3. Progressive, Proportional, and Regressive Taxes | 累进税、比例税与累退税

A progressive tax is one where the average rate of tax increases as income rises. Higher-income earners pay a larger proportion of their income in tax. This type of tax helps reduce income inequality and is often used in income tax systems.

A proportional tax, sometimes called a flat tax, takes the same percentage of income from all taxpayers regardless of how much they earn. 4. The Purposes of Taxation | 税收的目的

Taxation serves multiple purposes. The most obvious is to raise revenue for the government to finance public expenditure. Without tax revenue, governments would be unable to provide essential services such as national defence, law enforcement, roads and education.

When an indirect tax is imposed on a good, the supply curve shifts vertically upward by the amount of the tax. This leads to a higher equilibrium price and a lower equilibrium quantity. The burden of the tax is shared between consumers and producers, depending on the price elasticities of demand and supply.

Producers can pass on most of the tax to consumers without losing many sales.

No single tax can perform well on all counts, so governments typically use a mix of taxes.
