📚 How Are Local Area SEND Inspections in England Judged? The Criteria Explained |

In England, the quality of support for children and young people with special educational needs and disabilities (SEND) is not judged school by school alone. Since 2016, Ofsted and the Care Quality Commission (CQC) have jointly inspected the whole “local area” – the local authority, health commissioners and providers, early years settings, schools, colleges, alternative provision and social care – to test whether the area identifies needs early, meets them well and improves outcomes. This article explains the criteria inspectors use, how the standards changed with the 2023 Area SEND framework, and what evidence is actually weighed when a judgement is made.

1. What a Local Area SEND Inspection Is | 什么是区域SEND检查

A local area SEND inspection is a joint inspection of how well the local area partnership, as a whole, fulfils its duties towards children and young people aged 0 to 25 who have SEND. It is not an inspection of individual schools, and individual settings are not graded. Instead, inspectors examine the system: identification, assessment, provision, outcomes, participation, transitions and leadership. One published report and one area-level judgement are produced for the whole partnership.
