📚 GCSE CIE Politics: Formulae & Theorems Quick Reference Handbook | GCSE CIE

This handbook distils essential political concepts, models and empirical regularities from the GCSE CIE Politics syllabus into a set of concise formulas and theorems. Use it as a rapid revision companion to reinforce understanding of power, government, electoral behaviour and international relations.

1. Power Formula |

Power = Legitimacy + Coercion. At its simplest, political power is the capacity to make others act in a way they otherwise would not, achieved through a blend of voluntary acceptance (legitimacy) and the threat or use of force (coercion).

A regime that relies solely on coercion is unstable; one that rests purely on legitimacy rarely needs to exercise overt force.

2. Authority vs. Power Theorem |

Authority = Power + Rightfulness. According to Max Weber, authority is legitimate power—that is, power which those subject to it accept as rightful. Power without legitimacy is mere influence or domination.

Weber identified three pure types of authority: traditional (custom), charismatic (personal qualities) and legal-rational (rules and law).

3. Legitimacy Theorem |

Legitimacy = Consent + Performance + Procedural Fairness. A government is legitimate when citizens give consent (through elections or social contract), the regime delivers public goods effectively, and decisions follow established, fair procedures.

Loss of any element weakens the whole: performance failures erode support even in democracies; procedural unfairness can spark revolution in autocracies.

4. Democracy Equation |

Democracy = Free Elections + Rule of Law + Civil Liberties + Pluralism. A functioning democracy requires more than just voting; it needs legal protection of rights, multiple sources of information, and the genuine possibility of alternation in power.

In GCSE CIE Politics, students compare liberal democracy with illiberal democracy: the latter holds elections but restricts freedoms and weakens checks and balances.

5. Separation of Powers Model |

Accountable Government ⇔ Legislature ≠ Executive ≠ Judiciary. The doctrine of separated powers prevents the concentration of power by allocating law-making, execution and adjudication to distinct branches.

In the UK, the model is modified by a fusion of executive and legislature (parliamentary government), while in the USA a presidential system enforces a clearer separation.

6. Rule of Law Principle |

Rule of Law = Supremacy of Law + Equality before Law + Due Process. All persons and institutions, including the government itself, are bound by publicly disclosed, equally enforced laws.

Dicey’s three pillars remain a core GCSE topic: no arbitrary power, no one above the law, and rights protected by ordinary courts through judicial precedent.

7. Duverger’s Law |

Single-Member Plurality (First Past the Post) → Two-Party System. This empirical regularity holds that winner-takes-all single-seat districts tend to produce political competition dominated by two large parties, squeezing out smaller ones.

The mechanical effect (only winners get seats) reinforces the psychological effect (voters avoid ‘wasted’ votes), making Duverger’s Law a crucial tool for analysing electoral outcomes.

8. Political Spectrum Formula |

Left ⇔ Equality / Collective Welfare; Right ⇔ Hierarchy / Individual Freedom. While overly schematic, the left–right axis helps place ideologies: left favours state intervention for social justice, right prioritises free markets and tradition.

Modern spectra add a libertarian–authoritarian vertical axis, measuring personal freedom versus social control, used in the Political Compass model.

9. Parliamentary Sovereignty Theorem |

Parliament Can Make or Unmake Any Law + No Body May Set Aside an Act of Parliament. A.V. Dicey’s classic doctrine frames the UK constitution: Parliament enjoys ultimate legal authority, and no court or predecessor can bind a current Parliament.

This principle has been reshaped by EU membership (1973–2020), devolution and the Human Rights Act, creating tensions central to GCSE constitutional questions.

10. Constitutionalism Principle |

Limited Government = Codified or Uncodified Constitution + Judicial Review + Checks & Balances. Constitutionalism means governing according to settled rules that restrain arbitrary power, whether those rules are written in a single document or scattered across statutes and conventions.

The UK’s uncodified constitution relies on statute law, common law, conventions and works of authority—making it flexible but easily altered by a simple parliamentary majority.

11. Realism in International Relations Formula |

State Behaviour = Pursuit of National Interest + Power Maximisation. Realists argue the international system is anarchic: no world government exists, so states must rely on military and economic power to secure survival and influence.

Contrast with Liberalism, which emphasises cooperation through international organisations, economic interdependence and the spread of democracy to build peace.

12. Pressure Group Influence Equation |

Influence = Resources (Money, Expertise) × Access × Public Support. A pressure group’s success depends not only on its wealth and specialist knowledge but also on its ability to gain entry to decision-makers and mobilise public opinion.

Insider groups (consulted regularly by government) can shape legislation directly; outsider groups rely on media campaigns and direct action to force change.

In both cases, the ‘equation’ reminds exam candidates to link method to outcome rather than simply listing group activities.
