Germany Defeated 1917–18 |

📚 Germany Defeated 1917–18 |

By the winter of 1917, Imperial Germany was visibly straining under the weight of total war. Despite occupying vast territories in the East following the collapse of Tsarist Russia, the Reich faced a deteriorating military situation in the West and a home front on the brink of starvation. The decision to resume unrestricted submarine warfare had brought the United States into the conflict, while the British naval blockade was slowly strangling the German economy. Over the next twelve months, a combination of diplomatic isolation, social unrest, battlefield exhaustion and political upheaval would force Germany to seek an armistice in November 1918. This article examines the interconnected military, economic and political factors that sealed Germany’s defeat and shaped the turbulent birth of the Weimar Republic.

1. The Strategic Situation in 1917 | 1917 年的战略形势

At the beginning of 1917, Germany still appeared formidable on paper. The collapse of the Russian Empire after the February Revolution and the subsequent Bolshevik seizure of power allowed Berlin to transfer substantial forces from the Eastern Front to the West. However, the entry of the United States in April 1917 fundamentally altered the strategic balance. Ludendorff and Hindenburg, who had effectively established a military dictatorship through the Third Supreme Command, knew that a decisive victory had to be achieved before American troops arrived in large numbers. The Western Front was now a race against time, and Germany’s window of opportunity was closing rapidly.

2. Unrestricted Submarine Warfare and US Entry |

The decision to resume unrestricted submarine warfare in February 1917 was a calculated gamble. The German Admiralty believed that sinking all ships, including neutral vessels, around the British Isles would force Britain out of the war within six months. While U-boats initially inflicted heavy losses — over 860,000 tons of shipping were sunk in April 1917 alone — the campaign failed to break British resolve. More critically, the sinking of American ships and the revelation of the Zimmermann Telegram inflamed US public opinion and united Congress behind Wilson’s call for war. Germany thus swapped a precarious naval gamble for a massive new adversary with unmatched industrial capacity.

3. The Home Front: Hardship and Shortages |

The British naval blockade had been strangling German imports since 1914. By 1917, food supplies had reached crisis levels. Bread was stretched with potato flour and even sawdust, while meat and dairy became luxuries for most families. The official rationing system was poorly managed, encouraging a flourishing black market that favoured the wealthy. Everyday items such as soap, coal and clothing were also in short supply. The prolonged deprivation eroded support for the war and deepened class resentment, as many working‑class Germans saw the Junker elite as responsible for both the conflict and the suffering.

4. The Turnip Winter and Civilian Morale |

The winter of 1916–17 is remembered in Germany as the ‘Steckrübenwinter’ or Turnip Winter. When the potato harvest failed, turnips — a coarse root vegetable normally used as animal feed — became the staple of the civilian diet. Malnutrition and related diseases such as dysentery, tuberculosis and rickets surged. Deaths among civilians rose sharply, and soup kitchens became a common sight in every major city. The psychological shock of the Turnip Winter was profound; it shattered the illusion, carefully maintained by government propaganda, that Germany could endure a prolonged war without catastrophic sacrifice at home. Mothers’ letters to the front increasingly pleaded with soldiers to come home, feeding defeatism in the trenches.

5. Strikes and Political Radicalisation |

By 1917, industrial unrest was spreading. In April, a major strike wave erupted in Berlin and Leipzig, initially over bread rations but quickly turning political. Inspired by the Russian Revolution, workers’ councils began to form and demand ‘peace without annexations’. The Independent Social Democratic Party (USPD), which had split from the SPD over war credits, gained support among disaffected workers. In January 1918, over a million workers downed tools across Germany in a massive political strike demanding democratic reforms, better food supplies and an immediate end to the war. The strike was suppressed by the military, but it exposed the deep rift between the fate of the front and the desperation of the home front.

6. The Military Dictatorship of Hindenburg and Ludendorff |

Since the appointment of the Third Supreme Command in August 1916, Field Marshal Paul von Hindenburg and General Erich Ludendorff had concentrated almost unlimited power in their hands. They sidelined the Kaiser, ignored the Reichstag and imposed a ‘total war’ economy under the Hindenburg Programme. Although designed to maximise arms production, the programme wasted resources, failed to solve labour shortages and aggravated food crises by neglecting agriculture. The generals also insisted on unrealistically ambitious war aims, sabotaging any chance of a negotiated peace. Their rigid authoritarian rule stifled political reform when flexibility was desperately needed, leaving the monarchy vulnerable when the military collapse came.

