📚 Germany 1840–1848: The Road to Revolution |

The period from 1840 to 1848 in the German lands was one of profound transformation, marked by rapid economic change, intellectual ferment, and escalating political confrontation. Often overshadowed by the dramatic revolutions that erupted in March 1848, these years nonetheless reveal the deep structural pressures that were pushing the old order towards crisis. This article examines the key developments in the German Confederation between 1840 and 1848, focusing on the interplay of monarchical authority, liberal nationalism, and social change.

1. Germany in 1840: A Fragmented Confederation | 1. 1840

In 1840 the German Confederation consisted of 39 sovereign states, loosely bound together by the Federal Diet in Frankfurt. The two largest members, Austria and Prussia, competed fiercely for influence, while dozens of smaller kingdoms, grand duchies, principalities, and free cities maintained their own armies, customs barriers, and legal codes. Political power remained firmly in the hands of hereditary rulers, and the Carlsbad Decrees of 1819 had suppressed most liberal and nationalist organisations.

Despite this fragmentation and repression, a common linguistic and cultural identity had been steadily growing since the late eighteenth century. The romantic movement, the study of German folklore, and the memory of the Wars of Liberation against Napoleon all contributed to a nascent national consciousness. Crucially, this national feeling was strongest among the educated middle classes – the very group excluded from political participation.

2. The Accession of Frederick William IV: Hopes and Disappointments | 2.

The death of Frederick William III of Prussia in June 1840 brought his son, Frederick William IV, to the throne. The new king was a romantic, deeply religious, and possessed a patriarchal vision of kingship. Early in his reign, he made conciliatory gestures — releasing political prisoners and relaxing censorship — which raised liberal hopes that Prussia might lead Germany towards constitutional reform.

However, these hopes were to be dashed. Frederick William IV was fundamentally opposed to written constitutions, which he regarded as an artificial barrier between monarch and people. He believed in ruling through personal grace and Christian obligation, not through parliaments elected by taxpayers. When the provincial estates pressed for a national Prussian diet, he repeatedly prevaricated, unwilling to surrender any of his divinely ordained authority.

3. Economic Dynamism: The Zollverein and Industrial Beginnings | 3.

While political reform stagnated, economic integration accelerated. By 1840 the Prussian-led Zollverein (customs union) had expanded to include most German states, excluding Austria. It created a single market of over 25 million people, abolished internal tariffs, and encouraged the building of railways. The Zollverein demonstrated that material progress could be achieved without political unification, yet it also tied the smaller states ever more closely to Prussia.

Industrialisation in the German lands intensified during the 1840s, particularly in the Rhineland, Saxony, and Silesia. Textile factories, coal mines, and ironworks expanded rapidly, giving rise to a new class of industrial entrepreneurs and a growing urban workforce. The construction of railway lines, such as the Leipzig–Dresden line completed in 1839, stimulated demand for coal, iron, and engineering, and began to knit the fragmented territory into a functioning economic space.

4. Social Strains: Urbanisation and the ‘Social Question’ | 4.

Industrial growth brought profound social dislocation. Cities such as Berlin, Cologne, and Breslau swelled with migrants from the countryside seeking work. Housing was scarce, wages were low, and working conditions in factories were often brutal, with women and children employed for long hours. The term ‘Pauperismus’ (pauperism) became a catchword for the mass poverty that afflicted large swathes of the population.

The ‘Social Question’ became a pressing concern for governments, churches, and intellectuals alike. The traditional guild system could no longer provide security, and the laissez-faire attitudes of many governments offered little protection. The distress was starkly illustrated by the Silesian weavers’ uprising of 1844, when thousands of handloom weavers, driven to starvation by competition from factory-produced textiles, attacked factories and warehouses before being crushed by Prussian troops.

5. The Growth of Political Ideologies: Liberalism, Nationalism, Radicalism | 5.

The 1840s saw a resurgence of political ideas that the Carlsbad system had tried to extinguish. German liberalism, inspired by thinkers such as Karl von Rotteck and Friedrich Dahlmann, demanded constitutional government, civil liberties, and a free press. Liberals generally sought reform through peaceful means and looked to established dynasties, especially the Prussian monarchy, to spearhead national unification.

Alongside liberalism, a more radical democratic movement gained ground, influenced by French republicanism and the writings of figures like Georg Büchner. Radicals demanded universal male suffrage, popular sovereignty, and in many cases a German republic. They found support among artisans, students, and some workers who felt betrayed by the moderate stance of the liberals. The poet Heinrich Heine and the journalist Karl Marx, who moved to Paris, were part of a diaspora of German radicals who kept up a stream of critical publications.

6. The Vormärz Period: Censorship and Cultural Resistance | 6.

Historians often refer to the years between 1830 and 1848 as the Vormärz (‘pre-March’), a period of deepening repression by the conservative authorities. The Federal Diet renewed press censorship, banned political assemblies, and expanded police surveillance. Universities were closely monitored, and many liberal professors were dismissed. Yet repression often proved counterproductive, forcing dissent to find new outlets.

Political criticism disguised itself in historical studies, poetry, and music. The celebrations of the completion of Cologne Cathedral in 1842 and the singing festivals that attracted thousands of participants became thinly veiled manifestations of national solidarity. Satirical journals, such as the widely read ‘Leipziger Illustrierte Zeitung’, managed to smuggle critical commentary past the censors through cartoons and allegories, engaging a growing public sphere.

