Projects are central to business change. A project is a unique, temporary activity that consumes resources and must be completed to a specified standard. Effective project management combines planning, scheduling, coordination and control. In CIE A-Level Business, the main tools are network diagrams, critical path analysis (CPA) and Gantt charts, which help managers to deliver projects on time and within budget.

A project is a one-off set of activities with a specific goal, start and finish date, budget and agreed quality standards. Unlike routine operations, projects have high uncertainty and require cross-functional teams. Project management is the process of planning, organising, motivating and controlling resources to achieve project objectives. Key constraints are time, cost and scope, often called the ‘triple constraint’. Managers must balance these because changing one usually affects the others.

Closure includes handover, review and lessons learned. A clear life cycle improves control and reduces the risk of scope creep or uncontrolled changes.

Planning starts with SMART objectives and a clear scope statement. The scope defines what is included and excluded from the project. Constraints include time, cost, quality, resources and legal requirements. A project manager uses planning to identify critical activities and potential bottlenecks. Poor planning often leads to delays, overspending or failure to meet customer expectations.

It is the foundation for network diagrams because each activity must be identified before sequencing and CPA can begin. A clear WBS makes large, complex projects easier to communicate and control.

CPA uses a network diagram to show the order of activities and their dependencies. Each activity is represented by a node, usually a rectangle divided into sections. Arrows show the sequence or precedence between activities. CPA calculates the earliest and latest times for each activity, allowing managers to identify which tasks cannot be delayed. It focuses on the critical path: the longest path through the network, which determines the minimum project duration.

6. Drawing Nodes: Earliest Start Time and Latest Finish Time | 绘制节点:最早开始时间与最晚完成时间

In CIE examinations, nodes often show the activity name or letter, duration, earliest start time (EST) and latest finish time (LFT). The forward pass calculates EST by moving from left to right: take the EST of the predecessor and add its duration. If two activities join, choose the highest EST. The backward pass calculates LFT by moving from right to left: take the LFT of the following activity and subtract its duration. If two activities follow, choose the lowest LFT.

When alternatives exist, choose the highest EST in the forward pass and the lowest LFT in the backward pass.

7. Float and the Critical Path | 浮动时差与关键路径

Total float is the amount of time an activity can be delayed without delaying the whole project. It gives managers useful flexibility when allocating resources. For any activity, total float is found by subtracting its duration and earliest start time from its latest finish time:

Total float = LFT − duration − EST

If total float equals zero, the activity is critical. This means any delay to that activity will delay the whole project by the same amount. Non-critical activities have spare time, giving managers room to move resources without changing the completion date. The critical path is usually shown by double lines or heavier arrows.

In this example, activities A, C and D form the critical path, giving a minimum project duration of 6 weeks. Activity B has one week of float, so it can be delayed by up to one week without affecting project completion.

8. Gantt Charts and Resource Planning | 甘特图与资源规划

A Gantt chart is a horizontal bar chart that shows activities against time. Each bar shows when a task starts and finishes, making progress easy to visualise. It can also show milestones, overlapping tasks and allocated resources. Unlike network diagrams, Gantt charts do not always show dependencies clearly, but they are easier for non-specialists to understand. Managers use Gantt charts for day-to-day scheduling and communication with teams.

All projects face risk: technical failure, supplier delays, cost inflation, staff absence and changing customer requirements. Risk management involves identifying, assessing and planning responses. Tools include risk registers, contingency budgets and buffer time. Quality management ensures outputs meet specifications through quality assurance at each stage and final quality control. CPA can help by showing where a delay would have the largest impact, so managers can add contingency to critical or near-critical activities.

Once execution starts, actual progress must be compared with the plan. Monitoring uses milestone reports, variance analysis and updated CPA or Gantt charts. If actual time or cost exceeds plan, managers can take corrective action such as adding resources, resequencing non-critical activities or negotiating scope changes. At the end, evaluation reviews whether objectives were met, budget achieved and lessons can be applied to future projects. This supports continuous improvement.

Software such as Microsoft Project, Trello or Jira automates network diagrams, Gantt charts, resource loading and progress tracking. It allows real-time updates, shared dashboards and document storage. Communication is critical because project teams often include different departments and external suppliers. Clear reporting, regular meetings and user-friendly visuals reduce misunderstandings. However, software cannot replace good judgement; it only supports decision-making.