7. The Spring Offensive 1918 | 1918

The Treaty of Brest‑Litovsk with Bolshevik Russia freed up some 50 German divisions for the Western Front. Ludendorff staked everything on a series of offensives, known collectively as the ‘Kaiserschlacht’, beginning on 21 March 1918. Using innovative stormtrooper infiltration tactics, German forces achieved their largest advances since 1914, almost breaking the Allied line and pushing within shelling distance of Paris. Yet these tactical successes came at an enormous cost: elite stormtrooper units suffered crippling casualties. The attack lacked a clear strategic objective and outran its supply lines. By July, exhausted and over‑extended, the German army had shot its bolt, while the Allies, now steadily reinforced by American divisions, prepared their counter‑blow.

8. Allied Counter‑Offensive and the Black Day of the German Army |

The Second Battle of the Marne in July 1918 saw the Allied forces, now under the unified command of Marshal Foch, launch a decisive counter‑offensive. On 8 August 1918, Australian and Canadian troops, supported by massed tanks and creeping barrages, smashed through German lines east of Amiens. Ludendorff later described 8 August as ‘the black day of the German army in the history of this war’. For the first time, large numbers of German soldiers surrendered without fighting, and morale among the remaining troops collapsed. The Allied push, using combined arms tactics, forced a continuous German retreat that could not be halted. The psychological impact of 8 August convinced the High Command that victory was no longer possible.

9. The Collapse of Germany’s Allies |

Germany’s defeat cannot be understood in isolation. In September 1918, Bulgaria collapsed and signed an armistice, exposing the southern flank of the Central Powers. The Ottoman Empire, shattered by British offensives in Palestine and Mesopotamia, followed suit in October. Most critically, the Austro‑Hungarian Empire disintegrated; its multi‑ethnic army had long been plagued by desertion, and after the Battle of Vittorio Veneto in October 1918, Vienna requested its own armistice. With all its allies knocked out of the war, Germany faced the prospect of fighting the entire Entente alone on its own borders. The High Command eventually admitted to the Kaiser that the military situation was hopeless.

10. Revolution from Below: Kiel Mutiny and Workers’ Councils |

In late October 1918, the Naval High Command, seeking a final act of honour, ordered the High Seas Fleet to put to sea for a suicidal battle against the Royal Navy. Sailors in Wilhelmshaven and Kiel refused to obey. The mutiny quickly escalated into a full‑blown revolution. On 4 November, mutineers in Kiel formed sailors’ and workers’ councils, and within days the revolt spread to Hamburg, Munich and beyond. Workers’ and soldiers’ councils took over local governments, demanding immediate peace, abdication of the Kaiser, and sweeping democratic reforms. The revolution was largely peaceful but its pace overwhelmed the old regime. Germany’s military collapse had triggered a political earthquake that made continuation of the war impossible.

11. The Abdication of the Kaiser and the Armistice |

Under immense pressure, and with even the Social Democrats threatening to withdraw support from the monarchy, Kaiser Wilhelm II was forced to abdicate on 9 November 1918. He fled to exile in the Netherlands that same day. Friedrich Ebert of the SPD became Chancellor, and a republic was proclaimed from a balcony of the Reichstag. On 11 November, in a railway carriage at Compiègne, the German delegation signed an armistice that came into effect at 11 a.m. The terms were severe: immediate evacuation of occupied territories, surrender of vast quantities of military hardware, and continuation of the naval blockade. The war that Germany had gambled to win in 1914 ended in surrender.

12. The Legacy: Stab‑in‑the‑Back Myth |

Almost immediately after the armistice, right‑wing nationalists promoted the ‘Dolchstoßlegende’ — the myth that the German army had not been defeated on the battlefield but had been betrayed by civilians, Socialists, Jews and revolutionaries on the home front. The myth was fertilised by Hindenburg’s false testimony before a parliamentary committee in 1919, claiming the army had been ‘stabbed in the back’. This narrative poisoned the politics of the Weimar Republic, delegitimised democratic institutions and provided fertile ground for the rise of extremist movements. The manner in which the war ended therefore not only brought immediate collapse but also planted the seeds for future catastrophe. Understanding Germany’s defeat in 1917–18 requires appreciating both the military reality and the deceptive myths that followed.
