📚 Special Arrangements Approval Takes Up to Ten Working Days: How Much Lead Time Should You Build In | 特殊安排审批最多十个工作日:申请要留出的提前量

When a school applies for an access arrangement – extra time, a reader, a scribe, a word processor, a separate room, modified papers – the awarding body may take up to ten working days to process it. Ten working days sounds generous until you realise it is only one link in a chain that begins many months earlier. This guide explains what the ten-working-day window really measures, where the hidden lead times sit, and how much buffer a centre or a private candidate should build into the calendar.

1. Two Different Things: Access Arrangements and Special Consideration |

Access arrangements are agreed before the exam and change how a candidate sits the paper: extra time, a reader, a scribe, a prompter, rest breaks, a separate room, a word processor, enlarged or modified papers. They are based on the candidate’s normal way of working and on evidence that is usually gathered months in advance.

Special consideration is a different route entirely. It is applied for after the exam, when something unforeseeable happened – illness on the day, a bereavement, a disruption – and the board adjusts the mark or the grade. It has its own short deadlines, usually counted in days after the affected paper, and it cannot be used as a substitute for an arrangement you failed to apply for in time.

This article deals with the first route. The ten-working-day approval window belongs here, and so does almost all of the planning risk.

A working day is a day the centre or the board is open for business: Monday to Friday, excluding public holidays and centre closure days. Weekends never count. School holidays do not count either – a half-term week contributes zero working days to the clock, even though it feels like a week has passed.

So ten working days is not ten days. It is at least two calendar weeks in a clean month, and realistically three calendar weeks whenever a bank holiday or a school holiday falls inside the window.

Approval window = up to 10 working days ≈ 2 calendar weeks (best case) → 3 calendar weeks (with one holiday)

Treat it as a service-level ceiling, not an average. Some applications come back in two days; some take the full ten. You cannot choose which one yours will be, so you must plan for the ceiling.

3. The Clock Starts Later Than You Think |

The ten working days begin when the board receives a complete application, not when the school decides to apply. Anything that makes the application incomplete stops the clock, and the clock restarts when the missing piece arrives.

Before the board ever sees the form, the centre has to complete its own steps: the specialist assessor’s report has to be read and interpreted, the SENCo or Access Arrangements Coordinator has to confirm that the arrangement reflects the candidate’s normal way of working, and the Head of Centre or exams officer has to sign it off. In a busy centre that internal chain alone commonly takes five to ten working days, and in a large cohort it can take longer.

Add it up honestly and a “ten working day” approval is frequently a four-week process from decision to confirmation. That is the number you should put in the calendar.

4. A Backward-Planning Timeline |

The reliable way to set a lead time is to start from the first exam and work backwards. The table below gives a workable default for a first-time application in a two-year A-Level course.

Lead time before first exam | 距首场考试的提前量
Formal assessment by a specialist assessor | 专业评估员正式评估 6-9 months | 6-9 个月
Internal review and Head of Centre sign-off | 内部审核与校长签字 8-10 weeks | 8-10 周
Submit to the awarding body | 提交考试局 At least 15 working days before the board’s deadline | 至少早于考试局截止期 15 个工作日
Board processing | 考试局处理 Up to 10 working days | 最多 10 个工作日

The rule that falls out of this is simple: never plan to use the ten working days as your only margin. Add a buffer on top of the approval window, so that a query from the board does not push you past the series deadline.

Minimum safe lead time = internal sign-off + evidence + 10 working days + 5 working days buffer

5. Evidence Has Its Own Lead Time | 证据本身也有提前量

Applications are decided on evidence, and evidence cannot be produced on demand. A specialist assessor’s report supporting 25% extra time must normally be current – commonly within about 26 months of the exam series – and must show a measured difficulty, not simply a diagnosis.

Bookings for educational psychologists and specialist assessors can be several weeks out, especially in the spring term when every centre in the region is doing the same thing. If your report needs updating, that is a separate lead time of four to eight weeks before the application even starts.

Medical evidence behaves the same way. A letter from a consultant or a hospital report may take weeks to obtain, and it must be specific about the functional impact on examinations, not just about the condition itself.

Finally, and most often overlooked: access arrangements must reflect the candidate’s normal way of working. A reader, a word processor or extra time that appears for the first time in April cannot be evidenced as normal classroom practice. That evidence is built over terms, not days – which makes it the single largest hidden lead time in the whole process.

6. Board by Board: Who Approves What | 各考试局:谁审批什么

Boards differ in which arrangements they need to approve centrally and which the centre may decide itself. Broadly, arrangements that are common and well evidenced – rest breaks, a separate room, some forms of extra time – can often be put in place by the centre and recorded, while less common or higher-impact arrangements require a formal application.

