The defeat of Imperial Germany in November 1918 was not a sudden collapse but the result of military overstretch, economic exhaustion, diplomatic isolation and domestic revolution. This article examines the period 1917–18, when Germany’s gamble for victory turned into defeat.

1. Strategic Stalemate by 1917 | 1917年的战略僵局

By the start of 1917, Germany had been fighting a two-front war for nearly three years. The failure at Verdun and the heavy losses on the Somme in 1916 had weakened the army, while the British naval blockade was slowly strangling the economy. The High Command (OHL) under Hindenburg and Ludendorff effectively controlled the state.

In February 1917, Germany resumed unrestricted submarine warfare in an attempt to starve Britain out of the war within six months. The U-boat campaign sank large numbers of merchant ships but did not achieve a quick knockout. It also pushed the United States to declare war on Germany on 6 April 1917, especially after the Zimmermann Telegram was revealed.

The Russian Revolution in 1917 led to the Bolshevik government seeking peace. In March 1918, Germany imposed the Treaty of Brest-Litovsk, which took vast territories from Russia. This allowed Germany to move divisions westwards, but the occupation of the east still consumed resources and prevented a single decisive blow in France.

By 1918, rations were far below survival levels, industrial production fell, and the Spanish flu added to the death toll. Economic exhaustion undermined both the army and civilian morale.
