📚 Year 7 CAIE Politics: Case Study Practice Drill | Year 7 CAIE
Politics is everywhere, from your classroom and school council to entire countries. This drill uses short case studies to help you practise identifying political ideas such as power, democracy, rights and responsibilities, and then apply them to real-life situations. Each section presents a scenario, asks you to think like a political scientist, and then explains the key concepts in simple language. Work through each case study carefully; by the end you will feel much more confident analysing any political situation you meet in your studies.
1. The Meaning of Power in a School Council |
At Mapleleaf School, the student council is deciding how to spend its termly budget. Lucas wants to buy new sports equipment, while Mia argues for more arts supplies. Lucas prepares a short speech, shares data on how many students use the sports field, and persuades three other council members to support him. In the end, the council votes 4-1 in favour of sports equipment. Lucas did not force anyone, but he had the power to influence the decision.
In politics, power is the ability to influence or control the behaviour of people and the course of events, even without formal authority. Power can come from many sources: knowledge, popularity, the ability to persuade, or holding an official position. In this case, Lucas used information and persuasion – two peaceful forms of power. Recognising where power comes from helps you understand who makes decisions in any group.
2. Types of Government: Democracy vs. Autocracy |
Mrs. Chen’s Year 7 class needs to choose a class mascot. The class suggests two options: a dragon or a panda. Mrs. Chen gives two possible ways to decide. Method A: every student writes down their choice secretly, and the option with more than half the votes wins – a democratic vote. Method B: the class president alone chooses the mascot for everyone – an autocratic decision. The class discusses which method feels fairer.
Democracy is a system where citizens have a say in decisions, usually by voting. It rests on principles like majority rule, protection of minority rights, and free expression. Autocracy is the opposite: a single person or a small group holds all the power and makes decisions without needing the people’s consent. The table below shows some key differences.
|---|---|---|
| Who decides? | All eligible people (citizens or students) | One ruler or a small group |
| How are decisions made? | Through voting, debate and compromise | Decree by the ruler; no obligation to consult |
| Rights of individuals 个人权利 | Strongly protected; freedom of speech, assembly | Often limited or ignored |
| Example 例子 | UK, Canada, school council vote | A monarchy with absolute power, a dictator |
When you analyse a case about government, ask yourself: is the process open to many voices, or is it controlled by one person? That will quickly tell you whether you are looking at a democracy or an autocracy.
3. Rights and Responsibilities: A Classroom Scenario |
During a history lesson, you have the right to ask questions and express your ideas. This right helps you learn and participate. However, if you shout out answers without raising your hand, you may stop other students from hearing the teacher. In the same way, you have the right to a peaceful learning environment, but you also have the responsibility not to disrupt it for others.
Political rights rarely exist without responsibilities. In a wider society, you have the right to free speech, but it is your responsibility not to spread harmful lies. You have the right to own property, but you must respect other people’s property too. When reading a case study, always look for the balance: what right is being claimed, and what responsibility goes with it? A good political solution often finds a way to protect the right while encouraging responsible behaviour.
4. Rule of Law: A Case of School Rules |
Greenfield Academy has a clear rule: no running in the hallways. One morning, two students are caught running. Ahmed ran because he was late for a test; Ben ran because he saw a friend and wanted to chat. The head teacher decides to give both the same consequence – a short detention – because the rule applies equally to everyone. Later, another student, the principal’s niece, is caught running but receives only a verbal warning. Some students feel this is unfair.
The rule of law means that laws and rules apply equally to all people, regardless of status, family connections or personal reasons. No one is above the law. In a fair system, consequences must be predictable and consistent. When a case shows unequal treatment – like the principal’s niece receiving a lighter penalty – the principle of rule of law is weakened. As a political analyst, you should check whether rules are applied fairly and whether there are any exceptions that cannot be justified by solid reasons.
5. Participation: Voting for a Class Monitor |
At Riverside School, Year 7 holds an election for class monitor every term. Candidates give a short speech explaining why they would do a good job. Then each student receives a ballot paper and casts a vote in a secret ballot box. The votes are counted publicly, and the candidate with the most votes wins. Even students who did not vote for the winner accept the result because they had a chance to participate.
