📚 Common Misconceptions in Year 9 OCR Politics and How to Correct Them | Year 9 OCR

Year 9 OCR Politics, often studied as part of the Citizenship curriculum, introduces fundamental concepts about how the UK is governed. At this stage, students frequently develop misunderstandings about political structures, processes and rights. This article tackles eight widespread misconceptions, explains the reality, and offers practical ways to help learners build accurate knowledge.

1. The Prime Minister is directly elected by the public |

Many students imagine the UK general election works like a presidential race, where voters pick the person they want as Prime Minister.

In reality, voters elect their local Member of Parliament (MP) in 650 individual constituencies. The political party that wins an overall majority of seats in the House of Commons then forms the government, and its leader automatically becomes Prime Minister. No ballot paper lists the candidates for PM.

To correct this misconception, use a map of constituencies and colour-code them by winning party. Show how the number of seats, not votes for a single person, determines who leads the country. Remind learners that the Prime Minister is an MP first and a party leader second.

2. Parliament and Government are exactly the same | 议会与政府是同一个东西

Students frequently use the words ‘Parliament’ and ‘Government’ interchangeably, assuming they refer to the same group of people.

Parliament comprises three parts: the House of Commons, the House of Lords and the Monarch. Its role is to scrutinise and pass laws, debate issues and represent the public. The Government consists of the Prime Minister, Cabinet ministers and junior ministers drawn from the largest party in the Commons. It proposes policies and runs the country day to day. In short, Parliament makes and checks the law, while Government executes and drives policy.

A classroom sorting activity works well here: give cards with roles such as ‘debates bills’, ‘runs the NHS’, ‘holds Prime Minister’s Questions’, and ask students to place them under Parliament or Government. Highlight that ministers sit in Parliament but remain members of both, which causes confusion.

3. The House of Lords has equal power to block laws |

A common Year 9 belief is that the House of Lords can permanently veto any law passed by the House of Commons.

The House of Lords acts as a revising chamber. It can delay legislation and suggest amendments, but it cannot permanently block a bill. Under the Parliament Acts 1911 and 1949, if the Commons passes the same bill in two successive sessions, it can become law without the Lords’ consent. Moreover, by convention, the Lords do not block laws that were included in the governing party’s election manifesto.

Use timelines of real bills that were delayed but eventually passed, such as the Hunting Act 2004. Emphasise the word ‘revising’ and compare the Lords to a quality-control checker, not a gatekeeper with absolute power.

4. The UK has a single written constitution |

When students learn about the US Constitution, they often assume every democracy has a single document labelled ‘the Constitution’, and the UK is no exception.

The United Kingdom has an uncodified constitution, meaning it is not written down in one complete document. Instead, it comes from multiple sources: statute law (Acts of Parliament), common law (legal precedents), conventions (unwritten rules like ministerial responsibility), and authoritative works (such as Erskine May’s parliamentary practice). The UK’s constitutional arrangements evolved over centuries rather than being designed at a single moment.

To correct this, create a jigsaw diagram showing the four sources. Ask students to research one example from each category, such as the Human Rights Act 1998 (statute), the right to silence (common law), the Salisbury Convention (convention), and Walter Bagehot’s The English Constitution (authoritative work).

5. The Monarch can refuse to sign any law |

The image of an all-powerful king or queen persists, leading students to think the Monarch regularly uses the Royal Assent to block laws they dislike.

Royal Assent is the final stage of a bill becoming an Act of Parliament. In theory, the Monarch could refuse, but by constitutional convention this has not happened since 1708. Today, refusal would trigger a major constitutional crisis. The Monarch acts on the advice of ministers and remains politically neutral. Any suggestion of vetoing a democratically approved bill would undermine the principle of parliamentary sovereignty.

A useful correction is to show the formulaic wording of Royal Assent announcements, usually read out by commissioners in Norman French ‘La Reyne le veult’ (The Queen wills it). Discuss how the last refusal was under Queen Anne, and why modern constitutional monarchy means the Crown must follow the will of Parliament.

