1. Unification and the Kaiserreich, 1871–1890 |

German unification was achieved through Prussian military victories, notably over Austria (1866) and France (1870–71). The German Empire was proclaimed in the Hall of Mirrors at Versailles on 18 January 1871, with King Wilhelm I of Prussia becoming Kaiser.

Otto von Bismarck, as Imperial Chancellor, consolidated the new state through a federal constitution that preserved Prussian dominance. His domestic policies included the Kulturkampf against the Catholic Centre Party, aimed at reducing church influence in education and state affairs.

Fearing the growth of social democracy, Bismarck introduced the Anti-Socialist Laws in 1878, which banned socialist organisations while simultaneously pioneering state welfare measures – such as sickness, accident and old-age insurance – to win working-class loyalty.

Key concept (English)
Negative integration – uniting through shared enemies
Sammlungspolitik – rallying industrial and agrarian elites

2. Wilhelmine Germany and the Road to War, 1890–1914 |

Kaiser Wilhelm II dismissed Bismarck in 1890 and pursued a more assertive ‘personal rule’, though his leadership was often erratic. The period saw the rise of a more aggressive nationalism and militarism, along with naval expansion under Admiral Tirpitz to challenge British supremacy.

Germany’s foreign policy shifted from Bismarck’s alliance system to a more confrontational Weltpolitik (‘world policy’), which aimed at gaining colonies and a ‘place in the sun’. This stance contributed to diplomatic isolation and the formation of the Triple Entente.

The assassination of Archduke Franz Ferdinand in June 1914 triggered the July Crisis, but deep structural factors – alliance commitments, the Schlieffen Plan and the ‘blank cheque’ to Austria-Hungary – made a general war almost inevitable.

3. The First World War and the German Revolution, 1914–1919 |

The war initially generated a ‘Burgfrieden’ (political truce), but by 1916 the Hindenburg Programme and the Auxiliary Service Law militarised the economy, leading to severe shortages, inflation and growing civilian hardship.

Military defeats in 1918, combined with the naval mutiny at Kiel in November, sparked a revolution that forced the abdication of the Kaiser. A republic was proclaimed, and an armistice was signed on 11 November 1918.

The new Weimar Republic, established in 1919, adopted a democratic constitution with universal suffrage and proportional representation. However, it faced immediate challenges from the ‘stab-in-the-back’ myth and the harsh terms of the Treaty of Versailles, which included territorial losses, disarmament and the war guilt clause.

4. The Weimar Republic: Crisis and Stability, 1919–1929 |

The early republic faced severe challenges: the Spartacist Uprising (1919), the Kapp Putsch (1920) and the French occupation of the Ruhr (1923) triggered hyperinflation, wiping out savings and heightening social discontent.

Under Chancellor Gustav Stresemann, the Dawes Plan (1924) stabilised the currency with the Rentenmark and rescheduled reparations, while the Locarno Treaties (1925) improved international relations and brought Germany into the League of Nations in 1926.

The ‘Golden Years’ (1924–29) saw economic recovery, cultural flourishing (Bauhaus, Expressionism, cabaret) and relative political stability, though the republic remained dependent on American loans and was still resented by nationalist elites.

5. The Collapse of Weimar and the Rise of Hitler, 1929–1933 |

The Wall Street Crash of 1929 plunged Germany into a deep depression. Unemployment soared to over six million, and support for extremist parties – the Communists (KPD) and National Socialists (NSDAP) – grew dramatically.

The NSDAP, led by Adolf Hitler, skilfully exploited economic despair, fear of communism and nationalist resentment. In the July 1932 election it became the largest party in the Reichstag with 37% of the vote.

President Hindenburg’s use of Article 48 and the manoeuvring of conservative elites led to Hitler’s appointment as Chancellor on 30 January 1933. The Reichstag Fire in February was used to justify the Reichstag Fire Decree, suspending civil liberties.

6. The Nazi Dictatorship, 1933–1939 |

The Enabling Act (March 1933) gave Hitler dictatorial powers and was followed by the Gleichschaltung (co-ordination) of state institutions, trade unions and political parties. Germany became a one-party dictatorship under the NSDAP.

The Nazis used a combination of terror (SS, Gestapo, concentration camps) and propaganda (Goebbels, mass rallies, radio) to control the population. The ‘Hitler Myth’ cultivated the Führer’s image as a saviour.

Economic policy focused on rearmament and autarky through the Four-Year Plan, while social policy promoted a ‘national community’ based on racial purity. The Nuremberg Laws (1935) institutionalised antisemitic discrimination, and the violent Kristallnacht pogrom in 1938 radicalised persecution.

7. The Second World War and the Holocaust, 1939–1945 |

Hitler’s foreign policy of reversing Versailles led to the invasion of Poland in September 1939, triggering World War II. The early blitzkrieg victories were followed by the invasion of the Soviet Union in 1941, which became a war of attrition.

The regime’s racial ideology culminated in the Holocaust – the systematic genocide of six million Jews, alongside other groups. The ‘Final Solution’ was co-ordinated at the Wannsee Conference (1942) and implemented through extermination camps.

Despite repression, there was opposition from groups such as the White Rose students, the conservative Kreisau Circle and the 20 July 1944 bomb plot. Total war mobilisation from 1943 led to devastating Allied bombing and eventual collapse in May 1945.

8. Divided Germany: Occupation and Two States, 1945–1961 |

At the Yalta and Potsdam Conferences (1945), the Allies agreed to divide Germany into four zones of occupation. Denazification, demilitarisation and democratisation were key aims, but ideological differences soon led to Cold War tensions.

The Berlin Blockade (1948–49) and the airlift cemented the division. The Federal Republic of Germany (FRG) was founded in May 1949 with Konrad Adenauer as Chancellor, while the German Democratic Republic (GDR) was established in October 1949 under Soviet control.

The FRG experienced an ‘economic miracle’ under Adenauer and Economics Minister Ludwig Erhard, combining a social market economy with Western integration (NATO membership, 1955). In contrast, the GDR’s planned economy faltered, and the uprising of 1953 was crushed by Soviet tanks.

Escalating departure of citizens from the GDR led to the construction of the Berlin Wall in August 1961, physically sealing the border and becoming a symbol of Cold War division.

9. From Ostpolitik to Reunification, 1961–1990 |

Willy Brandt’s chancellorship (1969–74) introduced Neue Ostpolitik (new Eastern policy), seeking reconciliation with the East through the Moscow and Warsaw Treaties (1970), which accepted existing borders, and the Basic Treaty (1972) that recognised the two German states.

Détente and the Helsinki Accords (1975) eased tensions, and Chancellor Helmut Schmidt managed economic challenges while the GDR under Erich Honecker developed a distinct identity. However, economic stagnation and a lack of political freedom fuelled growing discontent.

Mikhail Gorbachev’s reforms in the USSR (glasnost and perestroika) weakened Soviet control over Eastern Europe. Mass protests in the GDR in autumn 1989 and the mistaken opening of the Berlin Wall on 9 November 1989 led to a rapid momentum towards unification.

Chancellor Helmut Kohl’s Ten-Point Plan and diplomatic agreements with the Allies and the USSR enabled formal reunification on 3 October 1990, restoring full sovereignty and marking the end of the post-war division.