Participation is a cornerstone of democratic politics. It can take many forms: voting, standing as a candidate, joining a debate, or even peacefully protesting. When people participate, they feel a sense of ownership over decisions, which makes those decisions more legitimate. In your case study analysis, check the level of participation. Is everyone allowed to have a say? Are any groups left out? Low participation often signals a weakness in the political system being examined.
6. Equality and Fairness: Distributing Resources |
Ms. Patel’s class receives 20 new storybooks. She asks students how they should be distributed. Suggestions come quickly. ‘Give one book to every student,’ says Jamie – that is equality. But Priya notices that some students are already strong readers and may need more challenging material, while others still need help with basic vocabulary. She suggests giving more books to those who need extra reading practice. This is an argument for fairness (equity), where resources go to those who need them most.
|---|---|---|
| Meaning 含义 | Everyone gets exactly the same resource. | Everyone gets what they need to succeed. |
| Book example 书本例 | 1 book per student, regardless of reading level. | More books for struggling readers, fewer for advanced ones. |
| Political example 政治例 | Same tax rate for all citizens. | Progressive tax – higher earners pay a larger percentage. |
In political case studies, decisions about distribution are everywhere: budgets, welfare, school funding. Ask whether the solution aims for strict equality or for equity, and consider which approach produces a more just outcome in that particular situation.
7. Conflict Resolution: A Dispute Between Friends |
Zara and Leo are best friends, but one afternoon they quarrel loudly. Both want to use the class computer to finish a project at the same time. Zara shouts, ‘I was here first!’ Leo replies, ‘But my project is due tomorrow!’ The argument escalates until a teacher suggests they sit down and talk calmly. They agree that Leo will use the computer for 20 minutes while Zara does her research in the library, then they switch. A compromise is reached.
Conflicts are a normal part of any community, and politics provides peaceful methods for resolving them. Key approaches include negotiation (talking directly to find a solution), mediation (a neutral third party helps), and compromise (both sides give up something to reach an agreement). In this case, the teacher acted as a mediator and helped the friends find a compromise. When you analyse a political conflict, identify which method is used and whether it respects the interests of all people involved.
8. Leadership Styles: A Group Project |
Two Year 7 groups are asked to build a model bridge from recycled materials. Group Alpha’s leader, Tanya, gives direct orders: ‘You cut the cardboard, you measure the string, I will glue the parts.’ The work is fast but some members feel bored and ignored. Group Beta’s leader, Sam, asks everyone for ideas first, then they decide together who does what. The process is slower, but every member feels valued and motivated.
Leadership style greatly affects how groups function. Autocratic leaders make decisions alone and expect obedience; this can be efficient in a crisis but often lowers morale. Democratic leaders involve the group in decision-making, which builds commitment and creativity, though it can take more time. A third style, laissez-faire, lets the group manage itself with minimal interference. In a political case, look at the leadership style used and evaluate its impact on stability, participation and satisfaction.
9. Global Citizenship: Responding to a Natural Disaster |
An earthquake strikes a country thousands of miles away, destroying homes and leaving many people without food and water. Oakwood School organises a charity fair, where students sell homemade cakes and crafts. They raise over £500 and send it to an international aid organisation. Students also write letters of support, learning about the affected culture. They act not just as members of their own town, but as citizens of the world.
Global citizenship means recognising that we are part of a worldwide community with shared rights and responsibilities. It involves empathy, awareness of global issues and a willingness to act for the common good beyond national borders. Political actions such as foreign aid, international treaties and climate agreements are all extensions of this idea. When analysing a global case, ask how actors show solidarity and whether their responses respect the dignity and needs of those affected.
10. Case Study Analysis Framework: Putting It All Together |
To become confident in political analysis, it helps to use a simple framework every time you meet a case study. Follow these five steps:
- Identify the stakeholders – who is involved and who has an interest in the outcome?
- Define the issue – what is the problem or decision that needs to be made?
- Examine values and principles – which political ideas are at play? For example, fairness, freedom, power, responsibility.
- Propose possible solutions – what could be done, and what are the pros and cons of each?
- Evaluate the impact – how would the solution affect different stakeholders, and does it uphold important political values?
Let’s apply this briefly: imagine a school decides to ban mobile phones during break times. Stakeholders include students, teachers and parents. The issue is balancing focus in lessons with students’ freedom to relax. Values include order, safety and personal liberty. One solution is a total ban; another is allowing phones only in a designated area. Analysing step by step reveals not just what the decision is, but why it matters politically.
