1. What Is Law? | 什么是法律?
Law can be understood as a set of rules that a particular country or community recognises as regulating the behaviour of its members. These rules are not optional – they must be followed by everyone within that society. Unlike the rules of a game or customs in a family, laws have a formal status and are backed by the authority of the state. They tell us what we are allowed to do, what we must do, and what we are forbidden from doing.

By balancing rights and duties, law helps society function smoothly and fairly for everyone.

In criminal cases, the state (the Crown Prosecution Service in England and Wales) brings charges against the accused, and if found guilty, the offender can be fined, given a community sentence, or sent to prison. The main purpose is to punish wrongdoing and protect the public.

Laws are not simply written overnight; they evolve through history and are created by recognised institutions. In the United Kingdom, a major source of law is Parliament. Members of Parliament (MPs) in the House of Commons and peers in the House of Lords propose, debate, and amend bills. Once both Houses agree and the monarch gives Royal Assent, the bill becomes an Act of Parliament, also called a statute. These statutes cover areas ranging from road safety to human rights.

Therefore, the law you encounter is the result of legislation, judicial decisions, and international agreements working together.

Magistrates are volunteers or district judges who decide the verdict and sentence. More serious crimes, such as robbery or murder, are tried in the Crown Court before a judge and a jury. The jury, made up of ordinary citizens, decides whether the accused is guilty, while the judge oversees the trial and sets the sentence.

6. Roles in a Courtroom | 法庭中的角色
A courtroom operates like a team, with each person playing a distinct role. The judge is in charge of the proceedings: they make sure that the trial follows the rules of evidence and procedure, and in jury trials, they sum up the case for the jury. In some civil cases and magistrate hearings, the judge also decides the outcome. The jury, when present, is a group of ordinary citizens who listen to the evidence and deliver a verdict of ‘guilty’ or ‘not guilty’ in criminal trials. Their role is to be impartial and base their decision only on what is presented in court.
