The fundamental economic problem is scarcity: our unlimited wants exceed the limited resources available to satisfy them. Because resources are finite, we must make choices about how to allocate them. This central idea drives every economic decision, from an individual’s budgeting to a government’s national spending.

Opportunity cost is the value of the next best alternative forgone when a choice is made. It is not simply the money spent, but the lost benefit of the next most desirable option. For example, if a student spends savings on a new phone instead of a holiday trip, the opportunity cost is the enjoyment and experiences of the trip that must now be sacrificed.

Recognising opportunity cost is essential in economics because it reminds us that resources always have alternative uses. Every choice involves a cost — even when no money changes hands.

4. Factors of Production | 生产要素

Everything we consume or use is produced by combining four types of resources called factors of production. These are land, labour, capital, and enterprise. Each factor contributes differently to the production process and receives a corresponding payment.

Enterprise The skill of organising other factors and taking risks. Earns profit. 组织其他要素并承担风险的技能。获得利润。

When these factors are mobile and efficiently combined, economic output grows. In your CAIE course, you will later examine how factor mobility and quality affect economic development.

5. The Three Fundamental Economic Questions | 三个基本经济问题

Because resources are scarce, every society must answer three key questions: What to produce? How to produce? For whom to produce? These questions determine the allocation of resources and the type of economic system a country adopts.
