T Level Expansion into New Subject Areas: Where Next for Technical Education | T Level

📚 T Level Expansion into New Subject Areas: Where Next for Technical Education | T Level

T Levels are England’s flagship technical qualifications for 16-19 year olds, and the question policymakers, colleges and employers are now asking is simple: which subject areas come next? This guide maps how T Levels are expanding into new occupational routes, explains how a brand-new T Level is designed and approved, and sets out what that growth means for students and families.

1. T Levels in a Nutshell | T Level

A T Level is a two-year, Level 3 technical programme taken after GCSEs, designed with employers and broadly comparable to three A Levels. The top grade, Distinction*, carries up to 168 UCAS points, so it is a genuine alternative route into university, higher apprenticeships or skilled work.

Every T Level has a fixed architecture: a core component covering knowledge and skills, an occupational specialism, a mandatory industry placement of at least 315 hours, and continued study of maths and English until Level 2 is achieved. The core is graded A*–E, while the specialism is graded Pass, Merit or Distinction.

Overall, roughly 80% of time is spent in the classroom and about 20% on placement. The final T Level grade is a single overall award of Pass, Merit, Distinction or Distinction*.

Post-16 qualification reform in England has removed public funding from many Level 3 qualifications that overlap with T Levels and A Levels from 2024/25 onwards. As the alternative menu of BTEC-style diplomas shrinks, gaps in provision become more visible, and new T Levels are the main tool for filling them.

The Advanced British Standard proposal of October 2023 signalled an intention to bring A Levels and T Levels into a single framework with majors and minors. For schools and colleges this creates both opportunity and uncertainty, because expansion decisions now sit alongside a possible long-term restructuring of Level 3.

International benchmarks also push expansion forward. Germany’s dual system enrols a large share of each cohort, Singapore’s ITE has a strong technical pipeline, and China’s 2022 revision of the Vocational Education Law promotes industry-education integration and a dedicated vocational pathway into higher education.

3. The Fifteen Occupational Routes: Mapping the Gaps |

Technical education in England is organised into fifteen occupational routes. T Levels are currently live in most, but not all, of them, and the pattern of missing routes is the clearest guide to where expansion will happen next.
