rule, practical endorsement, resits and the regional differences that still exist across the UK. It is written for A-Level candidates, their families and the teachers who guide them.

1. Reform Timeline: Three Waves of Change |

The reform was led by Ofqual, the regulator for qualifications in England, and was rolled out in three teaching waves. The first wave began teaching in September 2015 in subjects such as English language, English literature, biology, chemistry, physics, history, geography, psychology, computing, economics, business and art and design. The first AS exams for these subjects were sat in summer 2016 and the first full A-Levels in summer 2017.

The second wave started in September 2016 and covered mathematics, further mathematics, modern foreign languages such as French, German and Spanish, classical languages, religious studies, music, drama and theatre, design and technology, physical education and dance. The final wave followed in September 2017 for the remaining smaller-entry subjects, so the last reformed A-Levels were first awarded in summer 2019. Any student sitting an A-Level now is sitting a fully reformed, linear qualification.

2. The Decoupling Rule: AS No Longer Counts Towards A-Level | 脱钩规则:AS 不再计入 A-Level

The single most important rule is decoupling. Under the reformed system, the AS Level is a separate, standalone qualification. Marks and grades earned at AS do not carry forward into the A-Level, and they do not contribute a single percentage point to the final A-Level grade. A student who scores an A at AS has no automatic advantage at A-Level; a student who scores a D at AS is not mathematically penalised either.

This is a fundamental break from the old modular system, in which AS normally counted for 50 per cent of the A-Level (or 40 per cent in Wales and Northern Ireland). Under the old rules a strong AS performance banked marks for the second year; under the new rules, everything is decided by the assessments taken at the end of the A-Level course.

3. AS as a Standalone Qualification | AS 作为独立资格

Because AS is decoupled, it is now a qualification in its own right. It is reported on the certificate separately, it sits on the Regulated Qualifications Framework at the same level as A-Level, and it has its own grading scale. A student can leave school with an AS Level in a subject and never convert it into an A-Level, or can study the subject for a further year towards the full A-Level.

The reformed AS is not automatically awarded a grade lower or higher than the old AS. It is simply a different qualification, assessed on its own content and its own papers. Universities generally accept AS Levels as evidence of breadth or as a supplementary qualification, but they do not treat an AS grade as a proxy for a predicted A-Level grade in the same subject.

4. Linear Structure: All Assessment at the End |

Reformed A-Levels and AS Levels are linear. This means that all external examination papers for a qualification are taken in one examination series at the end of the course of study. There are no staggered module exams in January and June, and there is no opportunity to bank marks from an earlier session towards a later grade.

In practice, an AS is a one-year course whose exams fall at the end of that year, and an A-Level is a two-year course whose exams fall at the end of the second year. Most reformed A-Level papers are longer than their modular predecessors and carry larger mark weightings, so a single paper is often worth 30 to 35 per cent of the whole qualification.

5. Guided Learning Hours and Content Demands |

Ofqual sets guided learning hours (GLH) for each qualification size. A reformed AS Level is 180 GLH, while a full A-Level is 360 GLH. This preserves the historic ratio of AS to A-Level, even though the two are no longer linked for grading purposes. Schools typically allocate the same teaching time to the reformed A-Level as they did to the old one.

What has changed is the content specification. Reformed specifications were rewritten to be broader but shallower in some areas, with a stronger emphasis on synoptic skills, essays, extended responses and mathematical or practical competencies relevant to the subject. Core content is prescribed nationally, so all exam boards cover the same essential material for each subject.

Feature 项目 Old AS/A-Level 旧体系 Reformed AS/A-Level 改革后
AS weighting AS 占比 50% of A-Level(威尔士、北爱 40%) 0%, fully decoupled 完全脱钩
Assessment timing 考试时间 Modular, January and June 模块化,1 月与 6 月 Linear, end of course 线性,结课统一考
Top AS grade AS 最高等级 A A (no A* at AS AS 不设 A*)

6. Grading Scales: A* to E and the U Grade | 评分等级:A* 至 E 与 U

A full reformed A-Level is graded A*, A, B, C, D and E, with U (ungraded) for candidates who fail to reach the minimum standard for an E. The AS Level is graded A, B, C, D and E only. No A* is awarded at AS, because the A* is designed to distinguish the very top end of a two-year course.

