Democracy is usually defined as government by the people. In a large modern state, it is impossible for every citizen to gather and vote on every law, so most democracies operate mainly through elected representatives. Representative democracy allows complex decisions to be made by full-time politicians who can consult experts, weigh evidence and negotiate compromises. This parliamentary deliberation is more practical than asking millions of voters to master every policy detail.
