GCSE Results for Pupils with SEN: Mainstream and Special Schools Compared | 特教支持学生的GCSE成绩:主流学校与特殊学校对比

📚 GCSE Results for Pupils with SEN: Mainstream and Special Schools Compared | 特教支持学生的GCSE成绩:主流学校与特殊学校对比

Few questions in English education are asked more often, and answered more carelessly, than this one: do pupils with special educational needs and disabilities (SEND) get better GCSE results in mainstream schools or in special schools? The honest answer is that the two sectors are not measuring equivalent populations, nor equivalent curricula, nor equivalent outcomes. This article unpacks the published attainment data, explains the statistical traps in comparing them, and sets out what families and students should actually look at when judging a placement.

1. Why This Comparison Matters |

GCSE outcomes shape post-16 pathways: which sixth form or college accepts you, which vocational route is open, and increasingly whether an apprenticeship provider will interview you. For pupils with SEND, results also carry a second weight – they are used by local authorities, Ofsted and tribunals as evidence that provision is or is not working. That makes the mainstream versus special school comparison politically charged as well as educationally important.

Around 18% of pupils in England are identified as having SEN, and roughly 5% hold an Education, Health and Care Plan (EHCP). Since the Children and Families Act 2014, an EHCP is the legal document that specifies provision and names a placement. Placement decisions are supposed to rest on the “presumption of mainstream education” unless it is incompatible with efficient education of others or with the child receiving the special educational provision required.

2. Key Definitions: SEN, EHCP and Types of Provision | 关键概念:SEN、EHCP 与安置类型

“SEN support” describes additional help given in a mainstream setting without a legal plan. It is the larger group by far. “EHCP” describes a small group whose needs are assessed as requiring provision beyond what a school can ordinarily supply. Needs categories recorded by schools include cognition and learning (MLD, SLD, PMLD), social, emotional and mental health (SEMH), communication and interaction (SLCN, autism), and sensory or physical needs.

Provision takes several forms: ordinary mainstream classes with support; mainstream schools with a designated SEN unit or resourced provision; special schools; independent special schools; and alternative provision for pupils who are out of school or at risk of exclusion. Confusingly, “special school” results in national statistics usually include both state-funded special schools and non-maintained special schools, but rarely independent ones.

3. Where Pupils Are Educated: England in Numbers |

The table below gives an approximate picture of how pupils with SEN are distributed. The key point is structural: mainstream schools educate almost all pupils on SEN support and a majority of pupils with EHCPs, while special schools educate a small slice of SEN overall but a large share of the highest-need pupils.

Group | 群体 Share of all pupils | 占全体学生比例 Typical setting | 主要安置
No identified SEN | 无 SEN about 82% | 约 82% Mainstream | 主流学校
SEN support | SEN 支持 about 13% | 约 13% Mainstream (almost all) | 主流学校(几乎全部)
EHCP | 教育健康照护计划 about 5% | 约 5% Mainstream about 55%, special about 40% | 主流约 55%,特殊约 40%

This distribution alone explains most of the apparent difference in results. Any comparison of “mainstream versus special” is simultaneously a comparison of “moderate need versus complex need”, which is a different and much larger effect.

4. Headline GCSE Outcomes by SEN Group | 不同 SEN 群体的 GCSE 总体成绩

The Department for Education publishes Key Stage 4 performance data each year. The patterns are stable and stark. Figures below are rounded approximations of recent published years; always check the latest statistical release for exact values.

Measure | 指标 No SEN | 无 SEN SEN support | SEN 支持 EHCP | EHCP
Average Attainment 8 score | 平均 Attainment 8 分数 about 50 | 约 50 about 30 | 约 30 about 16 | 约 16
Grade 5+ in English and maths | 英语与数学达 5 分及以上 about 52% | 约 52% about 13% | 约 13% about 4% | 约 4%
Grade 4+ in English and maths | 英语与数学达 4 分及以上 about 71% | 约 71% about 27% | 约 27% about 9% | 约 9%

The gap between pupils with SEN and their peers is roughly two to three GCSE grades per subject. It has narrowed only marginally over the last decade, and widened at the top grades (7 to 9). This is the central equity problem in the English school system, and it is largely independent of the mainstream/special school debate.

