1. Understanding Politics: Power and Authority | 理解政治:权力与权威

Politics refers to the activities associated with making decisions in groups and the distribution of resources. Central to politics are the concepts of power and authority.

Power is the ability to make others act in a certain way, even against their will. It can be exercised through force, persuasion, or manipulation. Authority, however, is power that is perceived as legitimate and right by those who obey.

The sociologist Max Weber distinguished three ideal types of authority: traditional (rooted in customs), charismatic (based on personal qualities), and legal-rational (derived from formal rules and laws).

2. The State and Its Features: Sovereignty, Territory and Government | 国家及其特征:主权、领土与政府

A state is a political entity with a defined territory, a permanent population, a government, and the capacity to enter into relations with other states. Sovereignty is its supreme authority within its borders.

国家是一个政治实体,具有确定的领土、常住人口、政府以及与其他国家建立关系的能力。主权是国家在其边界内的最高权力。

Internal sovereignty means the state has the ultimate legal authority over its citizens. External sovereignty means the state is recognised as independent by other states and is free from outside control.

The government is the administrative machinery that makes and enforces laws; it is not the same as the state but operates within it.

3. Forms of Government: Democracy and Autocracy | 政府形式:民主与专制

Government systems can be broadly categorised as democratic or autocratic. In a democracy, citizens hold power either directly or through elected representatives, and rulers are accountable to the people.

Key features of democracy include free and fair elections, protection of basic rights, the rule of law, and separation of powers. Autocracies, such as dictatorships or absolute monarchies, concentrate power in one person or a small group, with limited accountability and often restricted freedoms.

民主的主要特征包括自由公平的选举、保护基本权利、法治和权力分立。专制政体,如独裁政权或绝对君主制,将权力集中于一人或少数人,问责有限,自由常受限制。

Pluralism, where multiple groups compete for influence, is typical in democracies, whereas autocracies tend to suppress opposition.

4. Direct and Representative Democracy | 直接民主与代议制民主

In direct democracy, citizens vote on policy decisions themselves, without intermediaries. This was practised in ancient Athens and is still used in modern referendums.

在直接民主中,公民自己对政策决定投票,没有中间人。古代雅典曾实行此制,现代公投中仍然使用。

Representative democracy is more common today: voters elect representatives to make decisions on their behalf. This is more practical for large populations but can lead to a gap between the representative and the represented.
