Economic growth, economic development and sustainability are three related but distinct concepts in the Cambridge A-Level Economics syllabus. Growth measures the increase in real national output over time, development refers to improvements in living standards and human welfare, while sustainability requires meeting present needs without compromising future generations. This article explains their definitions, measurement, interactions and policy implications.

1. What Is Economic Growth? | 什么是经济增长?

Economic growth is the increase in a country’s real gross domestic product (GDP) over a period of time. It is usually measured as the annual percentage change in real GDP, which strips out the effect of inflation so that only changes in the volume of goods and services are counted. Actual growth occurs when an economy moves closer to its production possibility frontier (PPF) by using idle resources, while potential growth occurs when the PPF shifts outward due to more resources or better technology.

For Cambridge examinations, it is important to distinguish between actual and potential growth, and between nominal and real GDP.

2. Measuring Economic Growth and Its Limitations | 经济增长的衡量及其局限性

Real GDP per capita is often used to compare living standards over time and between countries. It divides real GDP by the population, giving an average output per person. Purchasing power parity (PPP) exchange rates are used to adjust for differences in the cost of living, making international comparisons more meaningful.

However, GDP as a measure of economic growth has significant limitations. It also says nothing about leisure time, health, education or political freedom. These limitations help explain why economic growth is not the same as economic development.

3. What Is Economic Development? | 什么是经济发展?

Economic development is a broader concept than economic growth. It refers to improvements in living standards, reduction in poverty, better health and education, greater economic security, and wider access to opportunities and freedoms. Development involves both quantitative increases in output and qualitative changes in the structure of the economy and society, such as industrialisation, urbanisation and institutional improvement.

Development is multidimensional. A country can have rising GDP but still suffer from high inequality, poor health outcomes, lack of clean water or limited political rights. Therefore, development is measured not only by income but also by indicators of health, education and living standards. The Cambridge syllabus expects students to understand that development is about human welfare, not just national income.

4. Measuring Economic Development: HDI and Other Indicators | 经济发展的衡量:HDI及其他指标

The Human Development Index (HDI) is the most widely used composite measure of development. Published by the United Nations Development Programme, HDI combines three dimensions: health, measured by life expectancy at birth; education, measured by mean years of schooling and expected years of schooling; and income, measured by gross national income per capita at PPP. The HDI takes a value between 0 and 1, with values closer to 1 indicating higher human development.

Other measures include the Multidimensional Poverty Index (MPI), which identifies overlapping deprivations in health, education and living standards at the household level, and measures such as the Inequality-adjusted HDI (IHDI) and the Gender Inequality Index (GII). These indicators capture more than average income and reveal that development is uneven across different groups within a society.
