A subsidy is a government payment to producers or consumers designed to encourage production or consumption of a particular good or service. In both IB and AQA Economics, subsidies form a key part of the microeconomics curriculum, testing your ability to analyse market interventions using supply and demand diagrams, welfare economics, and real-world applications.

1. What is a Subsidy? | 什么是补贴?

A subsidy is a sum of money granted by the government to reduce the cost of production or consumption. It can be specific (a fixed amount per unit) or ad valorem (a percentage of the price). For A-level and IB analysis, we focus on a per-unit subsidy paid to producers.

2. The Effect of a Subsidy on Market Equilibrium | 补贴对市场均衡的影响

When the government provides a per-unit subsidy (s) to producers, their production costs fall. This shifts the supply curve vertically downwards by the full amount of the subsidy. The market price decreases, and the equilibrium quantity increases.

当政府向生产者提供单位补贴(s)时,他们的生产成本下降。这使供给曲线垂直向下移动补贴的全额。市场价格下降,均衡数量增加。

Consumers now pay a lower price (Pc), while producers receive a higher effective price (Pp = Pc + s) because of the government payment. The new equilibrium occurs where the new supply curve intersects the original demand curve.

3. Graphical Analysis: Shifting the Supply Curve | 图形分析:供给曲线移动

In your exam, you must be able to draw and label a subsidy diagram accurately. The vertical axis shows price, the horizontal axis shows quantity. Draw the original demand curve (D) and supply curve (S1). Then draw a new supply curve (S2 = S1 – s) to the right of the original one.

4. Impact on Consumer and Producer Surplus | 对消费者剩余与生产者剩余的影响

A subsidy increases both consumer surplus and producer surplus. Consumer surplus rises because the price falls from P1 to Pc, and more units are purchased. Producer surplus rises because the effective price received climbs from P1 to Pp, and more units are sold.

补贴使消费者剩余和生产者剩余都增加。消费者剩余增加是因为价格从P1下降到Pc,且购买了更多单位。生产者剩余增加是因为收到的有效价格从P1上升到Pp,并卖出了更多单位。

Using a diagram, the change in consumer surplus is the area between the two price lines and the demand curve. The change in producer surplus is the area between the two price lines and the supply curve. However, the government incurs a cost, which must be accounted for in a full welfare analysis.

根据图示,消费者剩余的变动是两条价格线与需求曲线之间的区域。生产者剩余的变动是两条价格线与供给曲线之间的区域。然而,政府承担了一笔成本,这必须在完整的福利分析中加以考虑。


5. Government Expenditure on Subsidies | 政府补贴支出

The total cost to the government is the per-unit subsidy multiplied by the new equilibrium quantity. This is shown as a rectangular area: s × Q2. On a standard diagram, this rectangle stretches from the subsidy per unit to the new quantity.

Government expenditure = s × Q₂

The government must finance this spending, often through taxation or borrowing, creating an opportunity cost. In welfare analysis, this expenditure is a loss to society unless the subsidy generates offsetting external benefits.

6. Welfare Effects and Deadweight Loss | 福利效应与无谓损失

When there are no positive externalities, a subsidy leads to a net welfare loss to society. The combined gain in consumer and producer surplus is less than the government expenditure. The resulting deadweight loss (DWL) is the excess of marginal social cost over marginal social benefit for the extra units produced.

The DWL is represented by a triangle between the demand and original supply curves over the extra output (Q2 – Q1). It can be calculated as:

DWL = ½ × s × (Q₂ − Q₁)

However, if a positive externality exists (e.g. subsidising flu vaccinations), the subsidy can correct market failure and improve allocative efficiency, potentially eliminating the DWL or even generating a net welfare gain.

7. Incidence of a Subsidy | 补贴的归宿

Incidence refers to how the benefit of a subsidy is shared between consumers and producers. Even though the subsidy is paid to producers, consumers benefit through a lower price, and producers benefit through a higher effective price. The share depends on the relative price elasticities of demand and supply.

归宿是指补贴的收益如何在消费者和生产者之间分配。尽管补贴是支付给生产者的,但消费者通过更低的价格受益,生产者则通过更高的有效价格受益。分配比例取决于需求与供给的相对价格弹性。

If demand is more inelastic than supply, consumers gain a larger proportion of the subsidy, as the price falls closer to the full subsidy amount. Conversely, if supply is more inelastic, producers capture a larger share.

Relative elasticities determine the distribution of the subsidy benefit. This can be summarised in a table:

You should be able to illustrate these cases using two separate diagrams with differently sloped curves. Exam questions often ask you to compare the effects of a subsidy on two markets with different elasticities.

9. Advantages of Subsidies | 补贴的优点

Subsidies can bring several benefits when applied appropriately. They help keep prices low for essential goods such as staple foods and fuel, improving affordability for low-income households. They can support infant industries until they become internationally competitive.

When positive externalities are present, subsidies encourage socially optimal levels of consumption and production. For example, subsidising renewable energy reduces carbon emissions and dependence on fossil fuels. Subsidies can also protect jobs in strategic sectors during economic downturns.

10. Disadvantages of Subsidies | 补贴的缺点

Despite their benefits, subsidies have significant drawbacks. They impose a financial burden on the government, which may lead to higher taxes or cuts in other public services. The government expenditure represents an opportunity cost that might be used more efficiently elsewhere.

Subsidies can encourage inefficiency if firms become reliant on them and lack incentives to cut costs or innovate. They may also lead to overproduction and overconsumption, creating deadweight loss in the absence of externalities. Moreover, subsidies can be politically motivated and difficult to remove once introduced.

Agricultural subsidies are among the most widespread. The EU’s Common Agricultural Policy (CAP) provides direct payments to farmers to stabilise food prices and maintain rural livelihoods. The US Farm Bill similarly supports commodity producers, though critics argue it distorts global trade.

12. Exam Tips and Common Mistakes | 考试技巧与常见错误

When drawing subsidy diagrams, always shift the supply curve downwards (or to the right) by the full per-unit subsidy. Label the original and new equilibrium clearly, showing Pc, Pp, Q1, Q2, and the per-unit subsidy. Shade or annotate the areas of government spending and deadweight loss if required.
