1. Foundational Concepts: Politics, Power, and Government |

Politics is the activity through which people make, preserve and amend the general rules under which they live. It involves debate, negotiation, and the resolution of conflicts over resources and values. Politics answers the question of ‘who gets what, when, and how’ in a society.

Power is the ability to influence or control the behaviour of others, either by using rewards, punishments, or by shaping what people think is acceptable. In politics, power is often linked to control over institutions and laws.

Authority is the right to exercise power. Unlike brute force, authority is considered legitimate; it is granted by laws, traditions, or a constitution and is accepted by the people.

Government refers to the system or group of people governing an organised community, usually a state. It makes laws, executes them, and provides public services such as security and infrastructure.

Sovereignty means supreme and independent authority over a territory. A sovereign state has full control over its internal and external affairs without interference from outside powers.

2. Types of Government |

Democracy is a system where the people hold the ultimate power, usually by voting in free and fair elections. The principle of majority rule is balanced by the protection of minority rights. Examples include the United Kingdom and India.

Autocracy is a system where one person holds absolute power, making decisions without checks from the people or other branches of government. A dictatorship is a common form of autocracy.

Oligarchy means rule by a small, elite group. These individuals may be wealthy, from a specific social class, or hold high military rank. Power is concentrated and often passed among the same circle.

Monarchy is a system where a king, queen, or emperor acts as the head of state. In an absolute monarchy, the monarch holds supreme power; in a constitutional monarchy, the monarch’s powers are limited by a constitution or parliament, as in the United Kingdom.

3. Democracy in Detail |

Direct democracy occurs when citizens vote on every policy decision themselves, without relying on representatives. Ancient Athens practised a form of direct democracy, and modern devices like referendums are direct democratic tools.

Representative democracy, also called indirect democracy, is the more common modern form. Citizens elect representatives to make laws and govern on their behalf. If representatives fail, voters can replace them in the next election.

Referendum is a direct vote in which an entire electorate is invited to decide on a specific proposal, such as a new law or constitutional change. The Brexit referendum of 2016 is a well-known example.

Pluralism describes a society in which many different groups, beliefs, and interests coexist and have a voice in the political process. No single group dominates all the time, and competition leads to negotiated outcomes.

Majority rule, minority rights is a core democratic principle. While decisions are often made based on what more than half of the voters want, the basic rights of the minority must never be taken away arbitrarily by the majority.

4. Political Ideologies |

A political ideology is a set of beliefs about how society should work and how it should be governed. Ideologies offer visions for the best kind of political order. The modern political spectrum often arranges them from left to right, although many nuances exist.

6. Branches of Government: Separation of Powers |

To prevent any single person or group from gaining too much power, most democratic governments split power among three branches. Each branch has distinct responsibilities and can check the others, a system known as checks and balances.

Legislature (立法机关) — This is the law-making body, often called Parliament (UK), Congress (US), or National Assembly. It debates, amends, and passes laws. It also scrutinises the executive and approves budgets.

Executive (行政机关) — The executive puts laws into action and runs the day-to-day business of government. It is headed by the Prime Minister and cabinet (in parliamentary systems) or the President (in presidential systems), along with civil servants and the police.

Judiciary (司法机关) — Courts and judges make up the judiciary. They interpret laws, settle disputes, and ensure that actions by the other branches comply with the constitution. Judicial independence, where judges are free from political pressure, is essential.

Checks and balances (制衡) refer to the mechanisms that allow each branch to limit the powers of the others. For example, the legislature can refuse to pass a budget proposed by the executive, and the judiciary can declare a law unconstitutional.

Checks and balances

First-past-the-post (FPTP) is an electoral system where the candidate who gets the most votes in a constituency wins, even if they do not receive more than 50% of the total. It tends to produce a two-party system and strong, single-party governments.

Proportional representation (PR) allocates seats to parties based on the proportion of votes they receive nationwide. If a party wins 30% of the votes, it gets roughly 30% of the seats. PR tends to lead to multi-party systems and coalition governments.

Turnout is the percentage of eligible voters who actually cast a ballot. High turnout is usually seen as a sign of a healthy democracy, while low turnout may indicate public disillusionment with politics.

8. Political Parties and Pressure Groups |

A constitution is a set of fundamental principles or established precedents according to which a state is governed. It may be written (like the US Constitution) or unwritten (like in the UK, based on statutes, conventions, and traditions). It sets out the structure of government and limits its powers.
