📚 Outstanding UK Schools Lose Their Inspection Exemption: Ofsted Revises Its Inspection Arrangements |

In England, a school that Ofsted once graded “outstanding” is no longer guaranteed a free pass from routine inspection. Since the exemption was removed, previously exempt schools have been pulled back into the regular inspection cycle, and the inspection system itself has been reshaped – new frameworks, new evidence-gathering methods, the end of single headline grades and the arrival of report cards. For students, parents and teachers, this is not distant politics: it changes how schools behave, how they present themselves and how they are judged.

1. The Headline Change |

The single most important change is simple to state: a previous judgement of “outstanding” no longer means a school is left alone. Before the reform, a school graded outstanding in a full section 5 inspection was exempt from routine inspection indefinitely, unless something triggered concern. Now those schools are inspected again on a rolling basis, exactly like other schools.

Two linked decisions sit behind this. First, the legal exemption was removed. Second, the inspection model that replaced it was rewritten, so that schools are judged on the quality of education they provide rather than on exam results alone.

Outstanding → exemption removed → back into the routine inspection cycle

2. How the Exemption Came About | 免检制度的由来

The exemption was a product of its time. In 2011, the government argued that outstanding schools had already proved their quality and that inspection resources should be concentrated on weaker schools. Inspecting the best while neglecting the struggling looked like a misallocation of effort.

The logic was plausible but rested on an assumption: that quality, once achieved, is stable. Evidence later suggested otherwise. Schools can drift, leadership changes, curricula narrow, and safeguarding practice can slip without anyone outside the school noticing.

3. Why the Exemption Was Scrapped |

The official reasons were threefold. First, parents in exempt schools had gone years without an independent, current judgement, which weakened the information available when choosing a school. Second, some exempt schools had declined quietly, and a few were found to have serious weaknesses once inspectors finally returned. Third, the exemption created an accountability gap that sat awkwardly with a system that otherwise insists on public transparency.

There is also a fairness argument. A school graded “good” was inspected regularly; a school graded “outstanding” was not. Two schools with similar current practice could therefore face very different levels of scrutiny based on a judgement made years earlier.

4. What Routine Inspection Now Involves |

Routine inspection in England comes in two main forms. Graded inspections lead to published judgements across the framework areas. Ungraded inspections, used for schools that are already judged good or outstanding, check whether the school has maintained its standard; they normally do not change the grades unless inspectors find evidence of decline or of exceptional improvement.

Inspectors typically spend one or two days in a school. They observe lessons, scrutinise pupils’ work, examine curriculum plans, look at attendance and behaviour records, check safeguarding arrangements, and interview leaders, teachers, governors and pupils. Much of the judgement rests on what pupils can actually do and remember, not on what documents claim.

  • Lesson visits – short observations across subjects, often paired with conversations with pupils about their work.
  • Work scrutiny – checking whether the curriculum is being taught and learned in sequence. |
  • Interviews – with leaders, staff, governors and groups of pupils. |
  • Document checks – policies, safeguarding records, attendance data. |

5. The Education Inspection Framework |

The Education Inspection Framework (EIF) moved the focus from data to curriculum. Instead of asking mainly what results a school produced, inspectors ask what is being taught, how well it is taught, and whether pupils learn it – often summarised as intent, implementation and impact.

Judgements are made across a small number of areas, with safeguarding reported separately as effective or not effective. Because a single safeguarding weakness can be decisive, schools devote considerable attention to it.

Area What inspectors examine
Quality of education Curriculum intent, teaching, assessment, outcomes
Behaviour and attitudes Expectations, conduct, attendance, low-level disruption
Personal development Character, wider opportunities, careers education
Leadership and management Vision, staff workload, governance, improvement capacity
Safeguarding Reported separately as effective or not effective

6. Deep Dives and Evidence Gathering |

A “deep dive” is a focused investigation into one subject, usually lasting a couple of hours. Inspectors meet the subject leader, visit several lessons, look at pupils’ books across year groups, and talk to pupils about what they have learned and remembered.

The purpose is to test coherence. If the curriculum plan says fractions are taught in Year 7 and revisited in Year 9, do pupils’ books and answers show it? Do teachers share the same understanding of the sequence? Gaps between plan and reality are what deep dives are designed to expose.

Typical structure of a subject deep dive:

  • Meeting with the subject leader to discuss curriculum design. |
  • Short lesson visits, often with pupils present, checking what is being learned now.
  • Work scrutiny across several year groups. |
  • Pupil interviews about content and recall. |
  • Feedback to leaders at the end of the visit. |

7. From Single Words to Report Cards |

For two decades, English schools were summed up in a single word: outstanding, good, requires improvement, or inadequate. Critics argued that the label flattened complexity, drove gaming of indicators and encouraged a compliance culture rather than genuine improvement.

From September 2024, Ofsted stopped issuing single headline grades for state schools, while safeguarding continued to be reported separately. The next step, introduced from late 2025, is the report card: a document that grades provision across several areas on a five-point scale, giving a more granular picture instead of one verdict.

Old model: one word per school | New model: graded areas on a report card

Supporters say report cards give parents richer information. Sceptics warn that more categories can multiply the pressure on staff and produce new forms of gaming, especially if area grades are used by government to trigger intervention.

8. Safeguarding, Unannounced Visits and No-Notice Checks |

Safeguarding sits apart from the rest. Inspectors assess whether a school’s arrangements to keep pupils safe are effective, and a negative finding can outweigh otherwise strong provision. Records must be accurate, timely and securely held, and staff must know what to do if they have a concern.

Most inspections are announced with roughly a day’s notice, but Ofsted can also visit without notice where there are urgent concerns, for example about safeguarding, behaviour or leadership. Unannounced monitoring visits can follow a school judged inadequate or placed in a category of concern.

For students, the practical effect is subtle but real. Attendance, punctuality, behaviour in corridors and the quality of work in exercise books all become visible evidence. A school’s inspection week is often a week of heightened routines.
