GCSE CAIE Politics: Formula & Theorem Quick Reference Handbook | GCSE CAIE

📚 GCSE CAIE Politics: Formula & Theorem Quick Reference Handbook | GCSE CAIE

In the study of GCSE CAIE Politics, just as in mathematics, there are foundational ‘formulas’ and ‘theorems’ – key concepts, definitions, models, and laws that form the backbone of political understanding. This quick reference handbook compiles these essential elements into a structured guide for revision and reinforcement.

1. Political Ideologies & the Spectrum |

Left-wing: Favours social equality, progressive reform, and a significant role for the state in redistributing wealth and providing public services. It often supports government intervention in the economy to reduce inequality.

Right-wing: Emphasises individual freedom, free markets, limited government, and traditional social values. It generally advocates for lower taxes, privatisation, and strong national defence.

Centrism: A moderate position that seeks a balance between left and right, blending market economics with social welfare and pragmatic governance.

Political Spectrum: A way to graphically position political ideologies along one or more axes (e.g. left–right economic axis, and an authoritarian–libertarian social axis).

2. Forms of Government |

Democracy: A system of government where supreme power is vested in the people and exercised by them directly or through freely elected representatives.

Autocracy: A system in which a single person holds absolute power, with no constitutional or legal limitations on their authority.

Monarchy: A form of government with a monarch (king, queen, emperor) as head of state. In a constitutional monarchy, the monarch’s powers are limited by a constitution; in an absolute monarchy, they rule with unrestricted power.

Republic: A state in which supreme power is held by the people and their elected representatives, and which has an elected or nominated president rather than a monarch.

Unitary state vs. Federal state: A unitary state concentrates power in a central government, whereas a federal state divides sovereignty between a national government and regional governments (e.g. states, provinces).

3. Democracy: Principles & Models |

Direct democracy: Citizens participate directly in decision-making, without intermediaries, through referendums or assemblies.

Representative democracy: Citizens elect representatives who make decisions on their behalf in legislative bodies.

Liberal democracy: A representative democracy that operates under the rule of law, protects individual rights and freedoms (civil liberties), and has checks on government power.

Core principles: Popular sovereignty, political equality, majority rule with minority rights, free and fair elections, separation of powers, and an independent judiciary.

4. Electoral Systems |

First-past-the-post (FPTP) / Plurality system: The candidate with the most votes in a constituency wins, even if they do not achieve an absolute majority. Tends to produce a strong, single-party government but can distort the share of seats relative to votes.

Proportional representation (PR): Seats are allocated in proportion to the votes each party receives, typically using party lists or multi-member constituencies. Ensures a closer match between votes and seats but often leads to coalition governments.

Mixed-member proportional (MMP): Combines FPTP with PR elements; voters cast two votes – one for a constituency candidate and one for a party list – to balance local representation with overall proportionality.

Duverger’s Law (applied to electoral systems): Plurality (FPTP) electoral systems tend to favour a two-party system, because smaller parties find it hard to win seats and voters avoid ‘wasting’ votes.

5. Party Systems & Duverger’s Law |

One-party system: Only one political party is legally allowed to hold power; often found in authoritarian states.

Two-party system: Two major parties dominate the political landscape, regularly alternating in government. The UK and USA have traditionally exhibited this pattern.

Multi-party system: Several parties hold significant numbers of seats and coalition governments are normal. Common in many European democracies.

Duverger’s Law (theorem): The electoral rule is the key determinant: single-member district plurality (FPTP) tends to produce a two-party system, while proportional representation tends to produce multi-party systems. This is due to mechanical effects (how votes convert to seats) and psychological effects (how voters and parties behave strategically).

6. Separation of Powers & Checks and Balances |

Separation of powers: The division of government responsibilities into distinct branches – legislature (makes law), executive (implements law), and judiciary (interprets law) – to prevent concentration of power.

Checks and balances: Each branch has the ability to limit the powers of the other branches. For example, the executive can veto legislation, the legislature can override a veto or impeach executive officials, and the judiciary can declare laws unconstitutional.

Fusion of powers (Westminster model): In parliamentary systems, the executive (prime minister and cabinet) is drawn from the legislature and is accountable to it. This is a fusion rather than strict separation, but checks still exist through confidence votes and the judiciary.

7. Rule of Law & Constitutionalism |

Rule of law: The principle that all individuals and institutions, including the government, are subject to and accountable under the law, which is fairly applied and enforced.

Key elements of the rule of law: No one is above the law; laws are clear, publicised, and stable; justice is delivered by an independent judiciary; fundamental rights are protected.

Constitutionalism: The idea that government authority derives from and is limited by a body of fundamental law – a constitution. A constitution may be codified (written in a single document) or uncodified (derived from statutes, conventions, and judicial decisions).

Judicial independence: Courts are free from interference by the executive or legislature, ensuring impartial interpretation and application of the law.

8. Political Participation & Representation |

Political participation: The ways in which individuals take part in politics, such as voting, joining a political party, campaigning, protesting, or signing petitions.

Pressure groups / interest groups: Organisations that seek to influence government policy without seeking elected office. They can be insider groups (having access to decision-makers) or outsider groups (relying on public campaigns).

Representative vs. delegate model: In the trustee model (Burkean), representatives use their own judgement; in the delegate model, they act strictly according to the wishes of their constituents.

Iron law of oligarchy (Michels): All organisations, even democratic ones, tend to become dominated by a small elite due to the necessity of efficient leadership and organisation. Power concentrates at the top.

9. The Iron Law of Oligarchy & Elite Theory |

Iron law of oligarchy (detail): Robert Michels argued that in any large-scale organisation, a small leadership circle inevitably emerges. The ‘law’ states that democracy and large-scale organisation are incompatible, as the need for specialisation and decision-making efficiency leads to a permanent, ruling clique.

Elite theory: Classical elite theorists (Pareto, Mosca) maintain that a minority always rules. In any society, a governing elite controls power, and the masses are largely passive, even in democracies. The key is how elites circulate and are replaced.

Pluralism (counter-argument): Pluralists argue that power is dispersed among many competing groups, and no single elite dominates; democratic competition ensures a wide distribution of influence.

10. Key Concepts in International Relations |

Sovereignty: The supreme and independent authority of a state to govern itself without external interference.

Nation-state: A political unit where the boundaries of a nation (a group of people sharing common identity, language, history) coincide with the boundaries of the state.

Balance of power: A concept in realism whereby states form alliances to prevent any one state from becoming too dominant, thereby maintaining stability in the international system.

Realism vs. Liberalism in IR: Realism sees international politics as a struggle for power among self-interested states in an anarchic system. Liberalism (idealism) emphasises cooperation, international institutions, democracy, and economic interdependence as paths to peace.

Globalisation: The increasing interconnectedness of the world through trade, communication, culture, and politics, often eroding the traditional boundaries of sovereignty.
