1. What is Politics? |
Politics is the process through which groups of people make collective decisions. It involves negotiation, debate and the use of authority to allocate resources and resolve conflicts.
At its heart, politics is about power: who holds it, how they get it and how they use it. This power can be formal, such as a prime minister passing a law, or informal, such as a community leader influencing local opinion.
Studying politics helps us understand why governments act the way they do, how citizens can participate and what makes a society fair and stable.
2. Power and Authority |
Power is the ability to influence or control the behaviour of others, even against their will. Authority, on the other hand, is power that is accepted as legitimate and right by those who are subject to it.
For example, a police officer has authority because society agrees they have the right to enforce the law. A dictator may have power through force, but often lacks true authority because the people do not freely accept their rule.
In a democracy, authority comes from the people. Leaders are given authority through free and fair elections, and they can lose that authority if they fail to respect the rules and rights of citizens.
3. Types of Government |
Governments organise how a country is run. Below are some of the main forms you will study.
| Democracy – Citizens choose their leaders through regular elections. | |
| Monarchy – A king or queen is the head of state. In a constitutional monarchy (like the UK), their powers are limited by law. | |
| Dictatorship – One person or a small group holds all power, with no free elections or opposition allowed. | |
| Republic – The head of state is not a monarch. Many republics are democratic, but some may not be genuinely free. | |
In reality, many countries blend elements from different types. For example, the United Kingdom is both a constitutional monarchy and a parliamentary democracy.
4. Democracy Explained |
Democracy means ‘rule by the people’. The two main models are direct democracy, where citizens vote on every decision themselves, and representative democracy, where they elect representatives to make decisions on their behalf.
Most large countries use representative democracy because it is impractical for millions of people to vote on every single issue. Key principles of democracy include: free and fair elections, the protection of human rights, majority rule with respect for minority rights, and the rule of law.
A healthy democracy also requires active citizens who stay informed, debate ideas and hold their leaders accountable between elections.
5. Rights and Responsibilities |
Rights are the freedoms or entitlements that belong to every person. They may be protected by law or by a country’s constitution. Examples include the right to free speech, the right to a fair trial and the right to education.
With rights come responsibilities. A citizen’s responsibilities include obeying the law, paying taxes, serving on a jury when called and respecting the rights of others. These duties help society function fairly and safely for everyone.
In a democratic system, voting is both a right and a responsibility. By taking part in elections, citizens help choose the direction of their country and can remove leaders who perform poorly.
6. The Rule of Law | 法治
The rule of law means that no one is above the law – not even the government or the richest person in society. All people and institutions must follow the same legal rules, and the law should be clear, publicised and applied fairly.
Essential features of the rule of law include an independent judiciary (courts that are free from government pressure), the right to a fair trial and the principle that laws must not be changed arbitrarily to punish opponents.
Without the rule of law, a country can quickly slide into abuse of power and injustice. It is considered a cornerstone of modern democracies.
7. Elections and Voting Systems |
Elections are the mechanism through which citizens choose their representatives. For an election to be truly democratic, it must be regular, free from intimidation, and use a secret ballot so that voters cannot be punished for their choice.
Voting systems vary. The most common types are First-Past-The-Post (FPTP), where the candidate with the most votes in each area wins, and Proportional Representation (PR), which aims to match a party’s share of votes to its share of seats in parliament.
Each system has advantages and drawbacks. FPTP often produces strong, single-party governments but can leave smaller parties under-represented. PR is fairer to smaller parties but can lead to coalitions and slower decision-making.
8. Branches of Government |
To prevent too much power from being concentrated in one set of hands, most democracies divide government into three branches: the legislature (makes laws), the executive (implements and enforces laws) and the judiciary (interprets laws and settles disputes).
This division is known as the separation of powers. A system of checks and balances allows each branch to limit the others, ensuring that no single branch becomes too powerful. For example, the legislature can pass a law, but the executive can veto it, and the judiciary can declare it unconstitutional.
In the United Kingdom, the separation is not as strict as in the United States, but the independence of the judiciary is strongly protected and Parliament remains the supreme law-making body.
9. Political Participation Beyond Voting |
Voting is important, but citizens can shape politics in many other ways. Joining a political party allows people to campaign for policies they believe in and to stand as candidates.
Peaceful protest is a long-established form of participation. Marches, demonstrations and petitions draw attention to issues and put pressure on decision-makers. Pressure groups (also called interest groups) campaign on single issues, such as environmental protection or human rights, without necessarily seeking elected office.
In the digital age, online activism and social media have become powerful tools for mobilising support and spreading political messages quickly. However, citizens must also learn to spot misinformation and verify sources.
10. International Politics: The Role of the UN |
Politics does not stop at national borders. The United Nations (UN) is the world’s largest international organisation, created in 1945 to promote peace, security and cooperation among countries.
The UN General Assembly gives every member state a voice, while the Security Council has the power to impose sanctions or authorise military action to maintain international peace. Five permanent members (China, France, Russia, the UK and the US) hold veto power over Security Council decisions.
The UN also works through agencies such as UNICEF (children’s rights), the World Health Organisation (health crises) and the UN Refugee Agency (protection for displaced people). Understanding these bodies helps explain how countries try to solve problems that no single nation can handle alone.
International treaties, like the Universal Declaration of Human Rights, set global standards. While enforcement can be difficult, these agreements shape the behaviour of governments and provide a basis for international law.
