Fiscal policy is a crucial macroeconomic tool that governments use to influence aggregate demand, achieve economic stability, and promote long-term growth. In the Edexcel A-Level Economics specification, understanding how fiscal policy works, its instruments, and its limitations is essential for analysing real-world economic issues and evaluating policy options.

1. What is Fiscal Policy? | 什么是财政政策?

Fiscal policy refers to the use of government spending, taxation, and borrowing to influence the level of economic activity, achieve macroeconomic objectives, and alter the distribution of income and wealth. It is conducted by the government (the Treasury) and is distinct from monetary policy, which is typically managed by the central bank.

财政政策是指政府运用支出、税收和借款来影响经济活动水平、实现宏观经济目标以及改变收入与财富分配的政策。它由政府(财政部)执行,与通常由中央银行管理的货币政策有所不同。


2. Government Spending and Taxation | 政府支出与税收

Government spending can be classified into current spending (e.g., salaries of public sector workers, purchases of goods and services), capital spending (e.g., infrastructure projects, schools, hospitals), and transfer payments (e.g., pensions, unemployment benefits). Transfer payments do not directly enter GDP as government spending but affect disposable income. Taxation includes direct taxes (income tax, corporation tax) and indirect taxes (VAT, excise duties). 3. Budget Positions: Deficit, Surplus, and Balanced | 预算状况:赤字、盈余与平衡

A budget deficit occurs when government spending exceeds tax revenue in a given fiscal year, while a budget surplus is the opposite. A balanced budget means spending equals revenue. The overall fiscal stance can be analysed through the structural budget (adjusted for the economic cycle) and the cyclical component. The structural deficit is the part of the deficit that persists even when the economy is operating at full capacity, making it a key indicator of long-term fiscal health.

4. Expansionary Fiscal Policy | 扩张性财政政策

Expansionary fiscal policy involves increasing government spending and/or reducing taxes to boost aggregate demand (AD). This is typically used during a recession or when there is a negative output gap. Higher government spending (G) directly increases AD, while tax cuts raise households’ disposable income and firms’ retained profits, encouraging consumption (C) and investment (I). The AD curve shifts right, possibly raising real GDP and reducing unemployment, but may create demand-pull inflation if the economy is near full capacity.

5. Contractionary Fiscal Policy | 紧缩性财政政策

Contractionary (or deflationary) fiscal policy reduces government spending and/or increases taxes to cool down an overheating economy and close a positive output gap. It shifts the AD curve leftward, reducing inflationary pressures. However, it may also slow growth and raise unemployment in the short run. This policy is often used to reduce a large budget deficit, stabilise public debt, or curb high inflation.

6. Automatic Stabilisers | 自动稳定器

Automatic stabilisers are features of the tax and transfer system that automatically dampen fluctuations in the business cycle without explicit government action. In a boom, progressive taxes take a larger share of income, and welfare payments fall, cooling the economy. In a recession, tax revenues fall and benefit spending rises, supporting disposable income and stabilising AD. These mechanisms reduce the amplitude of economic cycles but cannot eliminate cycles entirely; discretionary fiscal policy is still needed for more significant shocks.

7. The Fiscal Multiplier and AD/AS Analysis | 财政乘数与 AD/AS 分析

The fiscal multiplier measures the final change in national income resulting from an initial change in government spending or taxation. In a simple closed economy with no government, the multiplier is k = 1 / (1 − MPC) = 1 / MPS. When taxes and imports are included, leakages increase, making the multiplier smaller: k = 1 / (MPS + MPT + MPM). The multiplier process amplifies the initial injection.

k = 1 / (1 − MPC)    or    k = 1 / (MPS + MPT + MPM)

An increase in G shifts AD to the right by more than the initial injection. The final impact on real GDP and the price level depends on the slope of the SRAS curve. When the economy is on the horizontal (Keynesian) segment, output rises significantly with little inflation; on
