📚 Formula & Theorem Quick Reference Handbook for Year 9 CIE Politics | Year 9 CIE

This quick reference handbook compiles the essential political ‘formulas’ and ‘theorems’ — core principles, models, and rules that shape governments and political behaviour. Mastering these will help you analyse how power is distributed, how laws are made, and how citizens participate in modern states. Think of each entry as a tool to decode political systems, just as scientists use equations to explain the natural world.

1. Separation of Powers Formula |

The state’s authority is divided into three branches: Legislative (makes law), Executive (implements law), and Judicial (interprets law). No single branch should dominate the others. The formula can be expressed as: Stable Governance = Legislature + Executive + Judiciary, with checks keeping each branch within its constitutional lane.

  • Legislature → makes statutes /
  • Executive → enforces policy /
  • Judiciary → applies and reviews law /

2. Checks and Balances Theorem |

For the separation of powers to work, each branch must possess instruments to restrain the others. If Branch A acts unconstitutionally, Branches B and C can veto, invalidate, or remove officials. This creates a dynamic equilibrium: Power spent by one branch is countered by the checking power of another, preventing absolute authority.

Executive veto ⇌ Legislative override → Judicial review → Constitutional balance

3. Rule of Law Equation |

No one is above the law, and legal rules apply equally to rulers and citizens alike. The equation is: Legitimate government = publicity of laws + clarity + independent courts + equal enforcement. Remove any element, and arbitrary rule grows.

4. Representation Ratio |

In representative democracies, the link between citizens and decision-makers is captured by the ratio: 1 representative per N citizens. Too high a ratio dilutes accountability; too low makes the legislature unwieldy. The ideal balances proximity to voters with effective deliberation.

  • Large constituency → weak accountability /
  • Small constituency → strong local ties, risk of parochialism /

5. Majority Rule + Minority Rights Theorem |

Democracy is not merely 50%+1. It requires protection of dissenting voices. The theorem reads: Legitimate decision = majority preference + guaranteed minority rights. Without the second term, majority rule becomes tyranny.

Examples: constitutional protections for speech, religion, assembly — these cannot be abolished by a simple majority vote.

6. The Political Spectrum Theorem |

Political ideologies can be placed on a left–right axis based on views about equality and the role of the state. A second axis (libertarian–authoritarian) captures freedom vs. order. The theorem: Every policy can be mapped to (x, y) co-ordinates of economic intervention and social liberty, revealing coalitions and conflicts.

Left → more equality, higher taxation /
Right → more individual responsibility, lower state intervention /

7. Legitimacy Formula |

A government’s right to rule depends on three inputs: tradition, charisma, and legal-rational procedure (Max Weber). The formula: Stability = tradition × charisma × legality. A deficit in one can be compensated by the others, but loss of all three leads to revolution.

  • Monarchy relies heavily on tradition /
  • Revolutionary leaders rely on charisma /
  • Modern democracies rely on legal-rational authority /

8. Federal vs. Unitary Power Equation |

The distribution of sovereignty between central and regional governments distinguishes these systems. Central power + regional autonomy = 1. In unitary states, the central government holds nearly all sovereignty; in federations, sovereignty is constitutionally divided and shared.

Unitary / 单一制 High, can revoke local powers / 高,可撤销地方权力 Low, delegated not entrenched / 低,委托而非固定

9. Electoral Formula: Plurality vs. Proportionality |

Electoral systems translate votes into seats. The two main families obey distinct formulas. Plurality (First-Past-the-Post): Seat = 1 if candidate earns more votes than any rival in a single-member district. It tends to produce two-party systems and ‘wasted’ votes. Proportional Representation (PR): Seats ∝ share of total vote, usually via party lists. This yields multi-party legislatures but may require post-election coalitions.

Plurality: Winner takes all → exaggerated majorities /
PR: Seats ≈ votes → fairer but fragmented /

10. The Iron Law of Oligarchy |

Robert Michels observed that all organisations, even democratic ones, eventually concentrate power in a small elite. The law states: As organisation grows, power inevitably shifts from the many to the few who possess expertise, resources, and control over communication. Internal party democracy thus requires constant vigilance.

This challenges the ideal of pure direct democracy within large-scale political parties.

11. Democracy’s Equation: Participation + Competition + Liberties |

A functioning democracy equals meaningful popular participation, genuine competition for power, and the protection of civil liberties. Democracy = free, fair elections + inclusive suffrage + rights to speak, publish, and assemble. If any term is zero, the whole product collapses.

  • Elections without liberty → illiberal democracy /
  • Liberties without elections → authoritarian with privileges /
  • All three present → liberal democracy /

12. The Power–Responsibility Theorem |

In constitutional systems, holders of public office are accountable both legally and politically. Power delegated ↔ Responsibility owed. The greater the power, the stricter the oversight required. This theorem underpins conventions such as ministerial responsibility, impeachment, and free media scrutiny.

Accountability mechanisms: question time, select committees, judicial review, and electoral recall — all test whether power is being used responsibly.
