1. What is Unemployment? | 什么是失业?

Unemployment refers to a situation where individuals who are of working age, willing and able to work, and actively seeking employment, are unable to find a job at the prevailing wage rate.

The unemployed are those who are part of the labour force but are not in paid employment or self-employment. The labour force consists of people who are either employed or unemployed and actively looking for work; it excludes students, retirees, and those not seeking work, such as discouraged workers.

2. Measuring Unemployment | 失业的衡量

There are two main measures of unemployment in the UK: the Claimant Count and the Labour Force Survey (LFS), also known as the ILO measure. Each has its own methodology, advantages and limitations.

3. Frictional Unemployment | 摩擦性失业

Frictional unemployment is short-term unemployment that occurs when people are between jobs or are entering the labour market for the first time, such as school leavers and graduates. It is often voluntary as workers take time to find a job that matches their skills and preferences.

4. Structural Unemployment | 结构性失业

Structural unemployment arises from a long-term decline in demand for certain industries or from changes in the skills required by employers. Workers may have mismatched skills or be located in regions with declining industries, creating a geographical mismatch.

5. Cyclical Unemployment | 周期性失业

Cyclical unemployment, also known as demand-deficient unemployment, occurs during economic downturns when there is insufficient aggregate demand in the economy to employ everyone who is willing and able to work. It is directly linked to the business cycle.

Unemployment rises during a recession as firms cut back on production and lay off workers, and falls during a recovery when demand picks up. Governments can use expansionary fiscal and monetary policies to combat cyclical unemployment by boosting aggregate demand.

While it is predictable, seasonal unemployment can create income instability for workers. In some regions heavily dependent on a single seasonal industry, the local economy can experience regular slumps during the off-season.

7. Other Types of Unemployment | 其他类型的失业

Classical or real-wage unemployment arises when wages are kept above the market-clearing level, often due to minimum wage laws or trade union actions. The higher wage creates a surplus of labour, leading to job losses that would not occur at equilibrium.

8. Costs of Unemployment | 失业的成本

For individuals, unemployment leads to loss of income, reduced living standards, and can cause psychological stress, loss of self-esteem and deterioration of skills (hysteresis). Prolonged unemployment makes it harder to re-enter the workforce, eroding human capital and future earning potential.

9. Policies to Reduce Unemployment | 减少失业的政策

Expansionary fiscal policy (increased government spending or tax cuts) and expansionary monetary policy (lower interest rates, quantitative easing) can boost consumption and investment, creating jobs.

Supply-side policies target structural and frictional unemployment by improving the flexibility and quality of the labour force.
