Even if Country A is better at everything, it may still be worth trading if Country B has a lower opportunity cost in one product. Suppose two countries, France and Italy, can produce wine and cheese with their available resources as follows (output per worker per day):

So the opportunity cost of 1 bottle of wine is 10/20 = 0.5 kg of cheese. For Italy: 12 bottles of wine cost 8 kg of cheese, so 1 bottle costs 8/12 ≈ 0.67 kg of cheese. France has a lower opportunity cost for wine, so France has a comparative advantage in wine. For cheese: France’s opportunity cost of 1 kg of cheese is 20/10 = 2 bottles of wine; Italy’s is 12/8 = 1.5 bottles of wine. Italy has the lower opportunity cost, so Italy has a comparative advantage in cheese.

Once comparative advantage is identified, countries should specialise in producing the good where they have the lower opportunity cost. In our example, France should specialise in wine and Italy in cheese. By doing so, total world output of both goods can increase. Specialisation enables resources to be used more efficiently, boosting productivity and overall welfare. However, specialisation must be followed by trade to be beneficial, as each country will have a surplus of its specialised good and a shortage of the other.

Even if one country has an absolute advantage in both goods, if they specialise and trade at a rate between their respective opportunity costs, both can end up with more of both goods than they could have produced alone. The terms of trade (the rate at which one good exchanges for another) must lie between the two countries’ domestic opportunity cost ratios for trade to be mutually beneficial. In our wine–cheese example, the opportunity cost ratios are 0.5 and 0.67 kg of cheese per bottle of wine. So a trade price of 1 bottle of wine for 0.6 kg of cheese would benefit both countries.

The PPF illustrates the maximum possible output combinations of two goods given fixed resources. Comparative advantage can be shown by the slopes of the PPFs of two countries. The country with the flatter PPF for a good (when that good is on the horizontal axis) has a lower opportunity cost in producing it. By specialising and trading, the combined economies can reach a point outside their individual PPFs. OCR often uses PPF diagrams to test understanding of comparative advantage, so students should be comfortable interpreting shifts and slopes.

In reality, transport costs, tariffs, quotas and non‑tariff barriers can distort trade. Resources may not shift easily between sectors, leading to structural unemployment. Moreover, depending heavily on a narrow range of exports can make economies vulnerable to price fluctuations and global demand shocks. OCR students should be able to evaluate these limitations critically.

Another classic example is New Zealand’s dairy and lamb exports vis‑à‑vis Japan’s electronics and automobiles. Recognising real‑world applications helps students see the relevance of comparative advantage beyond textbook theory.
