1. Exam Structure and Core Themes Overview |

The CCEA GCSE Philosophy examination is divided into two externally assessed units, each accounting for 50% of the final grade. Unit 1 focuses on the Philosophy of Religion, covering arguments for the existence of God, the problem of evil, religious experience, and life after death. Unit 2 concentrates on Ethics, exploring absolutism and relativism, medical ethics, war and peace, and crime and punishment. Past papers show that each unit follows a similar structure: a mix of short-answer questions that test knowledge (AO1) and longer essay-style questions that require analysis and evaluation (AO2). Understanding this blueprint is the first step to effective revision.

Examiners’ reports consistently highlight that high-scoring candidates do more than just list information; they demonstrate a clear grasp of the links between concepts and can apply philosophical arguments to unfamiliar scenarios. The past papers from 2018 to 2023 illustrate that certain topics, such as the Design Argument and the Just War Theory, appear almost every year, while others rotate. This means strategic topic prioritisation is both possible and necessary.

2. Understanding Command Words: Explain, Describe, Evaluate |

One of the most common pitfalls identified in past papers is the failure to correctly interpret command words. ‘Describe’ requires you to give an account of a belief, practice, or argument without adding your own judgement. For example, ‘Describe the Cosmological Argument’ expects a step-by-step outline of Aquinas’ first three ways. By contrast, ‘Explain’ demands that you make the meaning clear, often by including reasons, causes, or effects. An ‘Explain’ question on the same topic would require you to show why Aquinas believed an infinite regress is impossible and how this leads to the conclusion of a First Cause.

The command word ‘Evaluate’ carries the highest weight and is the hallmark of AO2 questions. Here, you must consider different viewpoints and come to a supported judgement. Past papers reveal that students often merely describe two sides without weighing them up. An evaluative answer on the Problem of Evil should not just state that the Free Will Defence argues evil is a result of human choice, while the logical problem challenges this. It must conclude which argument is stronger and justify that position using philosophical reasoning, such as whether a world with free will is truly better than one without evil.

Command Word AO Target Required Response from Past Papers
Describe AO1 Accurate factual recall of a concept (e.g., key features of Utilitarianism)
Explain AO1 Show how and why, with cause and effect (e.g., why situation ethics rejects legalism)
Evaluate AO2 Weigh strengths and weaknesses, reach a justified conclusion

3. Arguments for the Existence of God: Design and Cosmological |

The Design Argument, particularly William Paley’s watchmaker analogy, appears in almost every series of Unit 1. Past papers show that examiners expect candidates to go beyond the simple surface story. You must be able to explain Paley’s argument by analogy: just as a watch’s complexity implies a watchmaker, the complexity and purpose in the natural world imply a divine designer. Furthermore, questions often ask you to distinguish between the spatial order (the complexity of an eye) and the temporal order (the regularity of planetary motion) used by modern proponents like F.R. Tennant, and to explain how each supports the Anthropic Principle.

The Cosmological Argument requires careful treatment of Aquinas’ Three Ways. From past papers, it is clear that simply listing ‘motion, cause, and contingency’ is insufficient. You must explain the difference between a linear causal series and a hierarchical one, and why Aquinas argues that a hierarchical series must terminate in a first mover or uncaused cause. Evaluative questions frequently ask for the strengths, such as the argument’s logical appeal and its compatibility with the Big Bang theory, and the weaknesses identified by David Hume and Bertrand Russell. Hume’s challenge that we have no experience of universe-making and Russell’s statement that the universe is ‘just a brute fact’ are essential counter-arguments that must be memorised and explained, not just mentioned.

4. The Problem of Evil and Theodicies |

The inconsistent triad of J.L. Mackie is the standard starting point for any answer on this topic. Past papers test whether you can correctly formulate the logical problem: if God is omnipotent and omnibenevolent, evil should not exist; yet evil exists, therefore such a God does not exist. A high-scoring answer will distinguish between moral evil (caused by human actions) and natural evil (caused by natural events), as this distinction is crucial for evaluating the success of theodicies. Examiners repeatedly note that students lose marks by conflating the logical problem with the evidential problem, which focuses on the sheer amount and distribution of suffering rather than the mere existence of it.

