In AS Economics, government microeconomic intervention means policies designed to change the price, quantity or quality of goods and services in individual markets. These interventions are usually justified by market failure or by a desire to make income distribution more equal.

1. Why Governments Intervene in Markets | 政府为何干预市场
The price mechanism can allocate resources efficiently when there is perfect information, competition and an absence of externalities. In reality, market failure arises from externalities, public goods, merit and demerit goods, monopoly power, information gaps and income inequality.

Government microeconomic intervention refers to policies that affect particular markets rather than the whole economy. Common tools include maximum and minimum prices, indirect taxes, subsidies, transfer payments, direct provision, regulation and information campaigns.

2. Maximum Price Controls | 最高限价
A maximum price, also called a price ceiling, is set below the free-market equilibrium price to protect consumers from high prices. In a supply-demand diagram, the ceiling Pmax lies below P₀, so quantity demanded Qd exceeds quantity supplied Qs.
最高限价又称价格上限,设定在自由市场均衡价格之下,以保护消费者免受高价影响。在供求图中,价格上限 Pmax 低于 P₀,因此需求量 Qd 大于供给量 Qs。
Excess demand = Qd − Qs at Pmax
Because the price cannot rise to clear the market, shortages appear. Consumers may queue, wait longer, or turn to informal black markets where goods sell above the ceiling. Producers have less incentive to maintain quality or invest in new supply.

3. Minimum Price Controls | 最低限价
A minimum price, or price floor, is set above the free-market equilibrium price to protect producers or workers. Examples include minimum wages in labour markets and agricultural price support schemes.

Excess supply = Qs − Qd at Pmin
When the price cannot fall to clear the market, excess supply emerges. In the case of minimum wage, this can appear as unemployment because the quantity of labour supplied exceeds the quantity demanded. With agricultural price supports, governments may have to buy and store the surplus.

4. Indirect Taxes | 间接税
An indirect tax is levied on spending on goods and services. A specific tax adds a fixed amount per unit, shifting the supply curve vertically upward by the tax amount. An ad valorem tax is a percentage of price, so supply shifts upward more at higher prices.

Tax per unit = Pc − Pp
Consumer burden = Pc − P₀; Producer burden = P₀ − Pp
After the tax, consumers pay Pc, producers receive Pp, and the difference is the tax per unit. Tax incidence depends on price elasticities. If demand is price-inelastic, consumers bear most of the tax; if demand is elastic, producers bear more.

5. Subsidies | 补贴
A subsidy is a payment from the government to producers. It lowers production costs, shifting the supply curve downward or to the right. Equilibrium quantity rises from Q₀ to Q₁, and the price paid by consumers falls from P₀ to Pc, while producers receive Pp.

Subsidy per unit = Pp − Pc

Subsidies are often used to encourage consumption of merit goods such as education and renewable energy. However, they involve opportunity cost for the government, may encourage overproduction, and the benefit may not reach consumers fully if demand is inelastic.

6. Transfer Payments | 转移支付
Transfer payments are income transfers from the government to individuals without any corresponding output of goods or services. Examples include unemployment benefits, state pensions, child benefits and disability allowances.

Unlike taxes or subsidies, transfer payments do not directly shift a market supply curve. Instead they redistribute purchasing power. By raising household incomes, they can reduce poverty and support consumption when people cannot earn sufficient income.

Direct provision occurs when the state supplies goods or services using tax revenue. Public goods such as national defence and street lighting are non-excludable and non-rival, so private markets would under-provide or not provide them at all.

Merit goods such as education and healthcare may be under-consumed when left to free markets because individuals do not fully appreciate their benefits. Direct provision increases quantity and can remove price barriers, improving access.

8. Regulation and Information Policies | 监管与信息政策

Information policies, such as health warnings on cigarettes, nutritional labelling and consumer education, aim to close information gaps. These policies are often less costly than direct provision, but they depend on people’s willingness to change behaviour and require monitoring and enforcement.

9. Price Elasticity and Intervention Effects | 价格弹性与干预效果
The effectiveness of microeconomic intervention depends heavily on price elasticity of demand and supply. A tax on cigarettes may raise significant revenue when demand is inelastic, but it may not reduce quantity much, so it is less effective at changing behaviour.
微观经济干预的效果在很大程度上取决于需求价格弹性和供给价格弹性。当香烟需求缺乏弹性时,对香烟征税可能获得大量收入,但可能不会大幅减少数量,因此改变行为的效果较差。
By contrast, if demand is elastic, the same tax causes a larger fall in quantity, so the behaviour-changing effect is stronger, but tax revenue may be smaller. Subsidies are more effective at increasing consumption when demand is elastic.

Price controls also interact with elasticities. A maximum price in a market with elastic supply may lead to a larger shortage because producers respond strongly to the lower price.

10. Welfare and Efficiency Analysis | 福利与效率分析
Consumer surplus is the difference between what consumers are willing to pay and what they actually pay. Producer surplus is the difference between the market price and the minimum price producers are willing to accept. In a competitive equilibrium, total surplus is maximised.
消费者剩余是消费者愿意支付的最高价格与实际支付价格之间的差额。生产者剩余是市场价格与生产者愿意接受的最低价格之间的差额。在竞争均衡中,总剩余达到最大。
Government interventions create deadweight loss when they move output away from the competitive quantity. A maximum price below equilibrium transfers some surplus to consumers but reduces producer surplus and blocks mutually beneficial trades, creating welfare loss.

Taxes drive a wedge between Pc and Pp and reduce equilibrium quantity. The deadweight loss is larger when demand and supply are more elastic. Subsidies also create deadweight loss because the marginal cost of extra output may exceed its marginal benefit.

11. Evaluation of Intervention | 干预措施评估
Evaluating government intervention requires judging effectiveness, efficiency and equity. Effectiveness asks whether the policy meets its target, such as raising consumption of merit goods or reducing smoking. Efficiency asks whether the improvement in welfare outweighs deadweight loss.
评估政府干预需要从有效性、效率和公平性三方面判断。有效性指政策是否达到目标,例如增加有益品消费或减少吸烟。效率指福利改善是否大于无谓损失。
Equity considers whether the policy helps lower-income groups. A subsidy on staple food may be progressive if it benefits the poor relatively more, while a tax on cigarettes is often regressive because lower-income smokers spend a higher share of income on tobacco.