5. Mainstream vs Special Schools: What the Published Data Show | 主流学校与特殊学校:公开数据说明了什么

When analysts compare sector averages, special schools appear to have lower GCSE attainment than mainstream schools among pupils with EHCPs. This is almost entirely an artefact of intake. Special schools disproportionately educate pupils with SLD, PMLD, autism with complex needs and severe SEMH – groups for whom GCSE entry itself may not be an appropriate goal.

Conversely, there is evidence that pupils with EHCPs placed in mainstream schools who remain in full GCSE pathways tend to take more qualifications and reach higher raw scores, but also show higher rates of persistent absence, exclusion and placement breakdown. Placement stability and wellbeing outcomes often favour specialist settings, while qualification volume often favours mainstream.

6. Why Raw Comparisons Mislead: Selection and Cohort Effects |

Four statistical problems make headline comparisons unreliable. First, selection: pupils are placed in special schools precisely because their needs are greater, so the comparison is confounded by need severity. Second, cohort size: many special schools have Year 11 cohorts of fewer than twenty, so percentage figures swing wildly from year to year. Third, curriculum: a pupil taking Entry Level certificates cannot be scored on a GCSE metric at all.

Fourth, missing data: pupils working below the level of the tests, or in independent special schools, or in alternative provision, are often excluded from the headline tables altogether. The result is that published averages describe a subset of each sector, and the two subsets are not the same kind of subset. Any claim that “special schools get worse results” or “mainstream gets better results” therefore needs to specify which pupils and which outcomes are being counted.

Progress 8 was designed to answer exactly this problem. It compares each pupil’s Attainment 8 score with the score predicted from their Key Stage 2 results, then averages the difference across the school.

Attainment 8 = 2 × English + 2 × Maths + 3 × EBacc + 3 × Open

Progress 8 = (Attainment 8 − predicted Attainment 8) ÷ 10

Typical Progress 8 scores for pupils with SEN support cluster around −0.3 to −0.6, and for pupils with EHCPs around −0.7 to −1.0, meaning they make less progress than peers with similar starting points. However, Progress 8 has real limitations for this group: the KS2 baseline is missing or unreliable for many pupils with significant needs, the measure rewards a full set of eight qualifications, and it excludes the non-GCSE pathways that special schools commonly use.

The practical implication: when a special school’s Progress 8 is “not applicable”, that is not a failure signal. It usually means the cohort does not fit the model. Ask instead for progress data against EHCP outcomes, and for attainment relative to each pupil’s own starting point.

8. Curriculum and Accreditation Pathways |

Mainstream secondary schools are organised around GCSE and EBacc subjects, with options blocks, tiered papers and a strong incentive to enter pupils for the full eight subjects that count in performance tables. Special schools more often build a curriculum around communication, independence, functional literacy and numeracy, and preparation for adulthood.

  • Entry Level Certificates (Entry 1 to 3) in English, maths, science and other subjects | Entry Level
  • Functional Skills qualifications at Entry Level and Level 1 or 2 | 功能性技能资格证书,含 Entry Level 及 1、2 级
  • BTEC and OCR vocational awards, often at Entry or Level 1 | BTEC 与 OCR 职业类证书,多为 Entry 或 1 级
  • ASDAN and life skills programmes focused on personal progress | ASDAN
  • A small number of GCSEs, often English, maths, art, or a vocational GCSE | 少量 GCSE,常为英语、数学、艺术或职业类 GCSE

For a pupil who can access GCSEs, mainstream provision usually offers more subjects and better specialist teaching in academic disciplines. For a pupil whose priority is communication, regulation and independence, a specialist curriculum may produce better long-term outcomes even with fewer certificates.

9. Access Arrangements and Exam Fairness |

Access arrangements are adjustments to exam conditions that allow a candidate to demonstrate what they know. They are governed by JCQ regulations and must reflect the candidate’s “normal way of working”. They are not an advantage; they are an
