Public goods represent one of the most important concepts in GCSE Economics, explaining why markets sometimes fail and why government intervention is necessary. Understanding public goods helps students to analyse real-world issues such as street lighting, national defence, and environmental protection, and to evaluate the role of government in a mixed economy.

6. Quasi-Public Goods | 准公共品

Quasi-public goods (also called non-pure public goods) display one of the two characteristics of pure public goods fully, but not both. For instance, a toll road is excludable (only those who pay can enter) but can be non-rival up to its capacity. Another example is a public beach, which can be non-excludable in practice but becomes rival when it gets crowded. These goods often require a mix of market provision and regulation.

However, CBA can be imprecise because some benefits are hard to quantify.

Similarly, goods that are non-rival but excludable (like a streaming service) are not public goods. It is the characteristics of the good itself, not the provider, that determine its classification.
