1. Plurality and Majoritarian Electoral Formulas |

Under First-Past-the-Post (FPTP), the candidate who secures a simple plurality of votes in a single-member constituency is elected. There is no requirement to reach an overall majority; the winner just needs more votes than any other single rival.

The Supplementary Vote (SV) is a majoritarian system used in mayoral and police commissioner elections. Voters mark a first and a second preference. If no candidate wins over 50% of first preferences, all but the top two candidates are eliminated and the second preferences of the eliminated candidates are redistributed to the remaining two. The candidate who then achieves a majority is elected.

2. Proportional Representation Mechanisms: AMS and STV | 比例代表制机制:AMS与STV

The Additional Member System (AMS) combines single-member constituency seats elected by FPTP with regional list seats allocated proportionally using the D’Hondt formula. Voters cast two ballots: one for a constituency candidate and one for a party list. The list seats are distributed to correct the disproportionality of the constituency results.

The Single Transferable Vote (STV) uses multi-member constituencies and preferential voting. Voters rank candidates in order of preference. To be elected, a candidate must reach a quota, usually the Droop quota. Surplus votes from winning candidates and votes from eliminated candidates are transferred according to subsequent preferences until all seats are filled.

3. The Droop Quota Formula | Droop

The Droop quota determines the minimum number of votes a candidate needs to be elected in an STV election. It ensures that no more candidates can reach the quota than there are seats available. The formula is:

Quota = (V ÷ (S + 1)) + 1 (rounded down to the nearest integer)

Where V = total number of valid votes cast, and S = number of seats to be filled in the constituency. The addition of 1 and rounding down guarantees that exactly the right number of candidates meet the threshold.

4. The D’Hondt Formula for List Seat Allocation | D’Hondt

In AMS and some proportional systems, the D’Hondt method allocates seats to party lists by dividing each party’s total regional list votes by a series of divisors (1, 2, 3, …) equal to the number of seats the party has already won plus one. The average is recalculated after each seat is awarded.

Average = Party list votes ÷ (Seats already won + 1)

The party with the highest average at each stage receives the next list seat. This process continues until all list seats are exhausted. Larger parties benefit slightly from the use of the 1,2,3 divisor series.

5. Duverger’s Law and Political Consequences |

Duverger’s Law states that single-member plurality electoral systems tend to produce two-party systems, while proportional representation systems tend to produce multi-party systems. This occurs because voters avoid wasting their ballots on smaller parties that cannot win a plurality in FPTP, a phenomenon known as tactical voting.

The psychological effect of Duverger’s Law reinforces the mechanical effect: the electoral system mechanically under-represents smaller parties, and voters psychologically desert them, further consolidating the two-party structure.

6. Voting Behaviour: The Social Structures Model |

The social structures model explains voting behaviour as a product of long-term social cleavages. The main explanatory variables in the UK context are class, age, gender, region, and ethnicity. Traditionally, working-class voters were more likely to vote Labour, while middle-class voters supported the Conservatives.

  • Class dealignment has weakened the link between occupational class and vote since the 1970s.
  • Age has become a stronger predictor: younger voters lean Labour/left, older voters lean Conservative.

7. Voting Behaviour: Rational Choice and Party Identification |

The rational choice model assumes voters weigh the costs and benefits of their vote and select the party or candidate that best matches their preferences on key issues. Issue voting, valence voting (perceived competence), and economic voting are all expressions of rational choice.

Party identification theory argues that many voters develop a long-term psychological attachment to a party, akin to supporting a sports team. This partisan alignment acts as a perceptual filter, leading voters to interpret political events in a way that favours their party. Dealignment refers to the decline of this strong party identification.

8. The Principle of Parliamentary Sovereignty |

Parliamentary sovereignty, as defined by A.V. Dicey, is the central principle of the UK constitution. It holds that Parliament is the supreme legal authority; it can make or unmake any law whatsoever, and no person or body has the right to override or set aside an Act of Parliament.

The constitutional corollary is that no Parliament can bind its successors, and courts cannot strike down primary legislation. However, membership of the EU (historically) and devolution have introduced practical limitations, while the principle remains legally intact.

9. Conventions of Ministerial Responsibility |

Collective ministerial responsibility requires all government ministers to publicly support cabinet decisions, even if they privately disagreed, or resign. This preserves the appearance of unified government and is a fundamental convention of the UK political system.

Individual ministerial responsibility holds that a minister is accountable to Parliament for the actions of their department, its civil servants, and their own personal conduct. When a serious failure occurs, such as a major policy error or personal scandal, the minister is expected to resign, although enforcement depends on the Prime Minister’s will.

10. Core Principles of Liberalism |

Liberalism is founded on the primacy of the individual. Individualism asserts that each person is of equal moral worth and should enjoy freedom from excessive state interference. Classical liberals champion negative freedom (freedom from restraint), whereas modern liberals advocate for positive freedom (the ability to realise one’s potential).

  • Reason and progress: liberals believe humans are rational beings capable of shaping their own fate, and that society can improve through debate and reform.
  • Toleration and limited government: a limited state, based on consent, is necessary to protect rights but must tolerate diverse lifestyles and beliefs.

11. Core Principles of Conservatism |

Conservatism emphasises tradition as a repository of accumulated wisdom. Human imperfection is a foundational theorem: conservatives view human beings as morally, intellectually and psychologically imperfect, which justifies a cautious, sceptical approach to radical change.

Organic society portrays society as a living entity, not a mere collection of atoms. Change should be gradual and pragmatic to preserve social cohesion. Authority, hierarchy and property are seen as natural and necessary, providing stability and a sense of identity. Edmund Burke argued that the state is a partnership between present, past and future generations.

12. Core Principles of Socialism |

Collectivism is the socialist axiom that human beings are inherently social creatures who can achieve their potential only through cooperation and shared effort. This contrasts with liberal individualism and underpins support for collective welfare and public ownership.

Equality of outcome, or at least substantial equality, is a defining goal. Socialists view capitalism as inherently exploitative, generating class conflict between the bourgeoisie and the proletariat. Common ownership of the means of production, whether through state nationalisation or workers’ cooperatives, is advocated to end this exploitation and guarantee workers’ control over their economic lives.