A*、A、B、C、D、E,未达到 E 的最低标准的考生记为 U(未评级)。AS 只设 A、B、C、D、E 五个等级,不授予 A*,因为 A* 的设计目的正是区分两年制课程中最顶尖的一批学生。

Grade boundaries are set by the awarding organisation after each series, using a combination of statistics and senior examiner judgement. Boundaries are not fixed percentages. A paper marked out of 100 might need 78 for an A in one year and 74 in another, depending on how demanding the paper proved for that cohort.

7. How the A* Is Actually Awarded | A* 到底如何评定

The A* is not simply “the highest marks”. The standard rule in England is a two-part condition: the candidate must achieve an overall grade of A on the qualification, and must additionally reach a high threshold on specified assessment components, usually the papers taken in the second year or the more demanding sections of the course.

Because the exact components differ by subject and by exam board, the precise requirement should always be checked on the specification and the exam board’s grade boundary documents. For an A-Level graded out of 600 marks, for example, a typical A* condition might require an overall total at or above the A threshold and roughly 90 per cent on the designated papers.

A* = overall grade A + high score on designated papers (often ≈ 90%)

8. Non-Exam Assessment: What Survived the Reform |

The reform sharply reduced coursework. In most subjects, non-exam assessment (NEA) now counts for 0 per cent of the A-Level grade; the qualification is decided entirely by written examinations. This was intended to improve comparability and reduce the risk of plagiarism and over-help from teachers.

NEA survives only where practical or performance skills cannot be assessed by written paper. Art and design, music, drama and theatre, physical education, design and technology and media or film studies retain substantial internally assessed components, and their weighting is set out explicitly in the specification. For these subjects, the quality of the portfolio or performance is a major determinant of the final grade.

9. Practical Endorsement in the Sciences |

Science A-Levels in England carry a separate practical endorsement. This is reported on the certificate as “Pass” or “Not classified”. It does not contribute marks to the A-Level grade, and it is not graded A to E, but it records that the student has completed a required set of practical activities and demonstrated the associated skills.

Most universities do not make the practical endorsement a formal entry requirement, but many expect it and some competitive science courses state that it is desirable. In practice, schools place every candidate for the endorsement, and a “Not classified” outcome usually signals that the student missed too many required practicals rather than that they failed an exam.

10. Resit Rules Under Linear Qualifications |

Under linear rules you cannot resit an individual unit, because units no longer exist as separately certificated components. To improve an A-Level grade you must resit the whole qualification, meaning all papers again in a later series. The usual pattern is to resit in the following summer, since the reformed A-Levels are examined once a year in the main summer series.

AS Levels can also be resitted in the same way. However, resitting AS does not change the A-Level grade, because the two qualifications are decoupled. Some schools use an AS resit as a diagnostic or motivational tool, but students should be clear that it will not alter a final A-Level result.

11. Regional Differences Across the UK |

Reform applied differently in the four nations. In England, Ofqual-regulated A-Levels and AS Levels are decoupled and linear. In Wales, qualifications regulated by Qualifications Wales retain a modular structure in which the AS counts for 40 per cent of the A-Level. In Northern Ireland, CCEA qualifications follow the same 40 per cent model, so AS remains a staged stepping stone towards the A-Level.

Scotland operates a completely different system based on National 5, Highers and Advanced Highers, with no AS or A-Level at all. Students applying from Scotland to universities elsewhere in the UK present Highers and Advanced Highers rather than AS and A-Level grades, and admissions teams convert them according to their own published equivalences.

Advanced Higher
