Macroeconomic intervention refers to the use of government policies to influence aggregate demand and aggregate supply so that national output, employment, prices, and the external balance move closer to their target levels. For Cambridge A Level Economics, you need to explain the main instruments of fiscal, monetary, and supply-side policy, and evaluate why intervention may succeed or fail in different contexts.

1. The Case for Government Macro Intervention | 政府宏观干预的理由

Governments intervene because free markets do not automatically deliver full employment or price stability. Business cycles arise from changes in consumer and business confidence, external shocks, and financial instability. Without counter-cyclical policy, recessions can become deep and recoveries can be inflationary.

Achieving all objectives simultaneously is difficult because policies often create trade-offs. For example, rapid growth may reduce unemployment but worsen inflation and the current account.

Monetary policy is operated by the central bank, mainly through the policy interest rate and quantitative easing (QE). Lower interest rates reduce the cost of borrowing and mortgage repayments, encourage investment and consumption, and often weaken the exchange rate, boosting net exports.

Supply-side policies aim to increase the productive capacity of the economy by shifting long-run aggregate supply (LRAS) to the right. They can be interventionist, such as spending on education, training, infrastructure, and healthcare, or market-based, such as tax reform, deregulation, privatisation, and labour market flexibility.

Automatic stabilisers are built-in fiscal mechanisms that reduce the amplitude of the business cycle without new government decisions. Progressive income taxes and unemployment benefits automatically increase net withdrawals in a boom and reduce them in a recession.

Discretionary policy requires deliberate changes in spending or taxation. It can be better targeted, but it suffers from recognition, decision, implementation, and impact lags. By the time the policy takes effect, the economy may already be recovering or overheating.

Multiplier = 1 ÷ (1 − MPC) = 1 ÷ MPS
