📚 Year 8 SQA Politics: Quick Reference Handbook of Key Concepts | Year 8 SQA
Just as maths has its formulas and science its laws, politics is built on a set of core concepts that help us understand how power works, how decisions are made, and how citizens can participate in shaping their society. This handbook gathers the most important ‘building blocks’ of political knowledge for Year 8 learners following the SQA curriculum in Scotland. Use it to revise, quiz yourself, and connect the dots between different topics such as democracy, rights, government structures, and international cooperation.
1. What is Democracy? |
Democracy comes from the Greek words ‘demos’ (people) and ‘kratos’ (power). It means ‘rule by the people’. In a democracy, citizens have the right to vote for their leaders and to stand for election themselves. Key features include free and fair elections, the protection of basic rights, and the idea that everyone’s vote counts equally. Scotland and the UK are representative democracies, where people elect MPs and MSPs to make decisions on their behalf. This is different from direct democracy, in which citizens vote on every law themselves.
- Representative democracy: people choose others to make laws and govern. |
- Direct democracy: citizens vote on decisions directly (e.g. referendums). |
- Universal suffrage: the right of almost all adults to vote. |
2. Separation of Powers |
The separation of powers is a model that divides government into three branches to prevent any one person or group from having too much control. The legislature (Parliament) makes laws, the executive (Government) puts laws into action, and the judiciary (courts) interprets laws and ensures they are applied fairly. In the UK, the separation is not absolute—government ministers are also members of Parliament—but the principle remains vital for protecting citizens from unfair rule.
|---|---|---|
| Legislature 立法机关 | Makes and changes laws 制定和修改法律 | UK Parliament, Scottish Parliament |
| Executive 行政机关 | Runs the country and implements laws 管理国家并执行法律 | Prime Minister, Cabinet, Scottish Government |
| Judiciary 司法机关 | Interprets laws and delivers justice 解释法律并主持正义 | Supreme Court, sheriff courts |
3. Rule of Law | 法治
The rule of law means that everyone—including the government itself—must obey the law. No one is above the law. Laws must be clear, public, stable, and applied equally to all people. This principle protects citizens from arbitrary power and ensures a fair society. In a country governed by the rule of law, police cannot arrest someone without a legal reason, and courts can challenge government decisions if they are unlawful.
- Equality before the law: all citizens are treated the same by the legal system. |
- Accountability: government officials can be held to account through the courts and elections. |
- Independent judiciary: judges make decisions without pressure from the government. |
4. Human Rights | 人权
Human rights are the basic freedoms and protections that belong to every person simply because they are human. They include the right to life, freedom of expression, education, and protection from torture. The Universal Declaration of Human Rights (1948) set out these rights globally. In the UK, the Human Rights Act 1998 incorporated the European Convention on Human Rights into domestic law, meaning people can defend their rights in British courts. The Scottish Parliament must also respect these rights when making laws.
Key rights include the right to a fair trial, the right to privacy, and freedom of thought, conscience and religion. These rights can sometimes be restricted—for instance, to protect national security—but any limitation must be lawful, necessary and proportionate.
The political spectrum is a way of classifying different political positions along a line from left to right. While no single definition fits all parties, the left generally supports greater economic equality, higher public spending on services like health and education, and collective responsibility for welfare. The right tends to favour lower taxes, less government intervention in the economy, and individual responsibility. In the middle is the centre, which borrows ideas from both sides. Understanding the spectrum helps explain why parties differ on issues such as taxation, healthcare, and business regulation.
Left ←———————————————— Centre ————————————————→ Right
More state involvement | 更多国家干预 Less state involvement | 更少国家干预
6. Voting Systems: First Past the Post |
The voting system used for UK general elections is called First Past the Post (FPTP). The country is divided into constituencies, and in each constituency the candidate with the most votes wins a seat in the House of Commons. Voters put a cross next to one name on the ballot paper. FPTP often produces a strong, single-party government because the winning party usually gets more seats than its share of the total vote. However, smaller parties may win many votes across the country but very few seats. In Scotland, a different system—the Additional Member System (AMS)—is used for Holyrood elections, mixing constituency and regional list seats to produce a more proportional result.
| System 制度 | How it works 运作方式 | Key feature 关键特点 |
|---|---|---|
| FPTP 简单多数制 | Most votes in a constituency wins | Can exaggerate majority, often two-party dominance |
| AMS 附加议员制 | Voters have two votes: one for constituency MSP, one for regional list | More proportional, gives smaller parties a better chance |
7. The Role of Parliament |
Parliament is the heart of the UK’s representative democracy. Its main roles are to make laws, scrutinise the work of the government, and represent the interests of the public. The UK Parliament consists of the House of Commons (elected MPs), the House of Lords (appointed peers), and the monarch. Most power lies in the Commons. In Scotland, the devolved Scottish Parliament at Holyrood makes laws on devolved matters such as education, health, and justice. Both parliaments debate proposals, examine bills at different stages, and hold the government to account through questions and select committees.
- Legislation: debating and passing laws. |
- Scrutiny: examining government spending, policies and administration. |
- Representation: MPs and MSPs speak for their constituents’ concerns. |
8. Government and Opposition |
After a general election, the political party that can command a majority in the House of Commons usually forms the government. The largest minority party becomes the official opposition. The government runs the country, proposes new laws, and manages public services. The opposition’s job is to challenge the government, offer alternative policies, and hold ministers to account. During debates, the Prime Minister faces the Leader of the Opposition at weekly Prime Minister’s Questions. This healthy rivalry is a cornerstone of democratic accountability—it forces the government to explain and defend its decisions in public.
Devolved governments in Scotland, Wales and Northern Ireland also have their own government–opposition dynamic within their respective parliaments, mirroring the Westminster model.
9. Devolution in Scotland |
Devolution is the transfer of certain powers from the central UK Parliament to the Scottish Parliament. Since 1999, Scotland has had its own government and parliament that make decisions on ‘devolved matters’ such as education, health, housing, environment, police, and justice. ‘Reserved matters’—including defence, foreign policy, and immigration—remain with the UK Parliament. Devolution brought decision-making closer to the people of Scotland, allowing policies to be tailored to Scottish needs. The Scotland Act 1998 set up the framework, and further acts in 2012 and 2016 increased the parliament’s powers, especially over taxation and some welfare benefits.
Examples of reserved matters
10. The United Nations | 联合国
The United Nations (UN) is an international organisation founded in 1945 to maintain peace and security, protect human rights, deliver humanitarian aid, and promote sustainable development. Almost every country in the world is a member. The UN has several main bodies, including the General Assembly (where each nation has a vote), the Security Council (responsible for peacekeeping and sanctions), and specialised agencies such as UNICEF and the World Health Organization. The UK is a permanent member of the Security Council, which gives it an important voice in global affairs. The UN does not force countries to follow its decisions, but its conventions and declarations carry great moral and diplomatic weight.
- Peacekeeping: sending neutral forces to conflict areas to monitor ceasefires. |
- Human rights: setting standards through declarations and treaties. |
- Sustainable Development Goals (SDGs): 17 global goals to end poverty, protect the planet and ensure prosperity by 2030.
