📚 A-Level CCEA Politics: Quick-Reference Handbook of Formulas & Theorems | A-Level CCEA

This quick-reference guide gathers the most essential models, theorems, and quantitative formulas that appear throughout the CCEA A-Level Government and Politics specification. From electoral mathematics to rational-choice logic, these “formulas” help you explain, compare, and evaluate political systems under time pressure.

1. Duverger’s Law |

Duverger’s Law states that single-member district plurality (SMDP) electoral systems tend to produce two-party systems. This happens through a “mechanical effect” (third parties win few seats) and a “psychological effect” (voters avoid wasting ballots on likely losers).

Conversely, proportional representation (PR) systems are associated with multi-party systems, as smaller parties can gain seats in line with their vote share.

2. The Iron Law of Oligarchy |

Robert Michels’ Iron Law of Oligarchy argues that all large organisations inevitably develop an oligarchic leadership, no matter how democratic their original goals. Leaders gain specialised knowledge and control over communication, making them difficult to remove.

In politics, this challenges the internal democracy of parties and trade unions, showing a tendency toward elite domination even within supposedly participatory structures.

3. Median Voter Theorem |

The Median Voter Theorem, derived from Hotelling and Downs, predicts that in a two-party system with a single-dimensional policy spectrum, both parties will converge toward the preferences of the median voter to maximise electoral support.

If voters are normally distributed along a left-right axis, the party that captures the median position wins. This leads to centrist policy platforms and “catch-all” strategies.

4. Principal–Agent Model |

The principal–agent model analyses the relationship between those who delegate authority (principals, such as voters) and those who exercise it (agents, such as MPs). Agents are expected to act in the principals’ best interests, but information asymmetry can create “agency loss”.

Elections are a key mechanism of accountability, but rational ignorance, shirking, and perverse incentives can weaken the link between voters and representatives.

5. d’Hondt Formula (Jefferson Method) |

The d’Hondt formula is the most common highest-average method for allocating seats under party-list proportional representation. Seats are awarded sequentially; each party’s vote total is divided by a series of divisors (1, 2, 3, …) and the highest quotients win seats.

Example table (5 seats to be filled):

Party Votes ÷1 ÷2 ÷3 Seats
A 100,000 100,000 (1) 50,000 (3) 33,333 2
B 80,000 80,000 (2) 40,000 (4) 26,667 2
C 30,000 30,000 (5) 15,000 10,000 1

Numbers in parentheses show the order of seat allocation. The d’Hondt method slightly favours larger parties compared to pure Sainte-Laguë.

6. Effective Number of Parties Index |

The Laakso–Taagepera index measures the effective number of parties in a party system, weighting parties by their size. The formula is:

N = 1 ÷ Σ(pᵢ²)

where pᵢ is the proportion of seats (or votes) held by party i. A system with one dominant party yields N close to 1; a highly fragmented system yields a higher number.

This index is crucial for comparing party systems across countries and for understanding coalition dynamics.

7. Arrow’s Impossibility Theorem |

Kenneth Arrow proved mathematically that no ranked-choice voting system can simultaneously satisfy a small set of seemingly fair conditions when there are three or more candidates. These conditions include non-dictatorship, Pareto efficiency, independence of irrelevant alternatives, and unrestricted domain.

This theorem reveals an inherent tension in democratic decision-making: every electoral system involves trade-offs between fairness criteria.

8. Banzhaf Power Index |

The Banzhaf power index quantifies a voter’s or bloc’s power to change the outcome in a weighted voting system by counting how many times they are “critical” in a coalition. The index for player i is:

βᵢ = bᵢ ÷ Σbⱼ

Here bᵢ is the number of coalitions in which i’s defection would cause the coalition to lose its winning status. This is widely used to analyse Electoral College weights, EU Council votes, and committee decisions.

9. Political Business Cycle Model |

The political business cycle model suggests that incumbent governments manipulate fiscal and monetary policy before elections to stimulate short-term growth and reduce unemployment, even though such moves may create inflation or deficits later.

As voters are myopic and reward immediate economic improvements, politicians have an incentive to engineer pre-election booms. This informal “formula” links political motive to macroeconomic outcomes.

10. Downsian Rational Choice Equation |

Anthony Downs modelled voting as a rational calculation of expected utility. His basic participation equation is:

E = pB – C

where E is expected net benefit, p is the probability that one’s vote is pivotal, B is the differential benefit from the preferred party winning, and C is the cost of voting. Because p is vanishingly small in large electorates, this “paradox of voting” explains why rational individuals might still turn out only if they perceive high B or low C, or gain expressive benefits.

11. The Law of Anticipated Reactions |

Carl Friedrich’s Law of Anticipated Reactions describes how decision-makers act based on how they expect others to react, rather than waiting for actual power to be exercised. A parliamentary committee might refrain from proposing a radical amendment because it anticipates government rejection, effectively internalising external constraints.

This “law” helps explain the hidden face of power: influence can be exerted without visible conflict, simply because potential opponents alter their behaviour in advance.
