In Edexcel terminology, the judges are the sampling units, and their ideology scores are a variable. If the court has 9 members, then n = 9, which is small, so exact calculations are usually more appropriate than asymptotic methods.

The composition of a court is often reported in terms of appointments by political party. The percentage appointed by conservative presidents is (6 ÷ 9) × 100 ≈ 66.7%, and the percentage appointed by liberal presidents is (3 ÷ 9) × 100 ≈ 33.3%. These calculations are standard numerical methods practice in the Edexcel Applied Mathematics units.

3. Weighted Averages and Ideology Scores | 加权平均与意识形态评分

Ideology scores are often measured on a scale from −1 (very liberal) to +1 (very conservative), or from 0 to 1. A simple mean is calculated by adding all scores and dividing by n. For example, if five judges have scores 0.2, 0.4, 0.5, 0.6 and 0.8, then the mean score x̄ = (0.2 + 0.4 + 0.5 + 0.6 + 0.8) ÷ 5 = 2.5 ÷ 5 = 0.5. A weighted mean may be used if certain judges, such as the Chief Justice, are assigned greater influence in agenda-setting.

4. Measures of Spread: Range and Standard Deviation | 离散度量:极差与标准差

The ideological balance of a court depends on both the centre and the spread of ideology scores. The range is the difference between the highest and lowest scores; for the example above, range = 0.8 − 0.2 = 0.6. The standard deviation σ measures how far scores typically deviate from the mean. For a population of n scores, the formula is σ = √[ Σ(xᵢ − μ)² ÷ n ]. A small standard deviation indicates a court that is ideologically cohesive, while a large standard deviation indicates a court with sharp internal divisions.