The Augustinian and Irenaean theodicies are the core responses. Augustine’s theodicy, which claims evil is a privation of good caused by the Fall of angels and humans, is frequently examined alongside its challenges: it contradicts evolution, relies on a literal interpretation of Genesis, and raises the question of how a perfectly created being could fall. Irenaeus’ soul-making theodicy, developed by John Hick, sees evil as a necessary tool for spiritual growth and the development of a free relationship with God. Past papers favour candidates who can evaluate the universal salvation in Hick’s view against the moral objection that it makes evil an instrument, which seems unjust to victims. Comparing the two theodicies and judging which offers a more philosophically satisfying response to the evidential problem is a classic AO2 task.

5. Religious Experience and Revelation |

Questions on religious experience in CCEA papers often anchor on William James’ four characteristics: passivity, ineffability, noetic quality, and transiency. You must be able to describe each and relate them to specific case studies, such as the conversion of St Paul or the numinous experience described by Rudolf Otto. Otto’s concept of the ‘mysterium tremendum et fascinans’ is a recurring feature; candidates who can explain this as an experience of awe-inspiring mystery are highly rewarded. Past papers also test the argument from religious experience that, due to the principle of credulity and testimony, such experiences should be accepted as veridical unless proven otherwise, and the counter-arguments from psychological reductionism (Freud’s projection theory) and the problem of conflicting truth claims.

The topic of revelation often distinguishes between general revelation (through nature) and special revelation (through scripture, prophets, and miracles). A precise explanation of how the Bible is considered the revealed word of God, including concepts of inspiration and illumination, is essential. Past papers have required comparisons of propositional revelation (God reveals truths in statements) and non-propositional revelation (God reveals himself through encounter). Evaluative answers benefit from discussing the verification principle of logical positivism, which challenges the meaningfulness of revelatory language, and how believers counter that revelatory knowledge is personal, not scientific.

6. Ethics Basics: Absolutism and Relativism |

The foundation of the Ethics unit rests on the distinction between moral absolutism and moral relativism. Past papers frequently ask you to define absolutism as the belief that certain actions are intrinsically right or wrong, independent of context, linking it to deontological theories like Kantian ethics. Relativism, on the other hand, argues that morality is dependent on culture, society, or individual choice. A detailed examination of cultural relativism, using the diversity of moral practices in different societies, is standard. Students must be able to contrast these positions and explain the strengths and weaknesses of each, such as absolutism’s clarity versus its inflexibility, and relativism’s tolerance versus its tendency to justify harmful cultural practices.

A deeper analysis from past papers shows that the concept of situation ethics, proposed by Joseph Fletcher, is crucial. As a middle way, situation ethics asserts that love (agape) is the only absolute, and it works relativistically to find the most loving outcome in each situation. You must explain Fletcher’s four working principles (pragmatism, relativism, positivism, personalism) and the six fundamental principles (e.g., ‘love only is always good’). High-grade answers will evaluate whether Fletcher’s approach successfully avoids the pitfalls of both antinomianism (lawlessness) and legalism, and discuss the criticism that treating love as an absolute can be too subjective and unpredictable.

7. Bioethical Issues: Abortion and Euthanasia |

Medical ethics questions are perennially popular in CCEA past papers. When addressing abortion, you must meticulously outline both the pro-life and pro-choice arguments with reference to their philosophical and religious foundations. The pro-life stance often relies on the sanctity of life principle and the concept that personhood begins at conception, supported by biblical references and the potential principle. The pro-choice perspective emphasises bodily autonomy, the mother’s right to self-determination, and the distinction between a potential person and an actual person, often citing Judith Jarvis Thomson’s violinist analogy. Past papers reveal that evaluative marks are gained by discussing the legal status in the UK, the concept of viability, and contested cases such as rape and severe fetal abnormality.

Euthanasia debates require a clear definition of key terms: voluntary, non-voluntary, active, and passive euthanasia. The principle of double effect is frequently examined, where a doctor’s primary intention is to relieve pain, with the foreseen but unintended consequence of hastening death. You must be able to compare this with the ethical view that there is no moral difference between killing and letting die. The arguments from the slippery slope, the sanctity of life, and the concept of death with dignity are standard. Recent papers have included questions on the implications of the assisted dying bills in the UK, rewarding candidates who can use real-world legal developments to illuminate the philosophical tension between compassion and the protection of the vulnerable.

