You might also be asked to interpret movements along the curve. A movement down along the PPC shows the choice to produce more of the good on the horizontal axis, thus incurring an opportunity cost in terms of the good on the vertical axis. The slope of the PPC at any point represents the marginal rate of transformation (MRT), or the opportunity cost of producing an additional unit of the x-axis good in terms of the y-axis good. This interpretation is particularly useful in MCQ questions where you need to calculate how many units of one good are given up to produce extra units of the other.

However, as more and more resources are reallocated, the economy must use resources that are increasingly less suited to producing the new good and were more efficient in the original production. Therefore, each additional unit of the good on the horizontal axis costs an increasing amount of the other good sacrificed. This concept is tested frequently: you must explain why the curve bulges outward — because factors of production are not equally efficient in all uses.

The opportunity cost of the additional food is the 15 units of machinery forgone.’

Do not confuse a movement along the curve with a shift of the curve. The former occurs due to a change in the choice of what to produce, whereas the latter occurs due to a change in the economy’s ability to produce. This is a classic exam pitfall. You should also be aware that points inside the PPC can move towards the curve without any shift — simply by employing idle resources or improving efficiency. This is not a shift, but a movement from an inefficient point to an efficient point, typically explained by a fall in unemployment or the removal of market imperfections.

For example, the discovery of new oil reserves, an increase in the size of the labour force through immigration, a rise in educational attainment raising labour productivity, or the invention of more efficient machinery can all shift the PPC outward. When the shift is biased — e.g., only the intercept on the capital goods axis increases — it indicates technological progress that affects only one sector.

In IGCSE, you may be given a scenario and asked to identify whether the PPC will shift inwards, outwards, or remain the same. Remember: changes that affect both goods’ potential output symmetrically shift the entire curve; changes that affect only one good will cause a pivotal shift, moving the intercept of that good outward while the other intercept remains unchanged.

Points on the PPC are productively efficient: it is impossible to produce more of one good without producing less of the other. This implies that all resources are fully employed and used in the most technically efficient manner. However, productive efficiency does not guarantee allocative efficiency. Allocative efficiency occurs when the specific combination of goods on the PPC matches society’s preferences — i.e., where the marginal social benefit equals marginal social cost. In exam answers, you can explain that while all points on the PPC are productively efficient, only one point may be allocatively efficient, depending on the needs and wants of society.

Questions on efficiency often link the PPC to government policies: a government might aim to shift the PPC outward through supply-side policies, while also trying to move the economy from a point inside the curve to a point on the curve via demand-management policies.

Practise calculating opportunity cost from PPC tables: if the PPC data shows that moving from 0 to 10 units of Good X requires giving up 5 units of Good Y, the opportunity cost per unit of Good X is 0.5 units of Good Y. Be consistent with units and show your working clearly.
