📚 How GCSE and A-Level Grades Are Awarded on Evidence of Student Performance When Exams Are Disrupted | 考试中断时 GCSE 与 A-Level 如何凭学生表现证据评分

When a national exam series cannot be delivered fairly – because of school closures, a pandemic, severe weather, a cyber-attack on an awarding organisation, or disruption affecting a single candidate – England does not simply abandon the qualification. Instead, grades are reconstructed from other evidence of what the student has actually done. That evidence comes from mocks, past papers, non-exam assessment, topic tests, supervised assessments and portfolios of work, judged by teachers against national standards and then quality assured, and in some years statistically adjusted, by the exam boards and Ofqual.

1. What Assessment Disruption Actually Means |

Disruption operates on two very different scales. Mass disruption affects whole cohorts: schools closed from March to July 2020 and again in the spring term of 2021 in England, so summer exams could not be sat at all. Individual disruption affects one candidate: illness on the day, a bereavement, a long hospital stay, an accident, or a clash with a religious festival. Both are handled under published rules, but the machinery is completely different.

For individual cases, JCQ regulations allow special consideration. If a candidate sat the assessment but was affected by a temporary illness, injury or other event, a small uplift may be applied – generally limited to a maximum of 5% of the marks available. If a component was missed for an acceptable reason, a centre can apply for a derived or calculated mark instead.

2. Three Grading Models Used in England |

Since 2020, England has relied on three broad models. The first is teacher judgement with statistical standardisation, used for centre assessment grades (CAGs) in 2020. The second is teacher judgement with no algorithm but strong quality assurance, used for teacher assessed grades (TAGs) in 2021. The third, from 2022 onwards, is a normal exam series with adaptations and a published contingency plan.

The key insight for students is that the qualification standard never disappeared. Teachers were not asked to invent grades; they were asked to produce a judgement that could withstand external scrutiny, using evidence generated under conditions as close to real exams as possible.

3. What Counts as Evidence of Student Performance |

Not everything a student produces counts as evidence. Exam board guidance in 2021 set out clear conditions, and the same principles sit behind the contingency frameworks used since 2022. Evidence must be the student’s own work, produced under conditions that allow authentication, marked against the specification’s standards, and capable of being justified to an external examiner.

  • Timed past papers and mock exams – the closest proxy to the real thing, especially when sat under full exam conditions and marked with the official mark scheme.
  • Non-exam assessment (NEA) and coursework – already teacher-assessed and externally moderated, so usually the most robust evidence available.
  • Supervised in-class assessments and end-of-topic tests – useful for coverage of content taught later in the course.
  • Practical work, performances and recordings – laboratory notebooks, music recitals, drama performances, spoken language assessments.
  • Fieldwork reports and projects – geography fieldwork, EPQ, and other centre-assessed components.

Crucially, evidence had to be about demonstrated performance, not about potential, effort, attendance or predicted grades. A student who could show they could reach a grade deserved it; a student who “might” reach it could not be credited for it.