8. War and Peace: Just War Theory |

The just war theory (jus ad bellum and jus in bello) is a staple of the Ethics unit. Past papers show that top marks go to candidates who can articulate the distinct criteria for going to war (legitimate authority, just cause, right intention, last resort, proportionality, reasonable chance of success) and the rules for conducting war (discrimination between combatants and non-combatants, and proportionality in use of force). You must be prepared to explain these principles using contemporary examples, such as the conflicts in Iraq or interventions for humanitarian purposes, though you are not marked on the historical details but on how well the philosophical criteria are applied.

Pacifism is the primary alternative examined alongside just war theory. You need to distinguish between conditional pacifism (war is practically ineffective) and absolute pacifism (all killing is fundamentally wrong), often rooted in the teachings of Jesus and figures like Martin Luther King Jr. or Gandhi. Evaluative questions frequently demand a comparison of the coherence of just war criteria against the moral purity of pacifism. Examiners look for nuanced conclusions, such as whether just war theory is a useful tool for limiting atrocities or simply a cover for state power, and whether pacifism is an achievable ideal in the face of aggression.

9. Past Paper Example: How to Structure a High-scoring Answer |

Consider a typical 10-mark evaluation question from a past Unit 2 paper: ‘The just war theory is no longer relevant in modern warfare. Evaluate this statement.’ A weak answer might simply list the criteria and mention terrorism. A high-scoring answer, however, follows a clear structure. Begin with a short introduction defining the key terms and clearly stating the line of argument you will take, for example, acknowledging the challenges but arguing the theory remains a vital moral framework.

The main body should have two or three well-developed paragraphs. The first paragraph could explain the strengths of the theory, such as its use of the criterion of ‘legitimate authority’ which prevents private militias from claiming moral justification, and its protection of non-combatants through the principle of discrimination. The second paragraph should then address the challenges: the rise of asymmetric warfare and terrorism makes ‘discrimination’ near-impossible as combatants hide among civilians; modern weapons of mass destruction make ‘proportionality’ a futile concept. Conclude by synthesising these points into a justified overall judgement, perhaps arguing that while the specific criteria may need reinterpretation, the foundational moral questions of when and how to fight remain indispensable. Explicitly linking back to the statement in your conclusion is a mark of an AO2-focused answer.

10. Common Pitfalls and Improvement Strategies |

Analysis of examiner reports from 2018 to 2023 reveals several recurring mistakes. The most damaging is narrative storytelling instead of philosophical argument. For instance, in a question on the Design Argument, spending too long describing a watch or a flower without explaining the philosophical logic of analogical reasoning wastes precious time. Another pitfall is the ‘shopping list’ approach to evaluation, where students list ‘for and against’ points without weighing their relative strength or linking them to a coherent conclusion. This limits the answer to a lower AO2 mark band.

To improve, you must practise writing precise definitions in a single sentence. Use the command word to determine the depth needed. For ‘Explain’ questions, always follow a ‘This means that…’ or ‘This is because…’ structure to ensure you add the causal depth required. When evaluating, a useful strategy is the ‘three-pronged conclusion’: state what you believe, give the strongest single reason why, and then briefly acknowledge a limitation but explain why it does not defeat your overall argument. This shows sophisticated critical thinking. Additionally, avoid using generic language like ‘this argument is good’; instead, use specific philosophical language such as ‘this argument is logically coherent but is vulnerable to the empirical challenge introduced by Hume.’

11. Time Management and Exam Technique |

Each unit paper lasts 1 hour 30 minutes and contains questions with mark allocations ranging from 2 to 10 marks. A fundamental technique derived from past papers is proportional timing: spend roughly one minute per mark. A 2-mark definition question should take no more than 2 minutes, freeing up time for the longer, evaluative questions. Begin by scanning the paper and annotating the command words and key terms in each question. Answer the short AO1 questions first to secure those marks and build confidence before moving on to the more cognitively demanding AO2 essays.

For the 10-mark essay questions, planning is non-negotiable. A well-spent 3 minutes jotting down a thesis statement, three main points (at least one counter-argument), and a concluding judgement prevents the answer from becoming a stream of consciousness. Past papers indicate that students who use clear paragraphs, each beginning with a topic sentence, consistently score higher. Finally, never leave the evaluation question unanswered. Even if you are unsure, attempting to reason through a philosophical problem with reference to key concepts will often gain some marks, whereas a blank page gains none.
