Case Study Practice in Action |

📚 Case Study Practice in Action |

Case studies lie at the heart of political understanding, allowing us to move beyond abstract theory into the messy, real-world dynamics of power, rights and decision-making. In this revision guide, you will walk through a complete case study, learn how to dissect stakeholder positions, and practise crafting evidence-based arguments just as you would in a KS3 assessment. By the end, you will be equipped to tackle any case study question with confidence, whether it focuses on local democracy, pressure groups or the role of the law.

1. Introduction to the Case Study Method |

A case study in politics is not just a story; it is a structured investigation of a real or realistic situation where people disagree about what should happen. You are expected to identify the key facts, recognise the values at play, and propose solutions that are fair and workable. The method trains you to think like an active citizen who weighs evidence before acting.

In KS3 AQA Citizenship, case studies often involve a local planning dispute, a school council decision or a human rights dilemma. You will be marked on your ability to explain different viewpoints, use concepts such as democracy and justice, and reach a reasoned conclusion. Practising with a full walkthrough helps you internalise these steps so they become second nature in an exam.

2. The Scenario: Greenfields Park Dispute |

Imagine a medium-sized town called Oakbridge. At its centre lies Greenfields Park, a much-loved green space with a children’s playground, five-a-side football pitch and a community garden. The local council has received a proposal from a national supermarket chain to buy two-thirds of the park to build a large store and car park. In return, the company promises to fund a brand-new leisure centre and create 150 local jobs.

The proposal has split the community. Some residents welcome the investment and the jobs, while others argue that green space is vital for health and well-being. A public consultation has been launched, and a final vote will take place in the council chamber. Your task is to analyse the situation, evaluate the competing claims and recommend what the council should do.

3. Identifying Key Players |

Every political case study revolves around stakeholders – individuals, groups or organisations with an interest in the outcome. In the Greenfields case, the main players are: the supermarket company, the local council, park users (families, dog walkers, sports teams), local businesses, environmental groups, residents who live near the park, and the young people who may benefit from the new leisure centre.

It is helpful to map these stakeholders on a simple grid, noting their level of power and their level of interest. For example, the supermarket has high power (it can invest or walk away) and high interest. An individual dog walker may have low power but high interest. Recognising these differences explains why some voices are louder than others in the debate.

4. Interests and Motivations |

Behind every public claim is a deeper motivation. The supermarket says it wants to create jobs, but its core interest is profit and market expansion. The council is motivated by balancing the budget and showing visible regeneration. Young people may genuinely want the leisure centre, while environmental groups are driven by a commitment to sustainability and biodiversity.

Cross-checking interests helps you detect possible conflicts of interest. A councillor who owns a construction firm might stand to gain from the development, which would be a serious ethical issue. In your analysis, always ask: who wins, who loses, and who is not at the table? The ‘silent’ stakeholders – such as future generations or wildlife – are often forgotten but are central to a citizenship discussion.

5. The Decision-Making Process |

In a local democracy, big decisions like selling public land usually follow a set procedure: the proposal is published, a consultation period begins, the planning committee reviews evidence, and the full council votes. Oakbridge’s council has promised a six-week consultation, an online survey and two public hearings. This process reflects principles of representative democracy and participation.

You should consider whether the process is fair and transparent. Written notices may only reach some residents; the online survey might exclude older people who are less digitally confident. A good case study answer will comment on the quality of democracy, not just the final decision. If the council rushes the consultation, it risks a judicial review, which links to the rule of law.

6. Power and Influence |

Power in a community is rarely evenly spread. The supermarket can afford a slick advertising campaign and may threaten to pull out if the vote goes against it. The council holds legal authority to make the final decision but risks losing voter support. Local pressure groups can influence the debate through petitions, social media campaigns and peaceful protests.

Media framing also shapes power. If the local newspaper repeatedly calls the park ‘derelict’ and ‘underused’, public opinion may swing towards the supermarket. Critical citizens must ask who owns the media and what angles are being emphasised or buried. Power, in this sense, extends well beyond formal politics into the realm of information and persuasion.

