When the market is not in equilibrium, price adjusts to eliminate shortages (excess demand) or surpluses (excess supply).

The consumer burden per unit can be calculated as the increase in the price paid by consumers, while the producer burden is the reduction in the price received by producers after taxation.

The total cost to the government is the per-unit subsidy multiplied by the new equilibrium quantity.
