In the Cambridge A-Level Economics syllabus, enterprise is treated as the fourth factor of production. It is the organising and risk-taking function that brings together land, labour and capital to create output. In the modern economy, enterprise does far more than coordinate resources; it drives innovation, improves productivity, creates jobs, intensifies competition, and shapes the pace and direction of economic change.

Unlike land, labour and capital, enterprise cannot be easily measured in physical units.