7. Rights and Responsibilities |

A rights-based analysis asks what people are entitled to and what duties others have towards them. The UN Convention on the Rights of the Child (UNCRC) includes the right to play and to be consulted on matters affecting young people. Closing the playground could violate that right. Residents also have a right to a healthy environment, which is increasingly recognised in law.

At the same time, rights come with responsibilities. The council has a responsibility to manage public money prudently. Citizens have a responsibility to engage respectfully in the consultation, to listen to opposing views and to avoid spreading misinformation. You can strengthen your case study answer by showing how rights and responsibilities must be balanced, not pitted against each other.

8. Resolving the Conflict |

Rarely is a conflict resolved by one side winning everything. Compromise is a basic political skill. In the Greenfields case, a possible compromise could see a smaller supermarket built on a brownfield site near the park, with a scaled-down leisure centre funded by a community fundraising campaign and council grants. The park would remain largely intact.

Another option is a ‘community right to bid’, which temporarily stops the sale so local groups can raise money to buy the park themselves. This legal tool, introduced by the Localism Act 2011, gives communities time to develop alternative plans. When you evaluate a solution, test it against criteria: is it legal, affordable, sustainable, and does it protect the most vulnerable?

9. Evaluating Outcomes |

The council eventually votes in favour of a modified development, approving a 40% smaller store and ring-fencing funds for park improvements. A year later, the leisure centre opens, and a new community orchard is planted. However, local businesses report a fall in trade, and traffic congestion worsens. Political decisions rarely produce pure success; they produce trade-offs.

As a citizenship student, you must evaluate the decision against its original aims and against wider democratic values. Did the process include all voices? Was the outcome fair enough? What unintended consequences emerged? Using a concept like justice allows you to ask whether the benefits and burdens were shared fairly across the community.

10. Lessons for Active Citizenship |

Greenfields Park teaches that ordinary people can shape decisions if they organise, use evidence and speak publicly. The pupils from Oakbridge Academy formed a ‘Youth for Greenfields’ group, collected 800 signatures and presented their case to the planning committee. Several councillors later admitted the young people’s emotional and statistical evidence changed the debate.

This experience mirrors real-life civic action, from the school strikes for climate to campaigns against library closures. Your exam answer can link the case study to broader principles: democracy needs participation, authority must be accountable, and change often starts with a single conversation. Being politically literate means seeing the connection between a local park and national politics.

11. Practice Questions | 练习题

Apply your skills to these short-response tasks. Write 4–6 sentences for each, ensuring you reference the case study explicitly.

  • Explain two ways the local council tried to make the Greenfields decision democratic.
  • Explain two ways the local council tried to make the Greenfields decision democratic.
  • Assess the argument that economic benefits should always outweigh environmental concerns.
  • Assess the argument that economic benefits should always outweigh environmental concerns.
  • Describe one right that was threatened by the supermarket proposal and explain why it is important.
  • Describe one right that was threatened by the supermarket proposal and explain why it is important.
  • Suggest two actions a pressure group could take to influence the council vote, and comment on their effectiveness.
  • Suggest two actions a pressure group could take to influence the council vote, and comment on their effectiveness.

For each question, begin with a definition, bring in a named stakeholder, and end with a link to a citizenship concept such as justice, participation or accountability.

12. Answering Tips |

Time management is crucial. In a KS3 assessment, spend one-third of the time reading and annotating the case material. Underline statistics, quotes and legal references. Your examiner wants to see you use the source, not just repeat your own general knowledge. Start with a tight introduction that names the main issue and your analytical framework.

When evaluating, use connectives such as ‘on the one hand’, ‘however’, ‘this suggests that’ and ‘a longer-term consequence could be’. Avoid one-sided answers. Even if you personally favour the park campaigners, you must show you understand the supermarket’s position. The very best answers will spot gaps in the evidence and ask what further information would be needed.

Finally, signpost your citizenship knowledge. Drop in terms such as ‘representative democracy’, ‘rule of law’, ‘stakeholder’ and ‘active citizenship’ naturally. Do not force them; make sure each term serves your argument. A crisp conclusion that weighs the evidence and states your recommended outcome will leave the examiner with a strong impression of your political literacy.