6. Laws are made by the police |

Because young people encounter police officers enforcing rules, they sometimes conclude that the police write the law.

The police are part of the executive branch; their role is to enforce laws created by Parliament and to maintain public order. They do not draft, debate or pass legislation. The separation of powers means Parliament makes law, the judiciary interprets it, and the executive (including police) implements it. Treating the police as lawmakers would confuse the authority to arrest with the authority to legislate.

Classroom role-play helps: assign students to be MPs passing a new law, judges interpreting it, and police officers enforcing it. Explicitly contrast ‘making a rule’ in school versus creating a statute. Reiterate that only elected representatives in Parliament can change the law.

7. All rights are absolute and cannot be limited |

Young learners often assume that having a right means it can be exercised in all circumstances without any restriction.

Most rights under the European Convention on Human Rights, incorporated into UK law by the Human Rights Act 1998, are qualified or limited. For example, the right to freedom of expression (Article 10) can be restricted for national security, public safety, or protecting the rights of others. Only absolute rights, such as the prohibition of torture, can never be limited. Rights like the right to liberty or respect for private life are balanced against the wider public interest.

Use a spectrum activity: place cards with different rights along a line from absolute to highly qualified. For each, ask students to suggest a legitimate reason for limitation. The COVID-19 lockdowns provide real-life examples where rights like movement and assembly were lawfully restricted for public health.

8. Pressure groups and political parties are the same | 压力团体和政党是一回事

The difference between a pressure group and a political party is a classic source of confusion, as both try to influence decisions.

Political parties aim to win elections, form a government, and implement a broad range of policies across all areas. Pressure groups, on the other hand, do not seek to hold office. They focus on a specific cause or issue, using methods like lobbying, protests and public campaigns to influence those in power. Greenpeace campaigns on environmental issues; the Labour Party seeks to govern the entire country. Parties develop manifestos covering education, health, economy, while a pressure group like the RSPCA concentrates solely on animal welfare.

Divide a whiteboard into two columns: ‘Seeks Power’ and ‘Seeks Influence’. Give examples such as Liberal Democrats, Extinction Rebellion, Conservative Party, Age UK, and ask students to place them correctly. Discuss how some groups, like trade unions, have close links to parties but remain distinct.

9. Devolution means Scotland and Wales have full independence |

The existence of the Scottish Parliament and Welsh Senedd leads some students to claim that these nations are already independent or that the UK Parliament no longer controls them.

Devolution is the transfer of certain powers from the UK Parliament to regional bodies, but sovereignty remains firmly with Westminster. The Scotland Act 1998 and subsequent legislation list devolved matters (education, health, justice in Scotland) and reserved matters (defence, foreign affairs, immigration) that remain under UK-wide control. The UK Parliament can, in theory, override or abolish devolved institutions, though this would be politically explosive. Scotland and Wales are not independent sovereign states; they are part of the United Kingdom with some self-government.

A Venn diagram comparing devolved and reserved matters brings clarity. Use current news about Scotland’s calls for a second independence referendum to illustrate that to become independent, a nation would need a legal transfer of sovereignty from Westminster, not just devolved powers.

10. Voting is the only meaningful way to participate in politics |

Year 9 students often equate political participation exclusively with casting a ballot, ignoring the many other ways citizens can have an impact.

In a healthy democracy, participation extends far beyond the ballot box. Citizens can join a political party, volunteer for a campaign, contact their MP, sign petitions, participate in consultations, join a trade union, take part in peaceful protests, or even stand for election themselves. The OCR specification highlights the role of active citizenship, underscoring that a range of democratic actions strengthens accountability between elections.

Invite students to map out their own ‘participation portfolio’ for a month, recording actions such as reading a political news article, discussing an issue with family, or signing an online petition. Then reflect on which actions felt most influential, demonstrating that influence is cumulative, not a single act.
