Funding Conditions for Maths and English at Ages 16 to 19 | 16 至 19 岁阶段数学与英语的资助条件

📚 Funding Conditions for Maths and English at Ages 16 to 19 | 16 至 19 岁阶段数学与英语的资助条件

For every student in England who leaves GCSE behind with a grade 3 or below in maths or English, post-16 education comes with a legal and financial catch: the money that pays for your study programme is conditional on you continuing to study those subjects. This is known as the 16 to 19 maths and English condition of funding. It shapes timetables, A Level choices, college applications and even university offers. This guide explains who it applies to, which qualifications satisfy it, which exemptions exist, and how the wider pot of 16 to 19 funding – bursaries, Advanced Maths Premium and exam fee support – actually works.

(16 to 19 maths and English condition of funding)。

1. What the Condition of Funding Actually Is | 资助条件的本质是什么

The condition of funding is a rule attached to public money, not a personal grant. In England, the Education and Skills Funding Agency (ESFA) pays school sixth forms, sixth form colleges and further education colleges for each 16 to 19 student on a study programme. That payment is conditional: if a student has not yet achieved a GCSE grade 4 (the old grade C) in maths and/or English, the provider must enrol them on an approved maths or English qualification as part of their programme.

If the provider fails to do this, the consequence falls on the institution, not directly on the student: funding for that individual student’s programme can be reduced or withdrawn for the year. In practice this means colleges track every student’s maths and English status from enrolment day, and timetables are built around those compulsory lessons.

2. Who the Condition Applies To | 适用对象与年龄范围

The condition applies to students aged 16 to 19 on 31 August of the academic year, who are funded through the 16 to 19 funding formula. This covers students in maintained school sixth forms, academies, sixth form colleges, general further education colleges and independent specialist providers with an ESFA contract. It also extends to students aged up to 25 who hold an Education, Health and Care Plan (EHCP).

It applies regardless of the type of programme. A student taking three A Levels, a student on a BTEC Extended Diploma, and a student on a mixed A Level and vocational timetable are all caught by the same rule. It does not apply to apprentices, who have separate English and maths requirements written into apprenticeship standards, nor to students who are funded through the Adult Education Budget rather than the 16 to 19 formula.

3. The GCSE Grade 4 Threshold | GCSE 4

The trigger point is GCSE grade 4. Under the 9 to 1 grading scale introduced in England, grade 4 is the “standard pass” and grade 5 is the “strong pass”. A student holding grade 4 or above in maths and English is exempt from the condition for that subject. A student holding grade 3 or below – equivalent to the old grades D to G – must continue studying both subjects until they reach the threshold or qualify for an exemption.

It is important to note that the requirement is subject-specific. A student with grade 6 in maths but grade 3 in English only has to continue with English. The condition also has nothing to do with tier of entry, and nothing to do with how many times a student has already sat the exam – only the highest grade achieved matters.

GCSE Grade Old Grade Status under the Condition
9 – 7 A* – A Exempt
6 – 5 B – high C Exempt
4 Low C Exempt (standard pass)
3 D Must continue studying
2 – 1 E – G Must continue studying

4. Qualifications That Satisfy the Condition |

Not every maths or English lesson counts. The qualification must appear on the ESFA’s list of approved qualifications for the condition of funding. The two mainstream routes are GCSE maths and GCSE English Language, and Functional Skills qualifications in maths and English at Level 2 (or at Level 1 and below for students not yet ready for Level 2).

GCSE English Literature does not count; only English Language meets the condition. For maths, studying AS or A Level Mathematics, or Core Maths, is generally accepted as covering the maths side of the requirement, because the level of demand clearly exceeds Level 2. Students and parents should always confirm the exact approved list with the school or college, since the ESFA updates it periodically.

Where a student is far below Level 2, providers may use stepping-stone qualifications or non-qualification maths and English hours as preparation, with the aim of moving the student onto GCSE or Functional Skills. The condition allows this flexibility, but the provider must be able to evidence a realistic route towards a recognised qualification.

5. Exemptions and Special Cases |

The funding rules set out a defined list of exemptions. The most common are: the student has already achieved GCSE grade 4 or above in the subject; the student holds an equivalent Level 2 qualification, such as Functional Skills Level 2; the student has special educational needs and/or disabilities (SEND) and it has been formally assessed that continuing to study maths or English is not appropriate for them.

Other recognised exemptions include students who are on an apprenticeship or traineeship (which have their own rules), and students whose prior attainment was gained overseas where a genuine Level 2 equivalence can be demonstrated and evidenced. The last point is the one that most often trips up international families, because the burden of evidence sits with the student and the provider, not with the exam board.

  • Evidence matters: certificates, transcripts and official translations are essential.
  • No automatic exemption: exemptions must be recorded by the provider before the census date.
  • Ask early: query an exemption decision at enrolment, not in the spring term.

6. How the Money Actually Flows |

Understanding the mechanics helps students see why colleges are so insistent. ESFA pays providers a national funding rate per student per year, banded by planned hours – in recent years roughly £4,000 to £4,900 for a full-time programme. On top of that come programme cost weightings for certain vocational subjects, a disadvantage uplift for students from deprived postcodes or with low prior attainment, and an area cost adjustment for London and the South East.

Separately, the ESFA funds the exam entry fees for GCSE maths and GCSE English Language, and for Functional Skills qualifications, for students who are subject to the condition. In general this covers one entry per student per qualification, so repeated re-sits beyond that can become a charge that providers pass on, or absorb, depending on their own policy.

The critical practical point: the compulsory maths and English hours are not “extra” – they sit inside the student’s planned study programme. A student carrying three A Levels plus GCSE maths and GCSE English resits will be timetabled for more taught hours than the standard full-time student, and will need to plan revision time accordingly.

7. The Advanced Maths Premium |

The Advanced Maths Premium is a different pot of money and often confused with the condition of funding. It pays providers an additional £600 per student for each student studying an approved Level 3 maths qualification – Core Maths, AS or A Level Mathematics, or AS or A Level Further Mathematics – above a baseline number calculated from previous years’ recruitment.

认可的资格包括 Core Maths、AS 或 A Level 数学、以及 AS 或 A Level 进阶数学;基准数依据往年的招生情况计算。

The policy purpose is to increase participation in post-16 maths, particularly for students who are strong at maths but were not planning to take it beyond GCSE. It is not a cash payment to students, and
