Special Arrangements Must Be Requested in Advance: No Last-Minute Changes on Exam Day | 特殊安排必须提前申请:考试当天无法临时调整

📚 Special Arrangements Must Be Requested in Advance: No Last-Minute Changes on Exam Day | 特殊安排必须提前申请:考试当天无法临时调整

Every exam series produces the same painful conversation. A candidate walks into the hall, mentions that they have a diagnosed condition, or that their handwriting hurts, or that their anxiety has been terrible all week – and asks for extra time, a separate room, or a laptop. The invigilator cannot help. Not because they are unkind, but because the arrangement was never awarded, and on the morning of the exam there is no lawful mechanism to award it. Access arrangements are a legal and administrative process that runs months before the paper is opened, and the rules on timing are strict for good reasons.

1. Why Timing Rules Exist |

Exam boards print and pack papers in advance. Enlarged, modified, braille or coloured papers must be ordered and produced weeks before the series starts, and each one is tied to a named candidate and a named centre. Once that production window closes, a new order simply cannot be fulfilled.

Arrangements also consume human resources. Extra time lengthens the session; a reader, scribe or practical assistant must be recruited, trained, DBS-checked in many jurisdictions, and allocated; a separate room requires additional invigilators. Centres build their entire invigilation rota on the number of approved arrangements known in advance. A last-minute addition breaks that rota and can compromise the supervision of every other candidate in the room.

Finally, there is fairness and security. If arrangements could be granted on request at the desk, candidates with confident, articulate parents or louder voices would gain an advantage over equally needy candidates who ask for nothing. Boards therefore require every arrangement to be evidence-based, recorded before the exam, and applied consistently across a whole cohort.

2. What Counts as a Special Arrangement |

The formal term in most systems is “access arrangement” or “reasonable adjustment”. It covers anything that changes the conditions of the exam without changing what is being assessed. Typical examples include 25% extra time, rest breaks, a separate room, a reader, a scribe, a word processor, a transcript, a prompt, an oral language modifier, modified or enlarged papers, a practical assistant, and a sign language interpreter.

  • Time-based: 25% extra time, rest breaks, supervised breaks, word processing for speed.

  • Person-based: reader, scribe, practical assistant, communication support worker, interpreter.

  • Format-based: modified papers, enlarged print, coloured paper, braille, electronic papers.

  • Environment-based: separate room, small group room, seating away from distractions.

What is not an access arrangement: changing the questions, reducing the content, marking more leniently, or extending a deadline for coursework without board approval. Those fall under different rules or are simply not permitted.

3. Access Arrangements vs Special Consideration |

These two ideas are constantly confused, and the confusion is exactly why candidates turn up on the day expecting something that cannot be given. Access arrangements are decided before the exam and change the conditions. Special consideration is decided after the exam and adjusts the mark.

Applied for months before the exam | 考前数月申请 Claimed after the exam | 考后提出
Purpose | 目的 Remove a barrier to access | 消除参与障碍 Compensate for an event | 弥补突发事件影响
Who applies | 申请人 The centre, with evidence | 考点,附证据 The centre, after the exam | 考点,考后提交
Small mark adjustment, typically up to 5% | 小幅分数调整,通常不超过 5%
Can be granted on the day | 当天能否批准 No | 不能 Not on the day, but claimed afterwards | 当天不能,但可事后申请

The practical consequence is simple. A broken wrist on the morning of the exam cannot create a scribe for that afternoon. It can, however, support a special consideration claim afterwards, provided the centre documents it properly.

4. The Deadlines That Decide Everything |

Each board publishes fixed dates for access arrangement applications. For UK centres following JCQ regulations, the summer series deadline is 21 February, and modified paper orders must be placed by the same point. Other series and other boards publish their own dates, and international boards such as Cambridge International and the IB require requests through their own portals before the published cut-off.

Internal school deadline | 校内截止 Often December to January | 常在 12 月至 1 月 Earlier than board deadline, to allow assessment | 早于考试局截止日,以便完成评估
Around 21 February for a June series | 六月考试季约在 2 月 21 日 Late submissions are not normally accepted | 逾期提交通常不被接受
Modified paper order | 改编试卷订购 Same deadline as above | 与上述同一截止日 Production lead time is fixed | 制作周期是固定的
Confirmation to candidate | 通知考生 At least 2 weeks before the first exam | 首场考试前至少 2 周 Candidate must know their own room and timing | 考生必须清楚自己的考场与时间

Latest safe date = Board deadline − Internal processing time − Assessment time

That is the equation candidates rarely see. The visible deadline is the board’s, but the working deadline for a student is weeks earlier, because an assessment, a report and a signature all take time.

5. Evidence: What Boards Need to See | 证据:考试局需要看到什么

An application without evidence is not an application. Boards ask for proof that the difficulty is genuine, that it has been assessed by a suitably qualified person, and that the arrangement reflects the candidate’s normal way of working.

  • Standardised assessment scores, for example a score of 84 or below on a relevant test to support 25% extra time.

  • Medical evidence: a letter or report from a consultant, GP or clinical psychologist, dated and specific about the impact on timed written assessment.

  • Evidence of need gathered in the centre: teacher observations, examples of work, records of how the candidate normally accesses assessments.

  • History of need: the difficulty existed before the exam course began, not only in the final term.

  • Normal way of working: the candidate already uses the arrangement routinely in class tests and mocks.

The “normal way of working” requirement trips up many last-minute applicants. A student who has never used a laptop in a timed class test cannot suddenly be granted one for the final exam, because there is no evidence that it is their usual, independent way of producing work.

6. Who Applies and How: The Exams Officer |

Only the centre can apply. Candidates and parents cannot submit an access arrangement request directly to a board, and no board accepts a request made on the morning of an exam. The head of centre is accountable, the exams officer submits, and the SENCo or specialist assessor provides the evidence.

The practical route for a student is straightforward but must start early:

  • Step 1: Raise the issue with the subject teacher or form tutor, in writing, as early as possible.

  • Step 2: Request a formal assessment through the SENCo or the centre’s specialist assessor.

  • Step 3: Confirm the arrangement is being used consistently in class and in mocks.

  • Step 4: Ask the exams officer which board portal is used and when the internal deadline falls.

  • Step 5: Get written confirmation of what has been awarded, and check the seating plan and room before the series begins.

A short email in September is worth more than an urgent conversation in May.

7. The Most Common Arrangements in Practice |

Most candidates need one or two arrangements, not ten. The table below shows the arrangements seen most often in schools and sixth-form colleges, together with the evidence that normally supports them.

25% extra time | 加时 25% Standardised score, medical evidence, history of need | 标准化分数、医学证据、需求历史 3 to 6 months | 3 至 6 个月
Rest breaks | 休息时间 Medical or psychological report | 医学或心理报告 3 to 6 months | 3 至 6 个月
Evidence of distraction or medical need | 易受干扰或医学需求的证据 3 months, plus rota planning | 3 个月,另需排班
Specialist assessment, normal way of working | 专业评估、一贯方式证明 3 to 6 months | 3 至 6 个月
Modified or enlarged paper | 改编版或放大版试卷 Visual or processing evidence | 视觉或信息处理方面的证据 Must meet the board order deadline | 必须赶上考试局订购截止日

Note the pattern: every row has a lead time measured in months, and none of them can be compressed into a single morning.

8. “I Only Found Out Yesterday” – Why Late Requests Fail | “我昨天才知道”——迟申请为何失败

Late requests fail for predictable, structural reasons rather than because of any individual’s unwillingness to help.
