In IGCSE Politics, a very common starting point is the distinction between power, authority and legitimacy. Power is the ability to make others do something they would not otherwise do. Authority is the right to exercise power because that right is accepted by the people. Legitimacy refers to the widespread belief that a ruler or institution has the right to govern.