JCQ centres in the UK, which include AQA, Edexcel, OCR, WJEC and CCEA, submit through the online access arrangements system. Many applications are processed quickly when the evidence meets the published criteria, but the submission step itself, the internal verification, and any query raised by the reviewer all consume working days.

Cambridge International and Pearson Edexcel International centres follow their own published procedures and key dates, and international centres should be especially careful: time-zone differences, local public holidays and slower document delivery can all add days that a UK-based timetable does not anticipate.

Whatever the board, the practical rule is the same: read the current series’ key dates document, find the hard deadline for access arrangement applications, and treat it as the last possible date rather than the target date.

7. Modified Papers and Other Long-Lead Arrangements |

Modified papers are in a category of their own. Braille papers, enlarged print, modified language versions, coloured papers and transcript arrangements have to be produced, checked and shipped, so their deadlines sit months earlier than the general access arrangement deadline – commonly in the February before a June series, and earlier still for some boards and some formats.

If a candidate needs a modified paper, the ten-working-day approval figure is almost irrelevant. The binding constraint is the production lead time, and missing it can mean the candidate sits a standard paper they cannot access.

There are also arrangements that depend on third parties – a reader or scribe who must be recruited and trained, an amanuensis who must be familiarised with the subject vocabulary, a room that must be booked. Each of those carries its own scheduling lead time, and none of them are covered by the board’s ten working days.

8. Deadline Traps: Holidays, Weekends and Series Cut-Offs |

The most common cause of a late application is not carelessness; it is a miscalculated calendar. Four traps catch centres again and again.

  • Half-term and Easter holidays. A two-week break in the middle of your approval window adds zero working days. |
  • Bank and public holidays. Each one pushes the tenth working day one day further out.
  • Weekend submission. An application submitted on Friday evening may not be logged until Monday, so its clock effectively starts two days later than you think.
  • Series cut-offs. The board’s published deadline is a hard wall. There is no “a few days late” concession, and an approval that arrives after the deadline may be unusable.

A useful habit is to write both dates into the calendar: the working-day count and the calendar date it lands on, with holidays already subtracted. Never count backwards in your head.

9. Late and Emergency Applications |

Most boards provide a route for urgent cases – a candidate who arrives mid-year, a sudden deterioration in a medical condition, a transfer between centres. These routes exist, but they are not a workaround for poor planning, and they still require evidence.

An emergency application typically needs the same documentation, submitted with an explanation of why the normal deadline was missed. The board may still take up to ten working days, and the answer may still be no. Plan as if the emergency route did not exist, and be grateful if you never need it.

If approval has not arrived by exam day, the centre cannot simply grant the arrangement anyway. An unapproved arrangement is a malpractice risk for the centre and can jeopardise the candidate’s results, so the fallback plan – what the candidate will do if the arrangement is not confirmed – should be written down in advance.

10. A Practical Checklist |

Work through the following before you file anything. Each item is a step that can absorb days.

  • Confirm the arrangement is on the current list of those requiring formal approval. |
  • Check the evidence is current, specific and written by an appropriate professional. |
  • Confirm the arrangement has been the candidate’s normal way of working for a sustained period. |
  • Complete internal sign-off before counting any working days. |
  • Subtract weekends, public holidays and school closure days from the count. |
  • Add a five-working-day buffer on top of the ten. |
  • Keep a dated record of submission and of every reply. |
  • Write the fallback plan before you need it.

11. Five Rules of Thumb |

If you remember nothing else, remember these. They compress the whole article into decisions you can make in a meeting.

  • Ten working days means three calendar weeks in practice. |
  • Double it for a first-time application: six weeks from decision to confirmation. |
  • Evidence takes longer than approval. Start there.
  • Normal way of working cannot be manufactured in the final term. |
  • Submit before the deadline, not on it.

12. Key Takeaways |

The ten-working-day figure describes only the board’s processing time. Everything that determines whether your application succeeds – assessment, evidence, internal sign-off, recruitment of readers or scribes, production of modified papers – sits outside that window and carries its own lead time.

For a straightforward, well-evidenced application in the same series, allow at least fifteen working days before the board’s published deadline, and ideally submit as soon as the candidate’s evidence is complete. For a first-time application, a new assessor report, or any modified paper, plan in months rather than weeks.

The examinations officer who counts backwards through a calendar – subtracting holidays, adding buffers, and treating the ten working days as a ceiling rather than an entitlement – is the one whose candidates actually get their arrangements on the day.