7. The Prussian United Diet of 1847: A Turning Point | 7. 1847

Financial necessity finally forced Frederick William IV’s hand. To fund the construction of a railway from Berlin to Königsberg, the king needed a loan, but existing law required the consent of an assembly representing all provincial estates. In April 1847 he summoned the Prussian United Diet, a gathering of delegates from all eight provincial diets, hoping it would approve the loan without demanding political concessions.

The United Diet, however, immediately asserted itself. The liberal majority, led by figures such as Ludolf Camphausen and David Hansemann, refused to vote funds unless the king promised regular parliamentary sessions and a written constitution. Frederick William IV reacted with fury, declaring that ‘no piece of paper’ would come between him and his people. After a tense standoff, the Diet was dissolved, and the memory of this intransigence radicalised many moderates.

8. The Impact of the February Revolution in France | 8.

The news that King Louis-Philippe had been overthrown in Paris on 22–24 February 1848 and a republic proclaimed sent shockwaves through the German Confederation. French events demonstrated that a monarchy could be toppled by popular action, and they electrified liberals and radicals alike. Copies of French proclamations and revolutionary pamphlets circulated rapidly, accelerated by the improved postal services and railway connections built over the preceding decade.

Within days, mass meetings were organised in towns across Baden, Württemberg, Bavaria, and Hesse. The demands echoed those already voiced in the French capital: freedom of the press, trial by jury, arming of the citizenry, and the creation of a representative German national parliament. Shopkeepers, students, artisans, and workers united temporarily in what became known as the ‘March Days’. This broad coalition generated immense pressure on the terrified governments of the smaller states.

9. The March Revolutions of 1848 in the German States | 9. 1848

Revolution broke out in the German states in early March 1848. In Baden, crowds stormed the Karlsruhe parliament and forced the Grand Duke to grant a liberal constitution. In Vienna on 13 March, massive street demonstrations led to the resignation of the hated Austrian chancellor, Prince Metternich, and Emperor Ferdinand I promised constitutional reform. The symbolic heart of the post-1815 order had crumbled in a single day.

The climactic confrontation took place in Berlin on 18–19 March. Initially, Frederick William IV had tried to placate the crowd by announcing reforms, but when two shots fired by soldiers panicked the masses, barricades went up all over the city. After a full day of intense street fighting that left hundreds dead, the king, deeply shaken, ordered his troops to withdraw. In a dramatic gesture, he rode through the streets wearing a black-red-gold sash, declaring that ‘Prussia is henceforth merged into Germany’.

10. The Frankfurt Parliament: A Vision of a United Germany | 10.

In the wake of the March victories, a self-constituted preparatory committee (the Vorparlament) organised elections to a German National Assembly. The elections, though indirect and restricted to ‘independent’ men, produced a parliament that was overwhelmingly middle-class and well-educated: professors, lawyers, judges, and officials dominated. It convened on 18 May 1848 in St Paul’s Church, Frankfurt, amidst enormous public enthusiasm.

The Frankfurt Parliament faced immense tasks: to draft a national constitution, define the boundaries of the new Germany, and establish a central executive authority. Early on, it appointed the Austrian Archduke John as Imperial Regent. However, fundamental rifts soon appeared, principally between the ‘Greater German’ solution (including Austria) and the ‘Little German’ solution (excluding Austria, under Prussian leadership). The debates dragged on for months, consuming valuable time while the princes rebuilt their armies.

11. The Failure of the Revolution and the Return of Reaction | 11.

The unity of March 1848 soon dissolved. Moderate liberals, fearful of disorder, began to distance themselves from radical workers and artisans who demanded far-reaching social reform. Meanwhile, the Austrian and Prussian monarchies, having recovered their nerve, moved to crush the remaining revolutionary strongholds. In October 1848, Austrian forces bombarded Vienna into submission, and in Berlin, Frederick William IV imposed a new conservative constitution by decree.

The final humiliation for the Frankfurt Parliament came in April 1849, when it finally presented Frederick William IV with the offer of the hereditary German crown. The king contemptuously refused, famously describing the crown as ‘from the gutter’ because it came from the people’s representatives, not his fellow princes. Without Prussian backing, the parliament’s authority evaporated. The risings that broke out in Saxony, Baden, and the Palatinate in summer 1849 were brutally crushed, largely by Prussian troops.

12. Conclusion: Significance of the 1840–1848 Period | 12.

The years 1840–1848 transformed the German lands permanently, even though the revolution itself was defeated. The economic power of the bourgeoisie had been conclusively demonstrated, and the Zollverein had laid the material foundations for later unification. Nationalism had moved from the reading clubs of intellectuals to become a genuinely popular force, particularly in western and southern Germany.

Equally important, the experience of 1848 taught both the conservative elites and the liberal middle class harsh lessons. The princes learned that reform concessions could temporarily defuse pressure, but military power remained decisive. Liberals, traumatised by the spectre of social revolution, would in the 1860s prove willing to compromise with Prussia’s ‘iron and blood’ solution under Bismarck to achieve national unity at the expense of full parliamentary control. Thus, the road from 1840 to 1848 did not lead directly to a democratic Germany, but it opened a new chapter in the struggle over the nation’s future.
